Tender Issued for 900 kW of Solar Projects With Net Metering at NIAB Hyderabad

The National Institute of Animal Biotechnology (NIAB), an autonomous institute under the Ministry of Science and Technology, Government of India, has invited bids for the survey, design, supply, installation, and commissioning of 900 kW of solar power projects (rooftop/ground-mounted) under the net metering arrangement at the premises of NIAB in Hyderabad.

The scope of work includes the site survey, design, engineering, fabrication, supply, installation, and commissioning of the solar system and evacuating power up to the metering panel of the respective main building.

The rooftop or ground-mounted systems installed and commissioned should be under warranty against any manufacturing or usage defect for a minimum of five years from the date of commissioning.

The last date to submit the bids is August 28, 2021, and bids will be opened on August 30. The pre-bid meeting will take place on August 18.

The successful bidder will have to furnish an amount of 3% of the order value as a performance security deposit within 21 days from the notification of the purchase order.

To participate in the bidding process, the bidder should have completed one work of value not less than ₹32 million (~$430,913), or two works of value not less than ₹20 million (~$269,320) each, or three works of value not less than ₹16 million (~$215,456) each.

Also, the bidder should have completed turnkey projects of supply, fabrication, installation, and commissioning of solar projects of 1 MW to 1.5 MW for any government, semi-government, autonomous institute, or private firm.

As per the tender document, the solar panel must have a warranty for the output peak watt capacity which should not be less than 90% at the end of 10 years and 80% at the end of 25 years.

The solar modules to be used in the project must be procured from Tata Power Solar, BHEL, BOSCH, or Havells. The solar modules to be used for the project must qualify for the latest edition of the International Electrotechnical Commission solar module qualification test or equivalent Bureau of Indian Standards certification. The efficiency of solar modules should not be less than 16%.

The Ministry of Science & Technology has set up a solar energy harnessing center at the Indian Institute of Technology, Madras. The center will have a network of scientists from IIT Madras, IIT-Guwahati, Anna University, ICT-Mumbai, BHEL, among others and these scientists will focus their research on developing high-efficiency silicon solar cells that are suited for Indian conditions.
