					</table><p>The Energy and Research Institute (<a href="https://www.teriin.org/" target="_blank" rel="noopener">TERI</a>) has invited bids to implement 20 MW/40 MWh battery energy storage systems (BESS) in Delhi for BSES Rajdhani Power (<a href="https://www.bsesdelhi.com/web/bses" target="_blank" rel="noopener">BRPL</a>) under a tariff-based competitive bidding process.</p>
<p>BRPL has planned to deploy the BESS within their licensed area and appointed TERI to invite bids from prospective bidders.</p>
<p>The last date to submit the bid is September 22, 2023. Bids will be opened on September 29.</p>
<p>The scope of the work involves a site survey, planning, design, engineering, transportation to the site, insurance, supply, unloading, handling, testing, installation, integration, commissioning, and demonstration.</p>
<p>It also involves the operation and maintenance (O&amp;M) of BESS for 12 years.</p>
<p>Bidders must submit an earnest money deposit (EMD) of ₹15 million (~$180,559).</p>
<p>The successful bidder must provide a performance bank guarantee (PBG) equivalent to 7.5% of the capital expenditure of the project cost.</p>
<p>The estimated period of the contract is from the signing of the Battery Energy Storage Service agreement (BESSA) until 12 years post-commercial operation date.</p>
<p>The bidder is required to contribute 30% of the project&#8217;s total capital investment as equity.</p>
<p>The developer has the option to collaborate with appropriate commercial investors to secure this investment. For the bidding process, it is assumed that the remaining 70% of the capital investment will be financed at a concessional rate of 1% of the cost of capital.</p>
<p>The Delhi Electricity Regulatory Commission (<a href="https://www.derc.gov.in/" target="_blank" rel="noopener">DERC</a>) has provided an in-principal approval for the project.</p>
<p>BRPL has identified two potential project sites within their authorized zone in Delhi and will opt for one of these options for the final project.</p>
<p>To be eligible, bidders should have commissioned and/or have battery energy storage systems connected to the grid, with a minimum capacity of 1 MWh, either in India or globally, within the last five years from the date of bid opening.</p>
<p>They must possess a valid type test report for the battery conducted at the Central Power Research Institute (<a href="https://cpri.res.in/" target="_blank" rel="noopener">CPRI</a>)/ Electrical Research and Development Association (<a href="https://www.erda.org/" target="_blank" rel="noopener">ERDA</a>) or an accredited international agency within the last five years.</p>
<p>If the type test reports are older than five years from the date of bid opening, bidders must provide an undertaking stating that there have been no design changes to the battery. Failure to submit the type test reports will result in the rejection of the bid. Type test reports older than ten years will not be acceptable.</p>
<p>The bidders&#8217; net worth must be at least ₹350 million (~$4.2 million) as of the last day of the preceding financial year.</p>
<p>The selected developer will handle setting up the BESS, connecting it to the distribution grid at the project location, and maintaining it. They will also be responsible for charging and discharging the system according to the buying utility&#8217;s needs for the contracted capacity.</p>
<p>At the end of the BESSA term, the project will be transferred to the buying utility with specified energy throughput, following the BESSA provisions.</p>
<p>Recently, the Ministry of Power <a href="https://www.mercomindia.com/ministry-viability-gap-funding-energy-storage-projects" target="_blank" rel="noopener">released</a> a comprehensive framework to create an ecosystem for developing energy storage systems to guarantee affordable, clean, stable, flexible, and secure power.</p>
<p>In May, BSES Rajdhani <a href="https://www.mercomindia.com/sherus-vehicle-to-grid-station-support-peak-power-demand" target="_blank" rel="noopener">partnered</a> with energy storage and software company <a href="https://sheru.se/" target="_blank" rel="noopener">Sheru</a> to develop a vehicle-to-grid station with a bidirectional battery swapping station to support BSES’ peak power demand.</p>

TERI Invites Bids for 20 MW/40 MWh Battery Storage Project in Delhi

<p>Bharat Heavy Electricals Limited (<a href="http://www.bhel.com/index.php/" target="_blank" rel="noopener noreferrer">BHEL</a>) has floated a tender for 410 kWh/415 kW of battery energy storage systems (BESS) at three sites in Delhi.</p>
<p>The scope of work includes planning, design, engineering, supply, installation, testing, commissioning, and demonstration of all the equipment involved. The supplier is also expected to provide a one-year warranty for the systems and a comprehensive annual maintenance contract (AMC) for the complete system (including the battery) for five years after the expiry of the warranty period.</p>
<p>The tender documents said that the purchase order would be on a turn-key basis, and all the work &#8211; including delivery, installation, and commissioning – should be completed within 21 weeks from the date of signing the purchase order. The deadline for submission of bids is August 18, 2020. No earnest money deposit would be required to participate in this tender.</p>
<p>The tender documents called for the installation of a 230 kWh/125 kW system at Taimoor Nagar, New Friends Colony, a 120 kWh/240 kW system at Dwarka (Ispatika Apartments), and a 60 kWh/50 kW system at TERI School of Advanced Studies, Vasant Kunj Institutional Area, in New Delhi. The locations have been divided into Category A, B, and C. In the first category, BESS would be used to manage the overload of a distribution transformer serving mainly residential consumers. In Category B, it would supply back-up power gated group housing society during power outages, and in Category C, the BESS at TERI would be charged during off-peak hours and discharged during peak hours. This application aims to demonstrate BESS operations with the difference in prices during a day at a constant rate. Apart from this, the system would be used for research work within the technical constraints of battery technology.</p>
<p>To be eligible to take part in the competitive bidding process, applicants must have at least two years of experience executing similar grid-interactive BESS projects. They must have installed and operationalized such systems with a cumulative installed capacity of 125 kW,of which at least one is 30 kW with a capacity of at least two hours. The systems must adhere to the standards and guidelines ascribed by the central government.</p>
<p>Earlier, Mercom reported that The Energy and Resources Institute (TERI) <a href="https://mercomindia.com/teri-tenders-bess-delhi/" target="_blank" rel="noopener noreferrer">invited</a> bids for battery energy storage systems on a turn-key basis under the U.S.-India Collaborative for Smart Distribution System with Storage (UI-ASSIST) initiative with the BSES Rajdhani Power Limited (BRPL) in the national capital territory of Delhi.</p>
<p>Recently, according to a report <a href="https://mercomindia.com/levelized-cost-storage-standalone-bess/" target="_blank" rel="noopener noreferrer">published</a> by the Lawrence Berkeley National Laboratory, a large number of energy storage projects are being built worldwide, and there is a significant interest among policymakers in India as well. It said that the Levelized cost of storage of standalone BESS is estimated to be ₹7.12/kWh (~$0.095/kWh) by 2020, ₹5.06/kWh (~$0.07/kWh) by 2025, and ₹4.12/kWh (~$0.06/kWh) by 2030.</p>

BHEL Issues Tender for Battery Energy Storage Systems at Three Locations in Delhi

<p>The Energy and Resources Institute (<a href="https://www.teriin.org/" target="_blank" rel="noopener noreferrer">TERI</a>) has invited bids for battery energy storage systems (BESS) on turnkey basis under the U.S.-India Collaborative for Smart Distribution System with Storage (UI-ASSIST) initiative with the BSES Rajdhani Power Limited (<a href="https://www.bsesdelhi.com/web/brpl" target="_blank" rel="noopener noreferrer">BRPL</a>) in the national capital territory of Delhi.</p>
<p>The scope of work includes the design, supply, testing, installation, commissioning, and the comprehensive annual maintenance of the battery energy storage systems at identified locations within the BRPL license area for five years.</p>
<p>The last date for the submission of bids is January 17, 2020. The estimated bid price is ₹20 million for 400 kW of cumulative capacity at three locations. Interested bidders are to pay an earnest money deposit (EMD) amounting to 3% of the bid cost.</p>
<p>To be eligible to take part in the competitive bidding process, parties should have at least three years of experience in executing similar projects across the globe, with a turnover of at least ₹100 million annually in the last three years.</p>
<p>Eligible bidders must have also successfully installed and operated at least 125 kW of BESS systems that can run for 2 hours or longer. The tender added that at least one of these grid-interactive battery systems should have been 50 kW or higher with the ability to run for over two hours.</p>
<p>Earlier, Central Electronics Limited (CEL), a public-sector enterprise of the government of India (GoI), <a href="https://mercomindia.com/cel-empanelment-tender-bess/" target="_blank" rel="noopener noreferrer">floated</a> an expression of interest (EoI). The EoI invited engineering, procurement, construction (EPC) contractors to empanel for installing BESS on a turnkey basis in India using various battery technologies.</p>
<p>According to a recently released <a href="https://mercomcapital.com/product/9m-and-q3-2019-funding-and-ma-report-for-storage-grid-efficiency" target="_blank" rel="noopener noreferrer">report</a> from Mercom Capital Group, global VC funding (venture capital, private equity, and corporate venture capital) for battery storage, smart grid, and efficiency companies in the first nine months (9M) of 2019 was 54% higher with over $2 billion compared to the $1.3 billion raised during the same period in 2018.</p>

TERI Tenders Battery Energy Storage Systems in Delhi

<p>The Energy and Resources Institute (<a href="http://www.teriin.org" target="_blank" rel="noopener">TERI</a>) has built a partnership with Bihar Rural Livelihoods Promotion Society&#8217;s (BRLPS) JEEViKA program through an innovative institutional model to make clean energy products affordable to local women-based self-help groups (SHGs). To date, the program has benefitted over 50,000 households across Bihar by providing access to Solar Home Lighting Systems (SHLS) and clean cookstoves.</p>
<p>The program aims to complement the government&#8217;s vision of enriching rural livelihoods by providing reliable electricity to every household. Under this public private partnership (PPP) model, 60 percent of the funds are tapped from the savings of the SHGs of the JEEViKA program, and the remaining 40 percent are mobilized by TERI through grants and CSR funds.</p>
<p>The TERI-JEEViKA program in Bihar operates on an entrepreneurial model of energy service delivery in which TERI has trained and mentored around 20 energy entrepreneurs who procure the solar home systems and clean cookstoves from accredited manufacturers, install them at households, and ensure maintenance with the support of a network of around 300 solar technicians.</p>
<p>The program beneficiaries &#8211; located across Gaya, Khagariya, Madhubani, Purnia and West Champaran districts &#8211; suffer from an erratic grid power supply. In Purnia alone, 28, 261 households benefitted from the program.</p>
<p>Bijendra Prasad Yadav, Minister for Energy in the government of Bihar, said, &#8220;Surveys show Bihar has a high potential for non-conventional energy. We need new thinking and new approaches for this. There should be a survey on how we can generate solar power even in flood-prone areas of Bihar, and find out future possibilities that are realistic, keeping geographical considerations in mind.&#8221;</p>
<p>Dr. Ajay Mathur, the director general at TERI, said, &#8220;The TERI-JEEViKA project demonstrates that a strong decentralized model, which brings together the state government agency, local communities and the private sector, can plug the energy gap that exists even in grid-connected villages. Distributed renewable energy, combined with the grid, provides reliable and quality electricity supply to rural communities, while also providing voltage stability at the end of the grid.&#8221;</p>
<p>Bihar is one of the least developed states when it comes to making progress in the renewable growth front. According to Mercom’s <em><a href="https://mercomindia.com/product/india-solar-project-tracker/" target="_blank" rel="noopener">India Solar Project Tracker</a></em>, the cumulative installed solar capacity in Bihar is merely 110 MW.</p>
<p>Recently, Mercom <a href="https://mercomindia.com/pfc-financial-aid-bihar/" target="_blank" rel="noopener">reported</a> that the Power Finance Corp (<a href="http://www.pfcindia.com/" target="_blank" rel="noopener">PFC</a>), a government of India enterprise,  approved a financial aid of ₹13.5 billion (~$212 million) to Bihar for a transmission line project.</p>
