May 17, 2018
In two separate tenders, the Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) has tendered 75 MW of rooftop solar photovoltaic (PV) projects to be installed atop rooftops across the state.
UPNEDA has tendered 50 MW of rooftop solar PV projects to be developed under empanelment program for 1 kW-500 kW rooftop solar PV systems. This tender is for the rate contract for design, manufacture, supply, installation, testing, and commissioning including warranty, operation and maintenance for five years of grid-connected rooftop solar PV systems. The bid-submission deadline is June 12, 2018.
For the successful bidders, UPNEDA will issue rate contract for 12 months. Empaneled vendor will complete 40 percent of allocated capacities within four months of award of contract, and 70 percent of allocated capacity within six months. The expected project commissioning timeframe is eight months from the award of contract.
For this tender, the capacities have been divided into three board categories; category I (up to 10 kW), category II (more than 10 kW and up to 100 kW) and category III (above 100 kW and up to 500 kW).
These projects will be developed under CAPEX model. Out of the 50MW, 35 MW will be allocated to the successful bidder through tendering and balance 15 MW will be allocated under open category to MSME and startup firms willing to execute the work at lowest (L1) rate.
Central Financial Assistance (CFA) of 30 percent of project cost or MNRE benchmark cost will be provided for rooftop solar projects developed atop residential buildings only. A state financial assistance ranging between ₹15,000 (~$220.68)/kW and ₹30,000 (~$441.369) will be provided to rooftop projects atop residential buildings.
UPNEDA has also tendered 25 MW of rooftop solar PV projects to be developed under RESCO mode in Uttar Pradesh. These projects will be developed under empanelment program for 25 kW-500 kW grid-connected rooftop solar PV systems.
The bid-submission deadline for this tender is June 12, 2018.
According to MNRE, Uttar Pradesh had cumulative rooftop solar installations of 56.15 MW as of March 2018.
In January 2018, the government of Uttar Pradesh had announced that it is preparing to launch generous new subsidies for rooftop solar projects in an effort to promote new installations in the state.
In January 2018, the Gas Authority of India Limited (GAIL) commissioned a 5.76 MW grid-connected rooftop solar project developed under the Domestic Content Requirement (DCR) category at GAIL Petrochemical Complex at Pata, Uttar Pradesh.
