Gujarat and Odisha DISCOMs Among Top Performers in FY 2025
Only six out of 66 DISCOMs secured an A+ rating for consumer service

The Dakshin Gujarat Vij Company, Tata Power Northern Odisha Distribution, Goa Power Department, and Tata Power Central Odisha Distribution were the top-performing state power utilities, according to the Annual Distribution Utilities Rankings for the financial year (FY) 2025.
The Annual Distribution Utilities Ranking is an initiative of the Ministry of Power and REC Limited that provides a comprehensive assessment of the performance of power distribution utilities nationwide. The framework builds on evaluation mechanisms, such as the annual integrated ranking of distribution companies (DISCOMs) and the consumer service rating of DISCOMs, and further strengthens them by incorporating select priority parameters that reflect evolving sectoral priorities.
Northern Power Distribution Company of Telangana, Purvanchal Vidyut Vitran Nigam, Madhaynchal Vidyut Vitran Nigam, and Jharkhand Bijli Vitran Nigam were the worst-performing state utilities.
Among special category state utilities, Assam Power Distribution Company, Ladakh Power Development Department, Sikkim Power Department, and Himachal Pradesh State Electricity Board were the top performers.
Among urban utilities, Adani Electricity Mumbai, Tata Power Delhi Distribution, Noida Power Company, and Brihanmumbai Electric Supply and Transport ranked highest.
The Dakshin Gujarat Vij Company emerged as the best-performing state utility and the top-performing public DISCOM. Goa Power Distribution secured the third rank in this category, performing well across all parameters except demand-side response. Odisha DISCOMs secured the top four positions in the rankings, driven by their strong performance in the integrated rankings and consumer service ratings.
Consumer Service Ratings
Only six out of 66 DISCOMs secured an A+ rating in the Ministry of Power and REC’s assessment of consumer service performance for FY 2024–25.
The Consumer Service Rating evaluated 10 private and 56 state-owned DISCOMs. Among them, Tata Power Company, BSES Yamuna Power, Noida Power Company, BSES Rajdhani Power, Tata Power Delhi Distribution, and Adani Electricity Mumbai achieved the top A+ rating.
The worst performers were Jharkhand Bijli Vitran Nigam Limited and Jodhpur Vidyut Vitran Nigam with grades C+ and C, respectively.
The majority of DISCOMs, 27 in total, achieved a B+ grade, and no DISCOM received a D grade.
Overall, 42% of consumers experienced A+ or A-grade services, whereas only 1% received lower-grade services, i.e., C-grade. Overall, however, DISCOMs secured better grades this year, indicating improved performance at the national level.
The number of DISCOMs with A+, A, and B+ ratings stood at 54, and the number of DISCOMs with a C grade stood at one.
Notably, all top-performing DISCOMs are private utilities serving predominantly urban consumers, underscoring a clear gap in customer service outcomes between private and state-owned DISCOMs.
Integrated Rankings of DISCOMs
Among state utilities, Gujarat took the top four spots, with Uttar Gujarat Vij Company, Madhya Gujarat Vij Company, Dakshin Gujarat Vij Company, and Paschim Gujarat Vij Company scoring above 95% in the integrated rankings for FY 2025.
Among special category states, the Sikkim Power Department, the Assam Power Distribution Company, the Nagaland Power Department, and the Ladakh Power Development Department ranked highest.
Adani Electricity Mumbai, Thrissur Corporation Electricity Department, Noida Power Company, and Brihanmumbai Electric Supply and Transport were the top four performers among urban utilities.
RPO Achievement for FY 2025
Regarding renewable purchase obligation (RPO) achievements during FY 2025, Uttar Haryana Bijli Vitran Nigam, Chamundeshwari Electricity Supply Corporation, Goa Power Department, and Dakshin Haryana Bijli Vitran Nigam were the best performers among state utilities. Uttar Pradesh DISCOMs performed the worst at meeting the RPO Targets.
In the special category states, Uttarakhand Power Corporation, Ladakh Power Development Department, Jammu Power Distribution Corporation, and Mizoram Power and Electricity Department were the top performers.
Also, among urban utilities, Tata Power Company, Adani Electricity Mumbai, Thrissur Corporation Electricity Department, and Tata Power Delhi Distribution bagged the top spots.
Demand Side Response
In terms of demand-side response, Madhya Pradesh Poorv Kshetra Vidyut Vitran Company, Madhya Pradesh Pashchim Kshetra Vidyut Vitran Company, Maharashtra State Electricity Distribution Company, and North Bihar Power Distribution Company ranked highest. Again, Uttar Pradesh DISCOMs were the worst performers in this category.
In the special category states, the Ladakh Power Development Department, the Nagaland Power Department, the Arunachal Power Department, and the Andaman and Nicobar Power Department were the top performers.
Similarly, among urban utilities, Tata Power Company, BSES Rajdhani Power, Brihanmumbai Electric Supply and Transport, and BSES Yamuna Power were the top performers.
Resource Adequacy
In the resource adequacy category, North Bihar Power Distribution Company, Eastern Power Distribution Company of Andhra Pradesh, Kerala State Electricity Board, and Andhra Pradesh Central Power Distribution Corporation performed the best. In this category, West Bengal State Electricity Distribution Company and Gujarat DISCOMs were at the bottom.
In the special category states, Meghalaya Power Distribution Corporation, Assam Power Distribution Company, Himachal Pradesh State Electricity Board, and Sikkim Power Department secured the top spots.
Among urban utilities, Tata Power Delhi Distribution, Brihanmumbai Electric Supply and Transport, Tata Power Company, and Thrissur Corporation Electricity Department were the best performers.
Communicable System Metering
In the communicable system metering category, Eastern Power Distribution Company of Andhra Pradesh, Jaipur Vidyut Vitran Nigam, Goa Power Department, and Dakshin Gujarat Vij Company were the top performers among state utilities, whereas Punjab State Power Corporation and Jharkhand Bijli Vitran Nigam were the bottom performers.
Among special category state utilities, Assam Power Distribution Company, Manipur State Power Distribution Company, Ladakh Power Development Department, and Kashmir Power Distribution Corporation were the top performers.
Among urban utilities, Tata Power Company, Thrissur Corporation Electricity Department, Adani Electricity Mumbai, and Kanpur Electricity Supply Company ranked highest.
Gujarat’s DISCOMs were at the top of the Ministry of Power’s thirteenth annual integrated ratings, with all four of its DISCOMs retaining their A+ ratings for the FY 2024. In all, 42 state DISCOMs, 10 private DISCOMs, and 11 state power departments were evaluated on various performance metrics during FY 2024.
