<p>The <a href="https://power.mizoram.gov.in/" target="_blank" rel="noopener noreferrer">Power and Electricity Department</a>, Government of Mizoram, has issued an empanelment tender for 500 kW of grid-connected rooftop solar PV power projects.</p>
<p>The scope of work will include the design, manufacture, testing, supply, installation, and commissioning of the rooftop solar projects. Besides this, the contract will also include five years of comprehensive maintenance contract (CMC) at different locations for the residential sector in the state. The project will be developed under the capital expenditure (CAPEX) model.</p>
<p>The last date for the submission of online bids is May 21, 2020, and a pre-bid meeting will take place on May 15, 2020. Interested bidders will have to submit an amount of ₹500,000 (~$6,631) as the earnest money deposit (EMD).</p>
<p>In terms of technical criteria, the bidder should have designed, supplied, installed, and commissioned grid-connected rooftop solar PV projects having a cumulative aggregate capacity not less than 50 kW, which should have been commissioned before the techno-commercial bid opening date. General category bidders can quote for a capacity anywhere between 100 kW and 5 kW.</p>
<p>Regarding the financial eligibility, the bidder should have a minimum average annual turnover of ₹15,000 (~$199)/kW for the last three years ending March 31, 2019. For Micro, Small, and Medium Enterprises (MSMEs) of Mizoram, the bidder should have an average annual turnover of ₹5,000 (~$66)/kW derived from the last three financial years.</p>
<p>The bidder should have a net worth of at least ₹10,000 (~$133)/kW as on March 31, 2020, and for MSMEs of Mizoram, the bidder should have a positive net worth of at least ₹5000 (~$66)/kW as on March 31, 2020.</p>
<p>The subsidy for the grid-connected rooftop solar power projects will be in line with the second phase of Central Financial Assistance (CFA) provided by the Ministry of New and Renewable Energy (MNRE). Under this, 80% of the subsidy amount would be released after the successful commissioning, while the balance 20% would be released after one year of successful operation and maintenance.</p>
<p>Recently, according to the data released by the Central Electricity Authority (CEA), the northeastern region <a href="https://mercomindia.com/india-power-supply-deficit-fy-2019-20/" target="_blank" rel="noopener noreferrer">recorded</a> the highest power supply deficit of 3.7%, followed by 1.4% for the northern region.</p>
<p>In December last year, the Power and Electricity Department, Government of Mizoram had <a href="https://mercomindia.com/mizoram-solar-projects-vankal/" target="_blank" rel="noopener noreferrer">issued</a> a Request for Selection for setting up 20 MW of solar power projects at Vankal Solar Park, Khawzawl in Champhai district of the state.</p>
<p>Previously, Mizoram had <a href="https://mercomindia.com/government-mizoram-issues-solar-power-policy-2017-focus-ensuring-sustainable-energy-mix-state/" target="_blank" rel="noopener noreferrer">issued</a> the Mizoram Solar Power Policy aimed at ensuring reliable power supply and a sustainable energy mix for the state. According to the policy, the state is expected to develop 80 MW of solar projects (rooftop + ground-mounted) to meet 10.5% renewable purchase obligation (RPO) by the financial year (FY) 2021-22.</p>
