					</table><p>Hindustan Petroleum Corporation (<a href="https://www.hindustanpetroleum.com/" target="_blank" rel="noopener">HPCL</a>) has issued a request for proposal on behalf of its subsidiary HPCL Renewables and Green Energy for the engineering, procurement, and construction (EPC) of a 78 MW wind-solar hybrid power project anywhere in India.</p>
<p>The selected contractor will also be responsible for the comprehensive operation and maintenance (O&amp;M) of the project for ten years.</p>
<p>HPCL Renewables and Green Energy plans to achieve net zero carbon emissions by 2040 and intends to replace the grid power used at its refineries with green energy.</p>
<p>The hybrid project is expected to supply round-the-clock power to its Mumbai refinery to provide at least 50% green energy at 686 MU. The contract load of the refinery stands at 90 MW.</p>
<p>The contractor must ensure that the minimum assured units of energy supplied to the refinery from the project are not less than 343 million kWh per year.</p>
<p>The rated installed capacity of either of the components (wind and solar) must be 25% more than the rated installed capacity of the other component.</p>
<p>The last date to submit the bids is May 24, 2024. Bids will be opened on the same day.</p>
<p>Bidders must submit an earnest money deposit of ₹70.3 million (~$841,894). The selected bidder must submit a performance bank guarantee equivalent to 5% of the EPC contract value and also an O&amp;M bank guarantee equivalent to 5% of the O&amp;M value.</p>
<p>The contractor will be responsible for identifying the land, obtaining connectivity and approvals, and injecting the power into inter-state and intra-state transmission networks to supply the Mumbai refinery.</p>
<p>The projects can be located anywhere in India on land with a minimum 27-year leasehold in non-Great Indian Bustard zones.</p>
<p>The individual components (solar and wind) may or may not be co-located.</p>
<p>A Central Transmission Utility connection is mandatory for projects outside of Maharashtra, and for those within the state, a State Transmission Utility connection is required.</p>
<p>The selected contractor will be responsible for evacuating the power from the generation source to the injection point at the Trombay substation.</p>
<p>The project&#8217;s full capacity must be commissioned within 18 months of receiving the letter of award.</p>
<p>In case of a delay, liquidated damages of 0.5% of the total EPC contract value will apply, up to a maximum of 10%.</p>
<p>The solar modules used for the project must be from the Approved List of Models and Manufacturers, and the wind turbines must be from the Revised List of Machine Manufacturers issued by the Ministry of New and Renewable Energy.</p>
<p>The solar modules must have a minimum 540 Wp rating for a 1,500V system.</p>
<p>Bidders must have experience commissioning similar projects within or outside India with a minimum of 100 MW solar, wind, or wind-solar hybrid power capacity.</p>
<p>They must have executed at least three such projects, with each valued at not less than ₹5.45 billion (~$65.27 million) or two similar projects, with each valued at not less than ₹6.81 billion (~$81.55 million) or one similar project valued at not less than ₹10.89 billion (~$130.41 million).</p>
<p>The average annual turnover of the bidders during the last three years ending March 31, 2024, must be a minimum ₹4.09 billion (~$48.98 million).</p>
<p>Earlier this month, HPCL <a href="https://www.mercomindia.com/hpcl-100-mw-solar-andhra-pradesh" target="_blank" rel="noopener">invited</a> bids on behalf of its subsidiary HPCL Renewable &amp; Green Energy for the EPC package of a 100 MW solar power project at Galiveedu, Annamayya district, Andhra Pradesh.</p>

HPCL Floats EPC Tender for 78 MW Wind-Solar Hybrid Project

					</table><p>Hindustan Petroleum Corporation (<a href="https://www.hindustanpetroleum.com/" target="_blank" rel="noopener">HPCL</a>) has invited bids to supply 78 MW of renewable energy under long-term open access from projects located anywhere in India. The selected developer or the power producer will supply power to HPCL&#8217;s Mumbai Refinery in Maharashtra.</p>
<p>The last date for the submission of bids is November 29, 2023. Bids will be opened the same day.</p>
<p>The scope of the work includes establishing an Inter-State Transmission System or Intra-State Transmission System at a voltage level of 132 kV or above connected to renewable power projects to deliver renewable power to HPCL.</p>
<p>The designated final delivery point will be the Trombay Substation, from which HPCL sources power for its Mumbai Refinery. The developer is responsible for evacuating power from the generation source to the Injection Point.</p>
<p>Bidders must submit an earnest money deposit of ₹15.8 million (~$189,562).</p>
<p>The selected bidder will have to submit a performance bank guarantee for a value of ₹1.5 million (~$17,995)/MW within 30 days from the date of the letter of intent issuance.</p>
<p>Bidders will be responsible for identifying land, project installation, project ownership, securing connectivity, obtaining necessary approvals, and injecting power into the network.</p>
<p>They must maximize the use of green energy to fulfill the specified power demand. This should be done commercially, with the requirement to green a minimum of 50% of the total 686 million units of power demand.</p>
<p>HPCL currently has 90 MW of contract demand earmarked for renewable energy.</p>
<p>Upon the conclusion of a successful bidding process, HPCL will enter into a power purchase agreement  with the chosen bidder. This agreement will span 25 years and be governed by the terms, conditions, and provisions specified in the tender.</p>
<p>The tender aims to promote commercially established and operational technologies to minimize technology risks and ensure the timely commissioning of projects.</p>
<p>Bidders must have experience executing and completing similar projects at one or more locations in the past seven years.</p>
<p>The definition of similar work includes projects within or outside India with a minimum installed capacity of 100 MW. This capacity requirement applies to solar, wind, or solar-wind hybrid power projects.</p>
<p>Bidders must have a net worth equal to or exceeding ₹12.26 million (~$147 million)/MW of the declared project capacity based on the last date of the previous financial year.</p>
<p>HPCL is formulating a strategy to attain net zero carbon emissions (scope 1 and 2) by 2040. As a component of this initiative, HPCL aims to substitute conventional grid power utilized in its refineries with environmentally friendly energy sources.</p>
<p>Projects that have already been commissioned cannot be considered under this tender. However, projects under construction or not yet commissioned will be eligible for consideration, provided they have not been accepted under any other central/state programs or for supply to other entities.</p>
<p>Regardless of their capacities, enhancement of extra capacity to already commissioned projects will not be deemed eligible for consideration in this tender.</p>
<p>Recently, HPCL <a href="https://www.mercomindia.com/hpcl-solar-project-uttar-pradesh" target="_blank" rel="noopener">invited</a> bids for the engineering, procurement, and construction of a 5 MW grid-connected ground-mounted solar power project in Jhansi, Uttar Pradesh.</p>
<p>Earlier, HPCL had <a href="https://www.mercomindia.com/hpcl-invites-management-consultants-solar-projects" target="_blank" rel="noopener">invited</a> bids from project management consultancies to set up grid-connected captive solar projects, including rooftop solar, with an aggregate capacity of 1.2 MW under net metering at various locations of the Vijayawada Dharmpuri Pipeline.</p>
