Thanjavur Smart City Floats EPC Tender for a 2 MW Solar Project

Thanjavur Smart City Limited (TSCL) has invited bids to set up a 2 MWAC (2.4 MWDC) ground-mounted solar project at Sirajudeen Nagar Sewage water treatment plant in Thanjavur, Tamil Nadu.
The last date to submit bids is December 29, 2021. Technical bids will be opened on the same day. The pre-bid meeting will take place on December 12.
Bidders must furnish ₹1.43 million (~$18,875) as an earnest money deposit in the form of a demand draft or bank guarantee. The successful bidder must also submit 2% of the contract value as a performance bank guarantee within 14 days from the date of issue of letter of intent.
The scope of work includes the design, engineering, procurement, supply, packing, transportation, site development, construction, installation, testing, erection, and commissioning of the system. The successful bidder must also provide comprehensive operations and maintenance (O&M) services for ten years. The project will be funded and owned by Thanjavur Smart City.
The solar photovoltaic modules for the project must be of efficiency of more than 15.5 % for multicrystalline and 17% for monocrystalline silicon-based modules with positive tolerance only. The fill factor of the module must not be less than 72%. The minimum module rating should be 335 Watt at standard temperature conditions.
To be eligible, bidders should have installed and commissioned grid-connected solar projects with 1.5 MW or above capacity for central government, state government, local body, or public sector units. Applicants must also be empaneled or enlisted with the Tamil Nadu Energy Development Agency
The minimum annual average turnover of the bidders must be ₹100 million (~$1.31 million) in the last three financial years. In the solar sector, their minimum average annual turnover should be ₹50 million (~$660,005) in the last financial year. Their net worth must also be positive.
The successful bidder must commission the project within 180 days from the date of issue of the letter of award.
Vendors failing to commission the project on time must pay 0.10% per week of the value of the remaining work for the first 60 days and 0.15% per week for the next 50 days, subject to a maximum of 5% of the contract value.
In January 2021, Thanjavur Smart City Limited floated a tender to set up a 3 MW solar power project at the Sirajudeen Nagar Sewage Treatment Unit.
