Jaipur DISCOM Floats EoIs for 62 MW Solar Projects Under KUSUM

Jaipur Vidyut Vitran Nigam (JVVNL) has invited two expressions of interest (EoI) for grid-connected solar power projects with a cumulative capacity of 62.16 MW under Component A of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyaan (PM-KUSUM).

The last date to submit bids is January 15, 2025. Bids will be opened on January 17.

Bidders must submit bids to set up solar power projects of 500 kW to 2 MW capacity under the EoIs for 12.9 MW and 49.26 MW. The projects must be connected to 33/11 kV sub-stations identified by the DISCOM.

Bidders must pay a bid procurement fee of ₹2,950 (~$34.73) and an application processing fee of ₹5,000 (~$58.87)/MW for both EoIs.

Bidders must submit an earnest money deposit of ₹100,000 (~$1,177.44)/MW for both EoIs.

The scope of work involves designing, surveying, supplying, installing, testing, and commissioning grid-connected solar projects in the RESCO mode, the associated 11 kV line to connect them with various 33/11 kV sub-stations and operation and maintenance and remote monitoring system for 25 years.

Bidders can also execute a land lease agreement for 26 years by entering into a bi-partite agreement.

Projects must be set up on farmers’ unused/barren / cultivated / fallow land within a radius of 5 km near 33/11 kV substations.

The projects will not receive subsidies or financial assistance from the central or state government. Successful bidders must arrange 100% of the capital required to set up the project within five months of signing the power purchase agreement.

JVVNL will purchase the electricity produced at the levelized cost of ₹3.04 (~$0.294)/kWh for 25 years. However, in case of multiple bids in a single sub-station, the selection of bidders will be based on the lowest tariff offered in the ascending order as quoted by the bidders in the closed bid. In such cases, the levelized tariff will be the ceiling tariff for bidders.

Bidders must maintain a minimum capacity utilization factor of 17%.

Projects must be commissioned within nine months of the signing of the power purchase agreement.

In October 2024, JVVNL invited bids to develop 207.02 MW of grid-connected solar power projects under Component C of the PM-KUSUM program.
