TSREDCO Issues Empanelment Tender for Solar Rooftop Projects Between 1 kW and 1,000 kW

The Telangana State Renewable Energy Development Corporation (TSREDCO) has issued a tender for empanelment for supply, installation, and commissioning of 1 kW to 1,000 kW capacity grid-connected solar rooftop projects in Telangana. The bid-submission deadline is August 1, 2017.

The projects will be developed under the RESCO model and TSREDCO has specified three project categories for the proposed solar projects, 1 kW-10 kW, 11 kW-100 kW, and 100 kW and above. Bidders have to quote separately for separate capacities.

The 25 year levelized tariff quoted must not exceed Rs.6 (~$0.093)/kWh for government buildings and Rs.5.80 (~$0.089)/kWh for buildings of beneficiary organizations. The levelized tariff will be applicable for a 25-year period without any escalation.

The scope of work includes, identification of buildings/leasing rooftop of buildings for 25 years, obtaining no-objection certificate (NOC) from the distribution company (DISCOM) for grid connectivity, complete design, engineering, manufacture, supply, storage, civil work, erection, testing and commissioning of the solar projects.

The successful bidder will also need to provide operation and maintenance (O&M) services for a 25-year period. The successful bidder must provide a warrantee covering the rectification of all defects in the design of equipment, materials and workmanship, including spare parts, for a period of 25 years.

The TSREDCO will offer a subsidy of 30 percent or 25 percent, or an incentive of 25 percent of the bench mark cost set by the Ministry of New and Renewable Energy (MNRE). Seventy percent of the subsidy or incentive amount will be disbursed after successful commissioning and obtaining the NOC and grid-synchronization certificate from the DISCOM, and the remaining 30 percent will be released after six months’ successful operation of the project.
