ITI Floats Tender for 18 MW Rooftop Solar Projects in Jammu and Kashmir

ITI Limited, a public sector undertaking under the Department of Telecommunication, has invited bids to empanel agencies for 18 MW grid-connected rooftop solar photovoltaic power systems on identified government buildings in the UT of Jammu and Kashmir.

The scope of the work includes supply, installation, and commissioning, including warranty and a five-year comprehensive maintenance contract.

The last date for submitting bids is July 29, 2024. Bids will be opened the same day.

Bidders must pay ₹50,000 (~$597.3) as a tender document fee and ₹5 million (~$59,730) as an earnest money deposit (EMD).

Micro and Small Enterprises specified by the Ministry of Micro, Small and Medium Enterprises, Government of India, are exempt from submitting the EMD if they provide a valid registration certificate with the technical bid.

Bidders must have commissioned at least a cumulative 1 MW of on-grid, off-grid, or hybrid solar projects in the last five years before the bid submission date.

Bidders must have a positive net worth at the close of the previous financial year, verified by an auditor. They should also have a minimum average annual turnover of ₹75 million (~$895,982) over the last three financial years.

The materials or systems must come with a comprehensive warranty for a minimum of five years from the completion or handover date (whichever is later).

Only grid-connected rooftop solar power projects will be installed, with capacities categorized as follows: 2 kW, 3 kW, greater than 3 kW up to 10 kW, greater than 10 kW up to 100 kW, and greater than 100 kW up to 500 kW.

Project capacities will be based on individual building capacities, not on the aggregate capacity of the host institution.

The tentative project capacity is envisaged as 70 MW across all government buildings in Jammu and Kashmir, with a potential variation of 25% depending on funding availability.

Bidders must have completed the supply, installation, and commissioning of grid-connected or off-grid solar photovoltaic power projects between April 1, 2019, and the last date of the preceding month of tender finalization.

These projects must have been executed through government organizations, agencies, SNAs, or state or central government PSUs or under MNRE-sponsored programs.

Bidders must have commissioned a cumulative capacity of 15 MW of solar power projects or an aggregate capacity of 7.5 MW within the range of 1 kW to 500 kW, including solarization of rooftop on-grid/hybrid and agricultural solar pumps.

For vendors registered or incorporated in Jammu and Kashmir, the cumulative capacity experience required is a minimum of 2.5 MW, including solarization of rooftop on-grid/hybrid and agricultural solar pumps.

Bidders must have an average annual turnover of ₹150 million (~$1.79 million) over the last three financial years ending March 31, 2024.

However, vendors registered or incorporated in Jammu and Kashmir must have an average annual turnover of ₹40 million (~$477,862) over the same period.

Recently, ITI Limited invited bids to empanel a partner for the design, supply, installation, testing, and commissioning of various solar systems (off-grid and on-grid) to address various tenders and execution of work orders received by it.
