Empanelment Tender Floated for Installation of Grid-Connected and Off-Grid Solar Systems

ITI Limited, a public sector undertaking under the Department of Telecommunication, has invited bids to empanel a partner for the design, supply, installation, testing, and commissioning of various solar systems (off-grid and on-grid) to address various tenders and execution of work orders received by it.

The successful bidder will also have to oversee the project’s operation and maintenance during the period of empanelment.

The last date to submit the bids is October 1, 2022. Bids will be opened on October 3.

Bidders must submit ₹200,000 (~$2,507) as an earnest money deposit per bid category.

Bidders should be ready to deploy grid-interactive or off-grid solar systems in any part of India in partnership with ITI in four categories – Below 10 kW; 11 kW to 99 kW; 100 kW to 499 kW; and above 500 kW.

Bidders should be either system integrators or original equipment manufacturers of one of the components used in the solar systems and registered in India to manufacture the same.

Bidders bidding for category 1 (below 10 KW) must have a cumulative work experience of at least 250 kW of grid-interactive or off-grid solar systems during the last three financial years.

For category 2 (11 kW to 99 kW), bidders must have a cumulative work experience of at least 500 kW of grid-interactive or off-grid solar systems during the last three financial years.

For category 3 (100 kW to 499 kW), bidders must have a cumulative work experience of at least 750 kW of grid-interactive or off-grid solar systems during the last three financial years.

For category 4 (above 500 kW), bidders must have a cumulative work experience of at least 1,000 kW of grid-interactive or off-grid solar systems during the last three financial years.

The projects should have been operating for at least one year before the bid submission date.

For category 1 (below 10 kW), bidders should have a minimum average annual turnover of ₹5 million (~$62,677), and for category 2 (11 kW to 99 kW), bidders should have a minimum average annual turnover of ₹10 million (~$125,354) during the last three financial years.

For category 3 (100 kW to 499 kW), bidders should have a minimum average annual turnover of ₹20 million (~$250,708), and for category 4 (above 500 kW ₹50 million (~$626,770) during the last three financial years.

Bidders should have a positive net worth at the end of the last financial year.

The period of empanelment will be for three years and can be extended for a further two years on mutual consent.

Last July, ITI invited expressions of interest to select business associates for the design, installation and commissioning of 1,000 off-grid solar projects of 3.5 kW capacity each on panchayat ghars under the Department of Rural Development and Panchayati Raj in Jammu and Kashmir.
