RUMSL is a joint venture between the Solar Energy Corporation of India and Madhya Pradesh Urja Vikas Nigam.
NTPC Renewable Energy won 90 MW at ₹3.69 (~$0.045)/kWh,  SJVN Green Energy won 83 MW, and Hinduja Renewables won 80 MW by quoting a tariff of ₹3.70 (~$0.045)/kWh each.

The tender for Phase II was <a href="https://mercomindia.com/bids-300-mw-floating-solar-madhya-pradesh/" target="_blank" rel="noopener">floated</a> in July this year and received an overwhelming response. The tender was <a href="https://mercomindia.com/rumsl-300-mw-floating-solar-tender-oversubscribed-by-700-mw/" target="_blank" rel="noopener">oversubscribed</a> by 700 MW.
The 600 MW capacity includes six units of 100 MW each of grid-connected floating solar photovoltaic projects to be developed at identified locations at the Omkareshwar reservoir. RUMSL will provide the evacuating infrastructure for the projects.
The lowest bid was almost 15% higher compared to the 300 MW Phase I auction.
The auction for the first phase (300 MW) was conducted in May this year. Amp Energy, NHDC, and SJVN were <a href="https://mercomindia.com/amp-energy-sjvn-and-nhdc-rumsls-floating-solar-auction/" target="_blank" rel="noopener">declared</a> winners in the auction. Amp Energy had won 100 MW quoting a tariff of ₹3.21 (~$0.041)/kWh, while NHDC had won 100 MW at ₹3.22 (~$0.042)/kWh. SJVN had won the remaining capacity of 100 MW at ₹3.26 (~$0.043)/kWh.
In October this year, the Madhya Pradesh Electricity Regulatory Commission <a href="https://mercomindia.com/deviations-to-bidding-guidelines-omkareshwar-floating-solar-approved/" target="_blank" rel="noopener">approved</a> deviations to the bidding guidelines for developing the project. RUMSL and Madhya Pradesh Power Management Company had jointly filed a petition for approval of certain deviations from the bidding guidelines.
Floating solar projects have started to gain ground as they <a href="https://mercomindia.com/floating-solar-unlock-indias-targeted-solar-capacity/" target="_blank" rel="noopener">address</a> the issue of land requirement, which is a challenge for ground-mounted projects. India has about 286 MW of floating solar projects in operation compared to 52 GW of solar installed in the country.

The floating solar park has a total capacity of 600 MW. RUMSL is a joint venture between the Solar Energy Corporation of India and Madhya Pradesh Urja Vikas Nigam.
The last date to submit the bids is September 26, 2022. Bids will be opened the following day.
RUMSL has decided to develop the Omkareshwar floating solar park as six independent units (each unit of 100 MW) of floating grid-connected solar power projects.
The 600 MW capacity is being developed in two phases (Phase I and Phase II), each comprising 3&#215;100 MW units of floating solar projects.
This request for proposal (RfP) is for the development of Phase II (3&#215;100 MW) comprising Units A, B, and C. The capacity allocated for each unit is 100 MW.
The minimum quantity a bidder can quote in each category is 90 MW.
Bidders should furnish bid security for ₹90 million (~$1.13 million) if it is seeking qualification for one unit. They should submit ₹180 million (~$2.25 million) if they seek qualifications for more than one unit.
The energy generated from the units will be purchased by the Madhya Pradesh Power Management Company (MPPMCL) per the provisions of the power purchase agreement (PPA).
The procurer will enter into a PPA with the floating solar power generator for 25 years.
RUMSL will provide the power evacuation infrastructure for the interconnection of the unit and the evacuation of power to the delivery point.
Bidders should have a net worth of ₹900 million (~$11.25 million) if they seek qualification for one unit and ₹1.8 billion (~$22.51 million) if they seek qualification for more than one unit.
In the case of a consortium, the financial capacity must be met individually or collectively by all the consortium members, subject to the lead member demonstrating at least 51%  of the financial capacity required for qualification.

Bids Invited for 300 MW of Floating Solar Projects in Madhya Pradesh

<a href="https://www.nhdcindia.com/" target="_blank" rel="noopener">NHDC</a>, a joint venture of NHPC and the Madhya Pradesh government, has invited bids for the engineering, procurement, and construction (EPC) of an 88 MW (Unit-D) floating solar project at the Omkareshwar reservoir in the Khandwa district of Madhya Pradesh.
The successful bidder will also have to look after the operation and maintenance of the project for five years.
The solar park is developed by Rewa Ultra Mega Solar (RUMSL). Recently, NHDC was one of the winners in RUMSL’s <a href="https://mercomindia.com/amp-energy-sjvn-and-nhdc-rumsls-floating-solar-auction/" target="_blank" rel="noopener">auction</a> for the 600 MW floating solar park at the Omkareshwar reservoir. NHDC won 100 MW at ₹3.22 (~$0.042)/kWh.
The last date to submit the bids is  June 29, 2022. Bids will be opened the following day.
Bidders will have to submit ₹56 million (~$721,280) as an earnest money deposit.
The project must be commissioned within 13 months.
Bidders should have experience in executing a solar power project on an EPC basis, as a contractor or developer, during the last seven years as on the last date of the month before the bid submission date.
As EPC contractors or developers, they should have designed, supplied, erected, and commissioned grid-connected solar power projects of a cumulative capacity of 40 MW or higher, out of which one project should have been of 40 MW or higher capacity.
The reference grid-connected solar power project of 10 MW or higher capacity should be at a single location developed by the bidder for itself or any other client.
The minimum average annual turnover of the bidders in the preceding three years ending March 31, 2022, should be ₹7.81 billion (~$100.59 million). In any three financial years out of the last five years, their net worth should be positive.
The working capital (current assets minus current liabilities) should be at least twice the monthly cash flow requirement, i.e., ₹870 million (~$11.21 million).
Earlier, NHDC had <a href="https://mercomindia.com/tender-reissued-25-mw/" target="_blank" rel="noopener">invited</a> fresh bids for a 25 MW floating solar power project. The tender was floated for the design, engineering, procurement, and construction of the 25 MW floating solar power project at the Omkareshwar reservoir.

The auction was held for the project’s first phase of 300 MW. The auction for the remaining 300 MW will take place soon.
The tender had <a href="https://mercomindia.com/rumsl-600-mw-floating-solar-tender-gets-overwhelming-response/" target="_blank" rel="noopener">received</a> an overwhelming response, with 15 bidders shortlisted to participate in the bidding process. Fourteen domestic bidders and one foreign bidder participated in the auction.
The 600 MW capacity comprises six units of 100 MW each of grid-connected floating solar photovoltaic projects to be developed at pre-identified locations at the Omkareshwar reservoir. RUMSL will provide the evacuating infrastructure for the projects.

Amp Energy, NHDC, and SJVN Winners in RUMSL’s 600 MW Floating Solar Auction

The Rewa Ultra Mega Solar Limited’s (<a href="http://rumsl.mp.gov.in/" target="_blank" rel="noopener">RUMSL</a>) tender for the 600 MW floating solar park at the Omkareshwar reservoir in Madhya Pradesh has received an overwhelming response,  according to Mercom sources.
RUMSL is a joint venture between the Solar Energy Corporation of India and Madhya Pradesh Urja Vikas Nigam Limited.
The 600 MW capacity will comprise six units of 100 MW each of grid-connected floating solar photovoltaic projects to be developed at pre-identified locations at the Omkareshwar reservoir. RUMSL will provide the evacuating infrastructure for the projects.
The technical bid opening was for the project&#8217;s first phase with a 300 MW capacity, and the reverse auction has been scheduled for May 6, 2022. Sources say the technical bids for the second phase of the remaining 300 MW will be scheduled shortly.
A total of 15 bidders have been shortlisted for the tender, including 14 domestic and one foreign bidder.
The bidders are NHDC, Avaada Energy, Aditya Birla, SJVN, NTPC, Tata Power, Amp Energy, Solarpack, Hinduja Renewables Energy, Adani Renewable Energy, Enel Green Power India, Navayuga Engineering Company, Phelan Energy, Power Mech Projects and O2 Power.

Rewa Ultra Mega Solar’s 600 MW Floating Solar Tender Gets Overwhelming Response

<a href="http://nhdcindia.com/" target="_blank" rel="noopener noreferrer">NHDC</a>, a joint venture between NHPC and Madhya Pradesh State Government, is on the lookout for an engineering procurement construction (EPC) contractor to set up 25 MW of floating solar photovoltaic (PV) capacity.
The bid-submission deadline is September 10, 2019.
The NHPC wants to develop a 12 MW and a 13 MW (total 25 MW) floating solar PV project on the Omkareshwar reservoir in Khandwa district of Madhya Pradesh. The project completion timeframe is 12 months from the date of issue of the contract to the successful bidder.
Interested bidders must submit an earnest money deposit of ₹15,000,000 (~$217,567). The scope of work includes the design, supply, design, engineering, manufacturing, packing and forwarding, transportation, unloading, storage, installation, and commissioning of the grid-connected floating solar PV projects. The successful bidder will also have to provide operation and maintenance services for five years after the project commissioning.
Tenders to set up floating solar PV projects are increasing in number in India. <a href="https://mercomindia.com/four-maharashtra-dams-floating-solar/" target="_blank" rel="noopener noreferrer">Recently</a>, <a href="https://wrd.maharashtra.gov.in/" target="_blank" rel="noopener noreferrer">Maharashtra Water Resources</a> Minister, Girish Mahajan, announced that the state would soon have four floating solar power projects at four of its dams.
In <a href="https://mercomindia.com/uttar-pradesh-approves-bid-100-mw-floating-solar/" target="_blank" rel="noopener noreferrer">April 2019</a>, the Uttar Pradesh Electricity Regulatory Commission (<a href="http://uperc.org/">UPERC</a>) approved the opening and finalization of bids for the development of 100 MW of floating solar projects in the state.
In <a href="https://mercomindia.com/ntpc-15-mw-floating-solar-tender-himachal-pradesh/" target="_blank" rel="noopener noreferrer">January 2019</a>, the National Thermal Power Corporation (<a href="https://www.ntpc.co.in/" target="_blank" rel="noopener noreferrer">NTPC</a>) invited bids for a 15 MW of grid-connected floating solar project at its Koldam hydroelectric power project (HEPP), located in the state of Himachal Pradesh.
<a href="https://mercomindia.com/ntpc-floating-solar-tender-20-mw/" target="_blank" rel="noopener noreferrer">The same month</a>, the NTPC also invited bids for a 20 MW grid-connected floating solar PV project at its Anta gas power station in Rajasthan.
In India, floating solar has gained attention mainly due to the availability of a large number of dams, lakes, and reservoirs where such projects can be easily installed given the increasing difficulty in <a href="https://mercomindia.com/land-impediment-large-scale-solar/" target="_blank" rel="noopener noreferrer">acquiring land</a> for the development of large-scale projects.
