Chhattisgarh to Empanel Vendors for Rooftop Solar Projects Under CAPEX Model

The Chhattisgarh State Power Distribution Company Limited (CSPDCL) has floated a tender for the empanelment of vendors for the installation of 1 kW to 500 kW of rooftop solar projects in the state.

These grid-connected rooftop solar systems will be installed under the CAPEX model. The successful bidders can execute the projects for which the sites can be identified by the prosumers or on the sites allocated by the CSPDCL.

The scope of work includes the complete design, shadow analysis of rooftop, engineering, supply, installation, and commissioning of various capacities of grid-connected 1-500 kW rooftop solar PV projects for all willing consumers except government connections in Chhattisgarh.

The projects will be developed through a rate contract program under the CAPEX model and the bidder will also have to take care of the comprehensive maintenance of the projects for five years.

The bidders can quote a separate rate for each capacity range of 1-10kW, 10-100 kW, and 100 kW-500 kW systems.

The last date for the submission of bids is February 14, 2020, and interested bidders will have to submit an amount of ₹200,000 (~$2,802) as the earnest money deposit (EMD). The pre-bidding meeting will take place on February 04, 2020.

As per the tender document, the declared annual capacity utilization factor should at least be 15%. The successful bidder should maintain generation to achieve annual CUF of a minimum 15% value until the end of the duration of 25 years.

As far as the eligibility criteria are concerned, the bidder should have prior experience of successful execution of projects of the following capacity:

For 1 kW-10 kW

The bidder should have installed:

  • At least 1 kW capacity project in each year during the last three financial years
  • At least two projects having a capacity of 10 kW or above during the last three financial years
  • At least 100 kW cumulative capacity projects or above during the last three financial years

For 10 kW-100 kW

The bidder should have installed:

  • At least 10 kW capacity project in each year during the last three financial years
  • At least one project having capacity 50 kW or above during the last three financial years
  • At least 500 KW cumulative capacity projects or above during the last three financial years

For 100 kW-500 kW

The bidder should have installed:

  • At least 50 kW capacity project in each year during the last three financial years
  • At least one project having capacity 100 kW or above during the last three financial years
  • At least 1,000 kW cumulative capacity projects or above during the last three financial years

Regarding the financial eligibility, the minimum average annual turnover of the company for 1 kW-10 kW should be in the range of ₹5-10 million (~$70,059-$140,119) depending on the capacity to be developed. The net worth of the company for each of the last three financial years should be positive.

As per Mercom India Solar Project Tracker, Chhattisgarh has 200 MW of cumulative large-scale solar installed capacity as of December 2019, and 50 MW of projects are under development.

Back in 2018, the state tendered 50 MW of rooftop solar projects to be installed in the state. The projects were to be developed under the RESCO model.

A few months ago, Chhattisgarh issued two tenders for the supply and installation of 5,000 small solar irrigation pumps and 700 solar trees in the state.
