Oil India (OIL) has invited expressions of interest to enlist engineering, procurement, and construction (EPC) vendors to establish at least 100 MW of grid-connected solar projects in any state in India.
The solar projects can include ground-mounted, floating/reservoir/canal-top, or systems integrated with battery energy storage systems (BESS), per Oil India’s or its renewable energy arm, OIL Green Energy’s (OGEL) requirements.
Bids must be submitted by February 15, 2026. Bids will be opened on February 16.
The scope of work entails the design, engineering, installation, testing, and commissioning of the solar projects. It also involves providing operation and maintenance (O&M) services for 25 years.
Selected bidders must design, procure, and supply project equipment if required by OIL and OGEL.
Only solar modules complying with the Approved List of Models and Manufacturers must be used in the projects.
Inverters and other critical electrical equipment for the solar projects must comply with Bureau of Indian Standards and Central Electricity Authority standards. This equipment must also be manufactured from reputed original equipment manufacturers (OEMs) approved by OIL or OGEL and adhere to the applicable International Standards or International Electrotechnical Commission requirements.
Successful bidders must be able to procure modules, inverters, and balance-of-system equipment from multiple OEMs.
The scope of work also includes the construction of power evacuation and integration with the designated substations via overhead transmission lines or underground cables. The power evacuation system will be connected to infrastructure such as protection switchgears and metering systems.
The evacuation system must comply with the relevant distribution or transmission company’s requirements.
Selected bidders must obtain the route approvals for the project’s construction from the appropriate authority. They must also obtain the right-of-way for the overhead transmission lines or underground cables.
Successful bidders must develop and level the project site, undertake geotechnical and geophysical studies, obtain metrological data, and conduct topographical surveys and shadow analysis.
They must provide the water treatment plant, including the tube well for cleaning the modules, along with a water storage tank. They must also provide water harvesting, sewage, and drainage systems.
Bidders must have designed, erected, installed, and commissioned at least two solar projects with a minimum capacity of 100 MW each in the past five years.
They must have provided O&M services for at least one solar project commissioned by them with a minimum capacity of 100 MW in the last five years.
Bidders must have a minimum annual financial turnover of ₹5 billion (~$55.4 million) in any of the last three financial years.
Bidders must have a positive net worth as of the end of the previous financial year.
Last November, Indian Oil Corporation invited bids for the EPC of a 1 MW grid-connected solar project at its LPG bottling plant in Tikri Kalan, Delhi, along with five years of comprehensive operation and maintenance services.
