Jodhpur DISCOM Invites EoI for 2.4 GW Solar Projects

Jodhpur Vidyut Vitran Nigam (JdVVNL) has invited expressions of interest (EoI) to develop cumulative 2,360.5 MW solar power projects through the renewable energy service model under Component A of Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan Yojana (PM KUSUM).
Bids must be submitted by April 28, 2025. Bids will be opened on May 2, 2025.
Bidders must submit a bid security of $100,000 (~$1,168.84)/MW an e-procurement processing fee of ₹2,950 (~$34.48)/EoI, and a processing fee of ₹5,000 (~$58.44)/MW.
Bidders will not receive any subsidy or financial assistance.
The distribution companies (DISCOM) will purchase the power generated at a levelized tariff of ₹3.04 (~$0.035)/kWh for 25 years.
Selected bidders must submit a performance bank guarantee of $100,000 (~$1,168.84)/MW
The scope of work entails the design, survey, installation, testing, and commissioning of solar projects across 26 locations in Jodhpur. It also involves providing operation and maintenance services for 25 years.
The projects with capacities ranging from 500 kW to 2 MW must be set up on farmers’ unused, barren, cultivated, or fallow land within a 5 km radius of the 33/11 kV DISCOM substations.
The scope also encompasses the design and installation of the solar project adjacent to the 33/11 kV DISCOM substation. Additionally, it involves the supply and erection of an associated 11 kV line connecting the solar project with the substation.
Successful bidders must construct the control room and conduct any other project-related civil work. They must identify the land for the projects, ensure remote monitoring of installed solar projects for 25 years, and ensure a minimum capacity utilization factor of 17%.
They must also conduct a site survey and execute a 26-year land lease agreement.
The projects must be commissioned within nine months.
Bidders must be farmers owning land, working in partnership with a group of farmers, cooperatives, panchayats, farmer-producer organizations, water user associations, or a developers.
Bidders must use modules listed under the Approved List of Models and Manufacturers.
In 2024, JdVVNL invited expressions of interest to set up 333.5 MW of solar projects, along with associated 11 kV lines and remote monitoring systems, under Component A of the PM KUSUM program.
