Chandigarh Floats Tenders for 5.5 MW of Floating Solar Projects

Chandigarh Renewable Energy and Science & Technology Promotion Society (CREST) has invited bids through two tenders for the installation and commissioning of 5.5 MW of floating solar projects with power evacuation on the high tension (HT) side of Tank 1, Tank 2, Tank 5, and Tank 6 of Water Works in Sector 39, Chandigarh.
The last date to submit the bids online is March 6, 2023. Bids will be opened the following day.
The successful bidder must take care of the projects’ operation and maintenance (O&M) for ten years.
The projects must be completed within four months from the day of the issuance of the work order.
Tender for 3 MW Projects
The first tender has been floated for installing and commissioning an aggregate capacity of 3 MW (2 X 1.5 MW) floating solar projects with power evacuation on the HT side of tank numbers 5 and 6 of Water Works in Sector 39, Chandigarh.
The project’s estimated cost is ₹178 million (~$2.15 million).
Bidders will have to submit ₹3.6 million (~$43,041) as an earnest money deposit. The successful bidder must furnish an amount equivalent to 3% of the project cost within 15 days from the date of the issuance of the work order as a performance bank guarantee.
To participate in the bidding process, bidders should have executed three similar works, each costing not less than 40% of the estimated cost or two similar works, each costing not less than 50% of the estimated cost, or one similar work costing not less than 80% of the estimated project’s cost in the last seven years.
Also, they should have experience in installing and commissioning solar power projects of a capacity greater than or equal to 1.5 MW in India.
The firm should have a service center in or around Chandigarh within a radius of 50 km with qualified staff.
Additionally, bidders must have supplied and installed 1,000 kVA, 415V/11 kV, 50 Hz step-up transformer along with all protections, switchgear, and vacuum circuit breakers.
The average financial turnover of bidders should be at least ₹89 million (~$1.1 million) in any of the last three financial years.
Tender for 2.5 MW Projects
The second tender has been floated for installing and commissioning 2.5 MW ( 2 X 1.25 MW) grid-connected floating solar projects with high power evacuation on the HT side of tank numbers 1 and 2 of Water Works in Sector 39, Chandigarh.
The project’s estimated cost is ₹147.1 million (~$1.78 million).
Bidders will have to submit ₹2.9 million (~$35,545) as an earnest money deposit. The successful bidder must furnish an amount equivalent to 3% of the project cost within 15 days from the date of the issuance of the work order as a performance bank guarantee.
The technical criteria remain the same as the first tender, except for one clause, which states that bidders should have experience in installing and commissioning solar power projects of a capacity greater than or equal to 1.25 MW in India.
The average financial turnover of bidders should be at least ₹73.6 million (~$889,824) in any of the last three financial years.
For both tenders, the bidders should submit an undertaking regarding the minimum expected electrical energy generation of 1,400 kWh/kW system on the HT side for the first year. The 1% decrease of minimum expected electrical energy generation due to the degradation factor of the modules will be allowed from the second year onwards.
CREST has stated that the solar modules to be used for the projects must be from the Approved List of Models and Manufacturers (ALMM) issued by the Ministry of New and Renewable Energy.
In July last year, CREST issued a tender for installing a 2 MW canal top solar project with high power evacuation at N-Choe Passing near the Garden of Conifers in Sector-52, Chandigarh.
Earlier, CREST had issued an engineering, procurement, and construction (EPC) tender to install 2 MW of grid-connected floating solar projects with high-power evacuation systems in Chandigarh.
