Bids Invited for 2 MW of Floating Solar Projects in Chandigarh

Chandigarh Renewable Energy and Science and Technology Promotion Society (CREST) has issued an engineering, procurement, and construction (EPC) tender to install 2 MW of grid-connected floating solar projects with high power evacuation systems in Chandigarh.

The project’s estimated cost is ₹120 million (~$1.58 million).

The last date to submit bids is February 26, 2022. Technical bids will be opened on February 28. The pre-bid meeting will take place on February 18.

Bidders should furnish an earnest money deposit of ₹2.4 million (~$31,770). The successful bidder must also submit 3% of the contract value as a performance bank guarantee within 15 days from the date of issuance of the work order.

The scope of work includes design, manufacturing, supply, erection, testing, and commissioning two 1 MW grid-connected floating solar projects at tank number seven and eight of Water Works in sector 39, Chandigarh. After commissioning the projects, the successful bidder must provide comprehensive operation and maintenance services for ten years.

To participate in the competitive bidding process, bidders must have completed one similar project costing not less than 80% of the estimated project cost in the last seven years. Alternatively, bidders should have commissioned two similar projects costing not less than 50% of the estimated project cost or three similar projects costing not less than 40% of the estimated cost.

In addition, bidders must have installed and commissioned at least one rooftop, ground-mounted, or floating grid-connected solar project of 1 MW for government agencies, state nodal agencies, public sector units.

Bidders’ average annual turnover should be ₹120 million (~$1.58 million) in any of the last three financial years.

The successful bidder must commission the projects within five months from the date of placement of the work order. In case of delay in commissioning the projects, the bidder will be liable to pay 1% of the project cost per two weeks as a penalty, subject to a maximum of 10% of the project cost.

The bidder must use ‘Made in India’ solar modules and listed in the ALMM, with a 25-year warranty for the projects. Solar modules’ degradation of power generation must not exceed 10% of the minimum rated power after ten years and 20% at the end of 25 years.

In June 2021, CREST invited expression of interest from EPC companies, manufacturers, and system integrators to empanel for setting-up grid-connected rooftop solar systems of capacity 1 kW to 10 kW in Chandigarh.

Mercom had earlier reported that CREST tendered a total of 560 kW of grid-connected rooftop solar projects through two separate tenders.
