					</table><p>Rewa Ultra Mega Solar Project (<a href="https://rumsl.mp.gov.in/" target="_blank" rel="noopener">RUMSL</a>) has invited two separate bids to develop three floating solar projects with a total capacity of 490 MW in two reservoirs in Madhya Pradesh.</p>
<p><strong>Tender 1</strong></p>
<p>Bidders must develop a 250 MW floating solar project at Birsinghpur Reservoir.</p>
<p>The last day to submit the bids is March 20, 2024. Bids will be opened the next day.</p>
<p>The cost of the bidding documents is ₹295,000 (~$3,547).</p>
<p>Bidders must submit an earnest money deposit of ₹1.34 million (~$16,113).</p>
<p><strong>Tender 2</strong></p>
<p>Bidders must develop 240 MW (2&#215;120 MW) floating solar projects at Omkareshwar Reservoir.</p>
<p>The last day to submit the bids is January 4, 2024. Bids will be opened the next day.</p>
<p>The cost of the bidding documents is 11,800 (~$141).</p>
<p>Bidders must submit an earnest money deposit of ₹1.3 million (~$15,633)/ MW.</p>
<p>Floating solar projects have started to gain ground as they <a href="https://mercomindia.com/floating-solar-unlock-indias-targeted-solar-capacity/" target="_blank" rel="noopener">address</a> the issue of land requirement, which is a challenge for ground-mounted projects. India has about 304  MW of floating solar projects in operation.</p>
<p>The Energy and Resources Institute, in its report published in 2020, found that India’s reservoirs have 18,000 sq. km of area with the potential to generate 280 GW of solar power through floating solar projects.</p>
<p>NTPC Renewable Energy, SJVN Green Energy, and Hinduja Renewables Energy <a href="https://www.mercomindia.com/ntpc-sjvn-hinduja-rumsls-phase-ii-300-mw-floating-solar-auction-2/" target="_blank" rel="noopener">won</a> RUMSL’s auction to develop a 300 MW floating solar park (Phase II) at the Omkareshwar reservoir.</p>
<p>In October last year, the Madhya Pradesh Electricity Regulatory Commission <a href="https://mercomindia.com/deviations-to-bidding-guidelines-omkareshwar-floating-solar-approved/" target="_blank" rel="noopener">approved</a> deviations to the bidding guidelines for developing the project. RUMSL and Madhya Pradesh Power Management Company had jointly filed a petition for approval of certain deviations from the bidding guidelines.</p>
<p>Last year, RUMSL <a href="https://mercomindia.com/rumsl-tenders-feasibility-study-for-floating-solar-projects-in-madhya-pradesh/" target="_blank" rel="noopener">issued</a> a request for proposal for consultancy firms to prepare a feasibility study report of three reservoirs in Madhya Pradesh for developing floating solar projects.</p>

Madhya Pradesh Issues Tenders for 490 MW of Floating Solar Projects

<p>The Rewa Ultra Mega Solar Limited (<a href="https://rumsl.com/" target="_blank" rel="noopener noreferrer">RUMSL</a>), a joint venture between the Solar Energy Corporation of India (<a href="https://www.seci.co.in/" target="_blank" rel="noopener noreferrer">SECI</a>) and the Madhya Pradesh Urja Vikas Nigam Limited (<a href="http://www.mprenewable.nic.in/" target="_blank" rel="noopener noreferrer">MPUVNL</a>), has invited bids for the selection of a firm for the preparation of a detailed project report (DPR) for the development of solar parks in Madhya Pradesh.</p>
<p>The work scope includes preparing DPR to develop solar parks comprising technical and commercial analysis to understand the attractiveness, feasibility, risks, and mitigation plans related to setting up solar parks.</p>
<p>The successful bidder should submit the final DPR for 950 MW Chhatarpur solar park and 600 MW floating solar park at Omkareshwar in Madhya Pradesh.</p>
<p>The last date for submitting bids is February 10, 2021, and the opening of bids will take place on February 11, 2021.</p>
<p>Interested bidders will have to submit an amount of ₹500,000 (~$6,817) as the bid security amount. The successful bidder will have to submit an amount of ₹1 million (~$13,635) as the performance security amount.</p>
<p>To participate in the competitive bidding process, the bidder should have consultancy advisory experience of more than five years in developing renewable energy projects of at least 100 MW capacity at a single park. The bidder should also have experience assisting in three solar projects of at least 100 MW capacity each at a single park for the central, state governments, union territories, and public sector undertakings. The bidder should have experience preparing at least three DPRs for solar projects of at least 100 MW capacity each at a single park in the last five years.</p>
<p>Regarding the financial criteria, the bidder&#8217;s average turnover from consultancy services should not be less than ₹50 million (~$681,764) per annum in the previous three financial years.</p>
<p>The draft DPR should be submitted within three months from the notice&#8217;s issuance date to proceed with a specific solar park. The total duration of the assignment will be for 12 months.</p>
<p>According to Mercom&#8217;s <a href="https://mercomindia.com/product/india-solar-project-tracker/" target="_blank" rel="noopener noreferrer">India Solar Tender Tracker</a>, RUMSL has so far floated tenders for 1.5 GW of solar projects.</p>
<p>In November last year, RUMSL <a href="https://mercomindia.com/environment-survey-tender-1-4-gw-solar-park/" target="_blank" rel="noopener noreferrer">floated</a> a tender seeking consulting services to conduct a survey for the identification of land for the proposed solar park in Madhya Pradesh. RUMSL planned to perform an environmental and social baseline survey in Cluster-1 (Morena), which will house 1.4 GW of solar projects, and Cluster 2 (Chhatarpur), which is expected to have 1 GW of projects.</p>
<p>Earlier, RUMSL had <a href="https://mercomindia.com/madhya-pradeshs-rumsl-consultants-setting-solar-parks/" target="_blank" rel="noopener noreferrer">invited</a> proposals from interested consultants to set up solar parks in Madhya Pradesh. The proposal included six separate scopes of work.</p>
