West Bengal Invites Bids for 6 MW Floating Solar Project

West Bengal State Electricity Distribution Company (WBSEDCL) has invited bids to implement a 6 MW floating solar project at PPSP Upper Dam, Purulia Pump Storage Project Site, Purulia, West Bengal.

The project will cover approximately 1.05 sq km and is part of a program that already includes a 10 MW floating solar project under construction.

Bids must be submitted by February 17, 2025. Bids will be opened on February 19.

The financial bid opening date will be disclosed after the technical bid evaluations.

Bidders must furnish an earnest money deposit of ₹6 million (~$69,243.69).

The scope of work entails designing, engineering, manufacturing, procurement, supply, installation, testing, and commissioning of the project.

Selected bidders must also provide comprehensive operation and maintenance (O&M) services for five years.

The project must be completed within a year of the award.

The estimated cost of the project is ₹299.4 million (~$3.45 million).

Bidders must have planned, designed, engineered, manufactured, procured, supplied, installed, tested, and commissioned either one grid-connected solar project with at least 2.5 MW capacity, two projects with a minimum capacity of 2 MW each, or three projects with a minimum capacity of 1.5 MW each in the last five years.

They must have also provided comprehensive O&M services for these projects.

The projects must have been operational for at least one year between commissioning and the bid submission date.

Bidders must also submit their projects’ monthly generation data on an annual basis, and completion and performance certificates by the project owners covering at least one year up to the bid submission date.

They must also furnish documentary evidence for their projects’ grid connectivity and actual grid energy injection from the grid licensee.

Bidders may include joint ventures/consortiums with a maximum of three partners with one lead partner. At least one of the partners must meet the bidder qualification requirements or all the partners jointly meet the bidder qualification requirements.

Recently, WBSEDCL invited bids for the comprehensive O&M of six ground-mounted solar power projects with a combined capacity of 60 MW.
