Uttar Pradesh Announces Two New Distributed Solar Project Tenders

While one tender would cover various primary schools in the villages of Uttar Pradesh, the other calls for projects at sites decided by Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA).

The UPNEDA has invited bids for the supply, installation, commissioning, and five-year comprehensive maintenance for 1,000 units of 1.1 kW of solar power systems, totaling 1.1 MW. The project tender also calls for fan, DC submersible water pump, and RO water purifier systems for various primary schools in villages of Uttar Pradesh.

The bid submission deadline is June 24, 2019, with technical bids opening on June 25, 2019. The earnest money deposit (EMD) has been stipulated at ₹2.65 million ($38,049).

The bid document specifies that the bidder must be a registered company, having operations and manufacturing facility in India along with experience in working with the government.

Alternately, the bidder could be a solar system integrator for off-grid systems with at least 275 kW of such systems in its portfolio.

The bid document has mentioned that the time given for completion of projects will be four months for up to 100 systems and six months for more than 100 systems from the date of the award of contract.

In another notice, UPNEDA has invited bids for solar PV power projects aggregating 6 MW, with battery backup. The last date for bid submission is June 24, 2019, and the date for the opening of technical bids is June 25.

The projects are to be installed at various sites identified by the UPNEDA.

The bid document has specified that suppliers must either be a registered company having operations and manufacturing facility in India with experience in supply or should have experience working with the government.

Alternately, the bidder could be a solar photovoltaic cell/module manufacturer or a system integrator, with an aggregate 1,500 kW installation experience.

The earnest money deposit has been set as ₹7.2 million ($ 0.1 million), the tender document states. The scope of work includes the supply, installation, commissioning, and comprehensive five-year maintenance of the project.

Recently, UPNEDA’s 500 MW grid-connected solar tender was oversubscribed by 250 MW. UPNEDA had retendered 500 MW of grid-connected solar capacity to be developed across the state in July 2018.

The Uttar Pradesh government released the state’s solar policy and set a target of 10,700 MW for solar power, including 4,300 MW from rooftop solar projects, by FY 2022.
