Rate Contract Tender Issued for 1.5 MW of Rooftop Solar Projects in Jharkhand

The Jharkhand Renewable Energy Development Agency (JREDA) has issued a tender for the rate contract including design, supply, installation, and commissioning of 1.5 MW of grid-connected rooftop solar systems on government buildings in Jharkhand. The estimated cost of the project is ₹140 million (~$1.88 million).

The capacity of rooftop solar projects has been divided into three categories: 1 kW to 10 kW capacity is included in category A, 11 kW to 100 kW in category B, and over 100 kW in category C.

The last date for the submission of bids is August 4, 2021. The technical bidding will be held on August 6, 2021.

Interested bidders will have to submit an earnest money deposit (EMD) of ₹208,000 (~$2,793)/100 kW of grid-connected rooftop solar systems. Micro and small enterprises (MSEs) from Jharkhand have been exempted from paying any EMD to participate in the competitive bidding. The successful bidder will have to submit 5% of the allotted work order value as the performance guarantee.

The scope of work includes preparing a pre-feasibility report, designing, manufacturing, testing, supplying, installing, and commissioning grid-connected rooftop solar projects of different capacities on government buildings across the state.

The tender also includes a five-year comprehensive maintenance (O&M) contract. The successful bidder has to establish O&M centers in areas concerned for efficient services.

According to the tender document, the project, including the net meter installation, must be completed within four months from the date of the letter of award.

To participate in the competitive bidding process, bidders must have installed at least one grid-connected or off-grid project with capacity over 10 kW for category A, 50 kW for category B, and 100 kW for category C. MSEs of Jharkhand should have installed at least one grid-connected or off-grid solar project with a capacity of over 5 kW for category A, 10 kW for category B, and 20 kW for category C.

Bidders should also have the minimum average annual turnover of 25% of bid capacity for the last three financial years. For MSEs of Jharkhand, the minimum average annual turnover should be 10% of the bid capacity for the last three financial years.

As per the tender document, bidders must also have a positive net worth of a minimum of 10% of bid capacity. For MSEs from Jharkhand, the minimum net worth should be 5% of the bid capacity to participate in the competitive bidding process.

The solar photovoltaic modules used in the project should not be less than 300 Watt and must have an efficiency of 17% or more.

According to Mercom’s India Solar Tender Tracker, Jharkhand has issued tenders for 32.8 MW capacity of rooftop solar systems to date.

Mercom had earlier reported that JREDA invited bids for the rate contract for design, supply, installation, and commissioning of 7 MW of grid-connected rooftop solar systems on government buildings in Jharkhand.
