CREDA Tenders 50 MW of Rooftop Solar Projects to be Installed in Chhattisgarh

The Chhattisgarh State Renewable Energy Development Agency (CREDA) has tendered 50 MW of rooftop solar photovoltaic (PV) projects to be installed in the state. The projects will be developed under RESCO model and the bid-submission deadline is May 25, 2018.

The projects will be installed atop rooftops owned by Chhattisgarh State Power Distribution Company Limited (CSPDCL) consumers. The scope of work includes the identification of rooftops, design, engineering, manufacture, supply, storage, civil work, installation, testing, and commissioning of the rooftop solar PV projects.

The successful bidder will also be responsible for 25 years of operation and maintenance of the rooftop solar PV projects. Project commissioning timeline is 12 months from the award of contract.

The tendered capacity has been split into three packages; 25 MW for Raipur, 15 MW for Bilaspur and 10 MW for Durg. The size of each project will be in the range of 10 kW to 1000 kW.

The applicable project sizes are >10 – 50 kW (A), > 50 – 100 kW (B), >100 – 500 kW (C) and >500 – 1000 kW (D). A single bidder can apply for all the three packages.

CREDA has fixed the tariff caps of ₹5.42 (~$0.0802)/kWh without subsidy for category A, ₹4.91 (~$0.0727)/kWh without subsidy for category B, ₹4.40 (~$0.0651)/kWh without subsidy for category C, and ₹3.88 (~$0.0574)/kWh without subsidy for category D.

Upper tariff cap with subsidy for category A is ₹4.16 (~$0.0616)/kWh, for category B is ₹3.79 (~$0.0616)/kWh, for category C is ₹3.42 (~$0.0506)/kWh, and for category D it is ₹3.05 (~$0.0451)/kWh. The successful bidders can avail a subsidy of 30 percent of benchmark cost or the project cost, whichever is lower.

The bidder will provide the system warranty covering the rectification of all defects in the design of equipment, materials and workmanship including the spare parts for a period of 25 years from the date of commissioning.

Metering and grid connectivity of the rooftop solar PV system will be the responsibility of the successful bidder.

In January 2018, CREDA had tendered 2.084 MW of solar PV projects to be established across the nine districts of Chhattisgarh.
