India Slaps Anti-Dumping Duty on Solar Glass from China and Vietnam

This decision follows a probe confirming dumping practices harming the domestic industry

The Indian Ministry of Finance has issued a notification imposing provisional anti-dumping duties on textured, tempered, coated, and uncoated solar glass imported from China and Vietnam.

This decision follows a preliminary investigation opened by the Directorate General of Trade Remedies (DGTR) in February this year, which found evidence of dumping practices.

The preliminary findings concluded that the subject goods were being exported to India from China and Vietnam at dumped prices.

The dumping led to a significant increase in imports of these goods from these countries, both in absolute terms and in relation to domestic production and consumption, causing material injury to the domestic industry.

The table below provides details of the goods, tariff classifications, origin, export countries, producers, and the applicable provisional anti-dumping duties.

The provisional anti-dumping duty will be effective for six months.

The duty rates vary based on the producer and country of origin.

The anti-dumping duty will be payable in Indian currency. The rate of exchange for calculating the duty will be determined based on the notification issued by the Ministry of Finance.

The move by the Indian government aims to protect the domestic glass industry from unfair trade practices and ensure a level playing field for local manufacturers.

The investigation was conducted in response to an application submitted by Borosil Renewables, alleging similarities between its domestically produced solar glass and the imported counterparts. Borosil argued that these imports are equivalent in physical and chemical attributes, manufacturing processes, functions, pricing, distribution, and tariff classifications.

Textured tempered glass is used as a component in solar modules and solar thermal applications. The product is also known by various names such as solar glass, low iron solar glass, solar glass low iron, solar photovoltaic glass, high transmission photovoltaic glass, and tempered low iron patterned solar glass.

In 2022, DGTR had recommended extending the anti-dumping duty on imported textured tempered glass from China by two more years.
