					</table><p>Oil India (<a href="https://www.oil-india.com/" target="_blank" rel="noopener">OIL</a>) and Rajasthan Rajya Vidyut Utpadan Nigam (<a href="https://energy.rajasthan.gov.in/rrvun/#/home/dptHome" target="_blank" rel="noopener">RVUNL</a>) have signed an agreement to establish a joint venture company for developing 1.2 GW of renewable energy projects in Rajasthan.</p>
<p>The proposed projects will include 1,000 MW of solar and 200 MW of wind energy, which will be developed within RVUNL’s Renewable Energy Park.</p>
<p>The agreement follows Oil India’s board of directors’ <a href="https://www.mercomindia.com/oil-india-partners-with-rajasthan-discom-to-develop-renewable-energy-projects" target="_blank" rel="noopener">approval</a> for the formation of a 50:50 joint venture with RVUNL. The board also approved the transfer of renewable energy assets to OIL Green Energy, a wholly owned subsidiary that drives Oil India’s clean energy portfolio, which includes renewable energy projects, compressed biogas, energy storage, and green hydrogen.</p>
<p>OIL Green Energy was set up in January this year to generate energy through non-conventional or renewable sources, including wind, hydro, solar, tidal, geothermal, biomass, steam, wave, and waste.</p>
<p>Oil India has set aside ₹80 billion (~$907 million) for capital investments in solar and onshore wind energy projects. It plans to increase renewable energy capacity to 1.1 GW by 2030 and 5 GW by 2040.</p>
<p>As of March 31, 2025, Oil India’s total installed renewable energy capacity was 188.1 MW, comprising 174.1 MW from wind and 14 MW from solar energy. The operations are spread across Rajasthan, Madhya Pradesh, Gujarat, and Assam. During the financial year 2025, the company generated revenue of ₹1.12 billion (~$12.68 million) from its renewable energy projects.</p>
<p>In 2022, Oil India <a href="https://www.mercomindia.com/india-first-pure-green-hydrogen-pilot-assam?ref=lightson.news" target="_blank" rel="noopener">commissioned</a> a pure green hydrogen pilot plant with an installed capacity of 10 kilograms per day at its Jorhat Pump Station in Assam on Thursday.</p>
<p>The company also supported the development of India&#8217;s first 9-meter H2 fuel cell electric bus, powered by a 60 KW PEM fuel cell engine.</p>
<p>Recently, Indraprastha Gas <a href="https://www.mercomindia.com/indraprastha-gas-rvunl-partner-to-develop-500-mw-solar-project-in-rajasthan" target="_blank" rel="noopener">entered</a> a joint venture agreement with Rajasthan Rajya Vidyut Utpadan Nigam for setting up a 500 MW solar project in the state. Under the agreement, IGL will hold a 74% majority stake in the joint venture company, while RVUNL will hold the remaining 26%.</p>
<p>In August this year, RVUNL and GAIL (India) <a href="https://www.mercomindia.com/gail-ruvnl-joint-venture-to-develop-renewable-energy-projects" target="_blank" rel="noopener">entered</a> into a joint venture agreement to develop large-scale renewable energy projects and transfer existing gas-based power assets in Rajasthan.</p>

					</table><p>State-owned <a href="https://www.oil-india.com/" target="_blank" rel="noopener">Oil India</a>’s board of directors has approved the formation of a 50:50 joint venture (JV) with <a href="https://energy.rajasthan.gov.in/rrvun/" target="_blank" rel="noopener">Rajasthan Rajya Vidyut Utpadan Nigam</a> to develop renewable energy projects.</p>
<p>The board also approved the transfer of renewable energy assets to its wholly owned subsidiary, OIL Green Energy, at the book value of the respective assets as of the closing date of the power purchase agreements, as determined by the provisions of the business transfer agreement to be executed.</p>
<p>OIL Green Energy was set up in January this year to generate energy through non-conventional or renewable sources, including wind, hydro, solar, tidal, geothermal, biomass, steam, wave, and waste.</p>
<p>As of March 31, 2025, Oil India’s total installed renewable energy capacity was 188.1 MW, comprising 174.1 MW from wind and 14 MW from solar energy. <p>To develop green energy infrastructure in India’s northeast, Oil India established another JV company, APGCL OIL Green Power, in collaboration with Assam Power Generation Corporation. In this JV, APGCL holds a 51% stake, while OIL India holds 49%.</p>
<p>APGCL OIL Green Power has identified primarily power projects of a total capacity of 645 MW in Assam. The foundation stone for the initial 25 MW Solar project in Namrup, Assam, was laid on June 14, 2024.</p>
<p>Oil India plans to commission 5 GW to 5.5 GW of renewable energy capacity by 2040, incorporating wind, solar, and other sustainable energy sources.</p>
<p>Oil India had earlier <a href="https://www.mercomindia.com/india-first-pure-green-hydrogen-pilot-assam?ref=lightson.news" target="_blank" rel="noopener">commissioned</a> a green hydrogen pilot project, with an installed capacity of 10 kg per day at its Jorhat Pump Station in Assam. The plant produces green hydrogen from the electricity generated by the existing 500 kW solar project using a 100 kW anion exchange membrane electrolyzer array.</p>

					</table><p>Oil India (<a href="https://www.oil-india.com/" target="_blank" rel="noopener">OIL</a>) has invited bids to establish a 1 MW green hydrogen project in Himachal Pradesh, with a 17 Kg/hr generation capacity.</p>
<p>The project must be commissioned within 18 months of receiving the award letter.</p>
<p>The last day to submit the bids is January 15, 2024. Bids will be opened the same day.</p>
<p>Bidders must submit an earnest money deposit of ₹13.5 million (~$162,369).</p>
<p>Selected bidders must furnish 10% of the contract value as performance security.</p>
<p>The unit must be designed to run at least 8,000 hours per year at 100% capacity.</p>
<p>Bidders should be a manufacturer or a channel partner of the manufacturer of water electrolyzer technologies like anion exchange membrane, proton exchange membrane, alkaline membrane solid electrolyzer, or solid oxide electrolyzer.</p>
<p>They can also submit bids if they have supplied at least one unit of electrolyzer based on water electrolysis technology in India in the last ten years. They should have operated for at least three months before the bid closing date.</p>
<p>Bidders should have a deed of joint undertaking with an Indian or foreign manufacturer or channel partner who meets the technical criteria to supply electrolyzers. The deed must be valid for at least five years from the original bid closing date.</p>
<p>Bidders must be incorporated in India and maintain equal to or more than 20% local content for the offered services to be eligible to bid against this tender.</p>
<p>They should have an annual turnover of ₹83 million (~$998,274) during any of the last three financial years.</p>
<p>Bidders must have a positive net worth for the preceding financial year.</p>
<p>The Central Electricity Authority recently began <a href="https://www.mercomindia.com/cea-begins-planning-for-green-hydrogen-plants/" target="_blank" rel="noopener">planning</a> to install transmission infrastructure to cater to the power demands of upcoming green hydrogen and green ammonia plants across seven coastal and three inland states in consultation with the Central Transmission Utility.</p>
<p>In January this year, the government <a href="https://www.mercomindia.com/cabinet-approves-%e2%82%b9197-billion-hydrogen-mission" target="_blank" rel="noopener">approved</a> the National Green Hydrogen Mission to facilitate demand creation, production, utilization, and export of green hydrogen with an initial outlay of ₹197.44 billion (~$2.3 billion).</p>

					</table><p><a href="https://www.mercomindia.com/mnre-revokes-blanket-extension-projects-gib-area" target="_blank" rel="noopener"><strong>The Ministry of New and Renewable Energy has revoked its order granting an extension of 30 days for the commissioning of renewable energy projects, for which the transmission infrastructure lies in the Great Indian Bustard area,</strong></a> and the project commissioning has been delayed due to the non-completion of transmission infrastructure. The Ministry said that the implementing agencies should make decisions based on the merits of the projects, and if there are grounds for extension, such extension will be granted, but only for the necessary period.</p>
<p><a href="https://www.mercomindia.com/investments-solar-sector-declined-171-yoy" target="_blank" rel="noopener"><strong>Investments in the Indian solar sector in the first quarter (Q1) of the calendar year 2023 totaled $1.03 billion (~₹85 billion), a 171% year-over-year decrease from $2.8 billion (~₹211 billion).</strong></a> Investments were down 37% quarter-over-quarter from $1.63 billion (~₹134 billion). The figures were revealed in Mercom India Research’s latest report, <a href="https://www.mercomindia.com/product/q1-2023-india-solar-market-update" target="_blank" rel="noopener">Q1 2023 India Solar Market Quarterly Update</a>. During the last quarter, there was a 30% decline in solar installations compared to the previous quarter.</p>
<p><a href="https://www.mercomindia.com/mnre-extension-solar-wind-hybrid" target="_blank" rel="noopener"><strong>The Ministry of New and Renewable Energy has granted time extensions for solar and solar-wind hybrid power projects, with bid submission dates falling between March 9 and April 10, 2021.</strong></a> The time extensions have been granted in response to the representations received by the Ministry from state governments and their agencies, which had issued bids with submission dates during that period. The Ministry previously had not granted the extension for such projects considering the central implementing agencies like NTPC, NHPC, and SECI did not have any projects with these bid submission dates.</p>
<p><a href="https://www.mercomindia.com/rajasthan-bids-531-mw-solar-projects-kusum" target="_blank" rel="noopener"><strong>The Jodhpur Vidyut Vitran Nigam has floated seven tenders for installing and commissioning 531.12 MW of grid-connected solar power projects in various subdivisions of Jalore Circle</strong></a> under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan program. Bidders must submit ₹100,000 (~$1,214)/MW of the quoted capacity as an earnest money deposit for all the tenders. The estimated project cost is ₹35 million (~$424,739)/MW.</p>
<p><a href="https://www.mercomindia.com/oil-india-issues-100-mw-solar-and-wind-projects" target="_blank" rel="noopener"><strong>Oil India Limited has called for expressions of interest to empanel consultants for pre-feasibility reports, detailed project reports, and project management consultancy services</strong></a> for developing 100 MW ground-mounted solar or floating solar and wind power projects. The last date to submit the bids is June 27, 2023. Bids will be opened on the same day. The empanelment will be valid for two years.</p>
<p><a href="https://www.mercomindia.com/nlc-india-bids-bos-package-50-mw-solar-project" target="_blank" rel="noopener"><strong>NLC India has invited bids for the balance of system package to set up a 50 MW solar power project in the mined-out land of NLC India’s Mine II in Nevyeli, Tamil Nadu.</strong></a> The select contractor will also be responsible for the project’s operation and maintenance of the package for three years. The last date to submit the bids online is July 4, 2023. Bids will be opened on the same day. Bidders must submit ₹4.167 million (~$50,568) as a bid guarantee.</p>
<p><a href="https://www.mercomindia.com/maharashtra-4-mw-solar-project" target="_blank" rel="noopener"><strong>Mahasamruddhi Renewable Energy has invited bids to commission a 4 MW solar project in Buldhana, Maharashtra.</strong></a> The project’s estimated cost of ₹184.8 million (~$2.2 million). The last day to submit the bids is July 5, 2023. The bids will be opened on the next day. Bidders should submit an earnest money deposit of ₹1.85 million (~$22,411). The successful bidder must furnish an amount equivalent to 5% of the total contract amount as a performance bank guarantee.</p>
<p><a href="https://www.mercomindia.com/military-engineer-services-1-mw-solar-project" target="_blank" rel="noopener"><strong>Military Engineer Services has invited bids to develop a 1 MW solar power project at Gorakhpur Air Force Area In Uttar Pradesh.</strong></a> The project must be completed within a year of receiving the site handover. The project&#8217;s estimated cost is ₹61 million (~$739,036). The last day to submit the bids is July 8, 2023. The bids will be opened on July 15. Bidders should furnish an earnest money deposit of ₹630,000 (~$7,632).</p>
<p><a href="https://www.mercomindia.com/eu-notifies-wto-cbam-taking-effect-october-1-2023" target="_blank" rel="noopener"><strong>The European Union has formally informed the World Trade Organization that it has notified the setting up of the Carbon Border Adjustment Mechanism,</strong></a> which seeks to put a price on emissions during the manufacture of products imported into the EU. In a communication to the WTO’s Committee on Trade and Environment, the EU said that the regulation will come into force from October 1, 2023, with the exception of some of its articles which will take effect on December 31, 2024, and January 1, 2026.</p>

<p><strong><a href="https://www.mercomindia.com/us-exim-bank-approves-500-mw-solar-projects-in-angola" target="_blank" rel="noopener">The Export-Import Bank of the United States has approved a direct loan exceeding $900 million to support the construction of two solar power projects in Angola.</a></strong> The construction of the two solar projects will generate over 500 MW of renewable energy. The loan marks a substantial milestone in promoting renewable energy and facilitating clean energy access in the Central African country.</p>
<p><a href="https://www.mercomindia.com/researchers-claim-barrier-for-thin-film-solar-panels" target="_blank" rel="noopener"><strong>A team of researchers from AVANCIS, a solar module manufacturer in Munich, has achieved a new record for thin-film modules using copper indium gallium selenide technology by breaking the 20% efficiency barrier</strong></a> for CIGS thin-film modules measuring 30 cm x 30 cm. The earlier efficiency record, also set by AVANCIS, has been surpassed by 0.5%. The National Renewable Energy Lab has independently certified the record value.</p>


Daily News Wrap-Up: MNRE Revokes Blanket Extension for RE Projects in GIB Area

<p>Oil India Limited (<a href="https://www.oil-india.com/" target="_blank" rel="noopener">OIL</a>), a Government of India enterprise, has commissioned the country’s only pure green hydrogen pilot plant with an installed capacity of 10 kilograms per day at its Jorhat Pump Station in Assam on Thursday.</p>
<p>The procedures to commission the hydrogen plant were completed in just three months.</p>
<p>The plant generates green hydrogen from the electricity produced by the existing 500 kW solar plant utilizing a 100 kW from Anion Exchange Membrane (AEM) Electrolyser array, a  technology used in India for the first time.</p>
<p>Oil India plans to study use cases for commercial applications of blended fuel. It is also conducting a study in collaboration with the Indian Institute of Technology, Guwahati, on the blending of clean hydrogen with natural gas and its effect on the existing infrastructure of OIL.</p>
<p>Chairman of OIL Sushil Chandra Mishra said that the plant is expected to increase its production of green hydrogen from 10 kg per day to 30 kg per day in the future.</p>
<p>India has been taking steps to generate clean energy from green hydrogen to reduce carbon emissions. Earlier this year, the Ministry of Power <a href="https://mercomindia.com/new-green-hydrogen-policy-step-net-zero-emissions/" target="_blank" rel="noopener">announced</a> a Green Hydrogen Policy to achieve the country’s production target of 5 million tons of green and clean hydrogen by the end of the decade.</p>
<p>Under the policy, green hydrogen and green ammonia will be defined as the two gases produced by electrolysis of water using banked renewable energy and hydrogen and ammonia produced from biomass. The policy also intends to waive the interstate transmission charges for 25 years for the projects commissioned before June 30, 2025.</p>
<p>The Ministry of New and Renewable Energy will set up a portal for all clearances and permissions required for the manufacturing, transportation, storage, and distribution of green hydrogen.</p>
<p>In February this year, the Gas Authority of India <a href="https://mercomindia.com/gail-consultancy-tender-solar-hydrogen/" target="_blank" rel="noopener">invited</a> bids from consultants to conduct a feasibility study to set up a green hydrogen project in Odisha.</p>
<p>Last November, the Indian Oil Corporation <a href="https://mercomindia.com/indian-oil-floats-tender-green-hydrogen/" target="_blank" rel="noopener">issued</a> an international tender inviting stakeholders to develop green hydrogen production facilities on a build, own, and operate (BOO) basis at IOCL’s refineries in Uttar Pradesh and Haryana.</p>
