EESL Invites Bids for 2 GW Monocrystalline Solar Modules

Energy Efficiency Services (EESL) has invited bids for supplying domestic content requirement (DCR)-compliant 2 GW of monocrystalline modules for solar power projects across India.
The last date to submit bids is August 9, 2024. Bids will be opened on the same day.
The tender is divided into five packages with the required earnest money deposit (EMD) as follows:
Bidders interested in participating in multiple packages must submit separate EMDs.
The order must be completed within one year after the letter of award is issued. The maximum delivery time allowed from the date of issuance of each purchase order (PO) varies across different regions. The maximum delivery time for the North, South, West, and East regions is ten days. However, the maximum delivery time for the Northeast region is 15 days.
To qualify, the bidder must be a manufacturer of crystalline solar PV modules who has successfully manufactured and supplied at least the following quantities in the last three years: 144 MW for Package I, 150 MW for Package II, 96 MW for Package III, 126 MW for Package-IV, and 84 MW for Package-V.
Bidders must have an average annual turnover during the last three financial years of at least: ₹3.56 billion (~$42 million) for Package I, ₹3.63 billion (~$43 million) for Package II, ₹2.39 billion (~$28.6 million) for Package III, ₹3.15 billion (~$37.6 million) for Package IV, and ₹2.1 billion (~$25 million) for Package V.
They must also provide certification from a bank regarding the availability of credit facilities of: ₹2.97 billion (~$35 million) for Package I, ₹3.03 billion (~$26 million) for Package II, ₹1.99 billion (~$23.8 million) for Package III, ₹2.63 billion (~$21.4 million) for Package IV, and ₹1.75 billion (~$20.9 million) for Package V.
Only Class-I local suppliers will be eligible to bid under this tender. The local content requirement to categorize a supplier as a Class-I local supplier is at least 50%.
If the supplier fails to deliver the material of acceptable quality on time, liquidated damages at 0.5% per week of delay or part of the unexecuted order value, subject to a maximum of 5% of the order value as awarded, will apply.
The modules must be warranted for their output peak watt capacity, which should not be less than 90% at the end of ten years and not less than 80% at the end of 25 years from the commissioning of the solar project.
Last year, EESL invited bids for supplying 28.72 MW of polycrystalline solar modules with a wattage output of 330 Wp and above for solar power projects in Maharashtra.
In September 2022, EESL issued a notice inviting tender from contractors to supply 24 MW of solar polycrystalline modules (330 Wp and above) for its decentralized grid-connected solar project in Maharashtra.
