West Bengal Floats Tender for 10 MW Rooftop Solar Projects

The West Bengal Renewable Energy Development Agency (WBREDA) has issued a request for proposal to set up rooftop solar projects with a cumulative capacity of 10 MW across multiple districts in the state.
Bids must be submitted by August 14, 2025. Bids will be opened on August 18.
The projects will be implemented in the following districts:
- Package 1- Kolkata, Howrah, North and South 24 Parganas, and Nadia (3 MW)
- Package 2- Bankura, Jhargram, Paschim and Purba Medinipur, and Purulia (2 MW)
- Package 3- Birbhum, Paschim and Purba Bardhaman, and Hooghly (2.5 MW)
- Package 4- Uttar and Dakshin Dinajpur, Malda, and Murshidabad (2 MW) allocation
- Package 5- Jalpaiguri, Alipurduar, Coochbehar, Kalimpong, and Darjeeling, (0.5 MW)
Bidders must furnish an earnest money deposit of ₹1 million (~$11,627.91)/package for packages 1 to 4, while package 5 requires ₹688,400 (~$8,004.65). A tender document fee of ₹2,000 (~$23.26) must also be paid.
An additional performance security of 10% of the order value will be applicable if the quoted price is less than or equal to 80% of the estimated cost. The scope of work includes the design, procurement, engineering, supply, installation, commissioning, testing, net metering assistance, and documentation.
Bidders must have executed either one similar project worth 40% of the estimated value, two projects worth 30% each, or one ongoing project that is 80% complete, in the last three years.
Bidders must have a minimum average annual turnover of 30% of the cumulative estimated cost, with liquid assets or bank solvency at 10% of the same. Bidders must also have a positive net worth over the last three financial years
The scope of work also entails a five-year operation and maintenance period. The projects must be commissioned within 180 days from the date of the letter of award or site handover.
In February, the West Bengal Power Development Corporation invited bids for operation and maintenance of a 1.891 MW rooftop solar project at Kolaghat Thermal Power Station for two years.
In 2022, WBREDA invited bids to install 10 MW of rooftop solar systems in the state.
