Uttar Pradesh Invites Bids for 5 MW Solar Project in Mau District

The Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) has invited bids for a 5 MW grid-connected solar photovoltaic (PV) power project in Mau district on a build-own-operate and maintain (BOOM) basis.
The last date for online bid submission is March 21, 2024. The bids will be opened the next day.
The scope of work includes complete design, engineering, procurement, construction, installation, testing, commissioning, evacuation of power to the grid substation, and operation and management of the project.
Interested bidders need to pay a document fee of ₹29,500 (~$356) and a processing fee of ₹200,000 (~$2,412) to participate. An earnest money deposit of ₹4 million (~$48,200) is also required along with the bid.
The successful bidders must pay a performance bank guarantee of ₹2 million (~$24,129) /MW of the allotted capacity within 30 days of issuing the letter of intent.
Additionally, the net worth of the bidder should be at least ₹8 million (~$96,500) per MW of the quoted capacity as of the last date of the previous financial year.
The selected solar power generator will be provided 29.2 acres of land by UPNEDA in Saraisadi village of Mau on lease to set up the project. UPNEDA will pay up to ₹15,000 (~$180) per acre as lease rent annually for 30 years.
The power generator will have to sign a power purchase agreement (PPA) with Uttar Pradesh Power Corporation Limited (UPPCL) to sell electricity at a fixed tariff of ₹3.10 (~$0.04) per kWh for the contract length of 25 years. The scheduled commissioning date for the project is 15 months from the effective date of the PPA.
The tender mandates the use of only commercially established and operational technologies to minimize the technology risk and to achieve timely commissioning of the projects.
Last month, UPPCL invited bids from project developers to set up 2 GW of grid-connected solar power projects in India under the BOOM model for 25 years.
Earlier, UPNEDA issued three tenders to install 7 MW of grid-connected net-metered rooftop solar projects with battery backup.
