Germany Adds 16.4 GW of Solar Capacity in 2025, Setting a New Record

Germany added 16.4 GW of solar capacity in 2025, up 1.2% year-over-year (YoY) and setting a new record, according to data from the Federal Network Agency (Bundesnetzagentur).

The country added 16.2 GW of solar capacity in 2024.

Recent solar additions increased Germany’s cumulative solar capacity to 117 GW.

The state of Bavaria added 4,653 MW in solar capacity in 2025. North Rhine-Westphalia followed with 3,229 MW, Lower Saxony with 2,503 MW, Baden-Württemberg with 2,264 MW, and Schleswig-Holstein with 1,483 MW.

The total capacity additions consisted of 532 MW of balcony, 7.81 GW of rooftop solar, and roughly 8.2 GW of ground-mounted solar installations.

Germany PV Installatin 2013-2025 (MW)

In the fourth quarter (Q4) of 2025, Germany added 4.42 GW of solar capacity. The installations for October totaled 1,278.2 MW, and in November totaled 1,822.9 MW. The country added an estimated 1,321.8 MW in December.

Bundesnetzagentur shared estimated figures for December 2025, which combine registrations received up to January 13, 2026, with expected late registrations within the one-month registration window.

In Q4, Germany added 79.1 MW of balcony solar, 1.53 GW of rooftop solar, and roughly 2.7 GW of ground-mounted solar capacity.

Germany Solar Quarterly Installations (GW)

The country aims to reach solar capacity of 215 GW, onshore wind capacity of 115 GW, offshore wind capacity of 30 GW, and biomass capacity of 8.4 GW by 2030.

Germany added 4.3 GW of solar capacity in Q3 2025, a 7.8% YoY increase from 4 GW. The country added 1,465 MW of solar capacity in July, 1,936 MW in August, and 920 MW in September.

In December 2025, Germany awarded a combined 1.09 GW of capacity in its latest auctions for solar installations on buildings and noise barriers, as well as biomass projects. Of the total capacity, 813 MW was awarded to biomass facilities and 281 MW to rooftop and noise-barrier solar projects.

In October this year, Bundesnetzagentur invited bids for 2.32 GW of solar projects. The tender volume of 2.32 GW represents the total capacity for which financial support under the Renewable Energy Sources Act will be made available.
