JAKEDA Issues Empanelment Tender for 175 MW Rooftop Solar Projects

Jammu and Kashmir Energy Development Agency (JAKEDA) has issued a tender to empanel developers to set up 175 MW rooftop solar projects under the renewable energy service company model on government buildings in the union territory.
Bids must be submitted on February 28, 2025. Bids will be opened on March 1, 2025.
Bidders must submit an earnest money deposit of ₹500,000 (~$5,687.05)/MW and a performance bank guarantee of ₹600,000 (~$6,824.46)/MW/project.
They must also submit a tender fee of ₹50,000 (~$568.705).
The scope of work entails a survey, design, engineering, financing, supply, installation, testing, and project commissioning. It also involves operation and maintenance for 25 years.
Selected bidders will be allocated a maximum capacity of 75 MW.
They must maintain a minimum capacity utilization factor of 13.5%, and modules must be warranted for a performance degradation of less than 3% for the first year of installation and below 1% per annum for subsequent years.
The project must be commissioned within five months in urban and within seven months in rural areas.
Bidders must bid for clusters, and quote for at least 50% of the tentative capacity. For clusters ‘F-J and ‘F’-K, the bidders must quote for at least 15 MW. The individual size of the projects will range from 20 kW to 500 kW.
They must pay liquidated damages of 50% of the power purchase agreement tariff for a shortfall in capacity utilization factor.
Bidders must have a minimum annual turnover of ₹11 million (~$125,115)/MW in the last three financial years.
They must have experience in the design, supply, installation and commissioning of grid-connected solar projects with a cumulative capacity of at least 1 MW in the last seven financial years. The project must have been operational for at least one year.
The empanelment tender is part of JAKEDA’s plan to set up approximately 200 MW rooftop solar power projects on a build-own-operate basis on government buildings.
Last June, JAKEDA invited bids for supplying, installing, and commissioning grid-connected rooftop solar power projects on government buildings in Jammu and Kashmir.
