Bids Invited to Set up Solar Module, Lithium Battery Manufacturing Units in Bihar

Bihar Renewable Energy Development Agency (BREDA) has invited bids to empanel manufacturers of solar modules, luminaries, and lithium batteries to set up manufacturing and assembly units in the state.
The last date to submit the bids is August 5, 2022. Bids will be opened on the same day.
Bidders will have to submit ₹1 million (~$12,669) as an earnest money deposit.
Panchayati Raj Department, the government of Bihar, has authorized Bihar Renewable Energy Development Agency as the technical consultant for the project – ‘Mukhyamantri Gramin Solar Street Light Yojana.’ The Agency has now initiated the expression of interest to empanel manufacturers of the luminary, battery, and solar modules.
The empanelment will remain valid for two years from the agreement.
Bidders who meet the minimum eligibility criteria will be granted provisional empanelment and later be eligible for receiving the preferential procurement incentives.
To be eligible, bidders should have a valid manufacturing license. They should have a manufacturing capacity of 25 MW of solar modules, 50,000 lithium batteries, and 50,000 luminaries.
Bidders should have a minimum average annual turnover of ₹200 million (~$2.53 million) for solar modules, ₹100 million (~$1.27 million) for lithium batteries, and ₹100 million (~$1.27 million) for luminaries.
They should have a positive net worth at the end of the preceding financial year.
They should not have been blacklisted by any government department, organization, Agency, authority, or any public sector undertaking.
A manufacturer willing to set up a manufacturing unit or assembly unit within six months from the date of provisional empanelment in Bihar for solar modules, luminaries, and lithium batteries will be eligible to participate in the tender.
A manufacturer from Bihar with a manufacturing unit or assembly unit for 10 MW of solar modules per year along with luminaries and lithium batteries for a capacity of not less than 25,000 each will also be eligible to participate in the tender.
The minimum average annual turnover of local bidders should not be less than ₹100 million for solar modules and ₹50 million for lithium batteries and luminaries.
The module manufacturer should get empaneled in the ALMM List-I, published by the Ministry of New and Renewable Energy (MNRE).
In January this year, BREDA invited bids to set up 60 MW of grid-connected rooftop solar systems under the capital expenditure (CAPEX) model at various government buildings in Bihar.
