Tender Issued for a 5 MW Solar Project in West Bengal

The Durgapur Projects Limited (DPL), a government of West Bengal enterprise, has invited bids for the design, engineering, manufacturing, supply, erection, and commissioning of Phase-II of 5 MW of grid-connected solar power project in its premises on a turnkey basis.
The successful bidder will also have to take care of the project’s operations and maintenance (O&M) activities for five years.
The last date to submit the bids is February 5, 2022. Bids will be opened on February 9.
Bidders will have to submit ₹5.07 million (~$68,162) as an earnest money deposit. The successful bidder will have to furnish 10% of the project cost as a performance bank guarantee valid for 72 months.
The project should be completed within 12 months from the letter of award.
Bidders should have experience executing contracts in planning, design, supply, testing, and commissioning of rooftop or ground-mounted or floating solar power projects with one project of at least one 5 MW project or two projects of 3 MW capacity each during the last seven years. The projects should have been in operation.
Bidders should have experience of O&M of one 5 MW project or two projects of 3 MW capacity each for the last one year as on the bid submission date. They should have completed one similar work of value ₹202.6 million (~$2.72 million) or two works of value ₹126.7 million (~$1.71 million) each or three similar works of ₹101.3 million (~$1.36 million) each during the last seven years.
Bidders should have a minimum average annual turnover of ₹75.9 million (~$1.02 million) in the last three financial years. Their net worth should be positive for the last three years and not be less than 100% of the paid-up share capital.
If work is delayed beyond the schedule, the contractor will have to pay an amount equal to 0.5% of the contract value for each week of delay, subject to a maximum of 10% of the project cost.
The project should have a minimum solar energy generation of 1.6 MU annually/MW with a degradation of 0.7% from the second year.
Recently, DPL floated two tenders for 15 MW of grid-connected ground-mounted solar projects in Durgapur on a turnkey basis. DPL also issued an engineering, procurement, and construction tender for a 7 MW solar project.
