<p>Mangalore Special Economic Zone Limited (<a href="https://www.mangaloresez.com/" target="_blank" rel="noopener">MSEZL</a>) has invited proposals to install 4 MW of grid-connected rooftop solar systems to supply power for 25 years on a fixed tariff basis through a third-party-owned model.</p>
<p>The successful bidder must also provide comprehensive operation and maintenance service of the project for 25 years.</p>
<p>The successful bidder must sign the agreement within 15 days from the date of issue of the letter of allocation (LoA) and must obtain SEZ unit status approval within two months after the LOA.</p>
<p>The project must achieve commercial operation within 24 weeks from obtaining this SEZ unit status approval.</p>
<p>The last day to submit the bids is June 22, 2022. The bids will be opened on the same day.</p>
<p>MSEZL is a multi-product SEZ— promoted by Oil &amp; Natural Gas Corporation, Infrastructure Leasing &amp; Financial Services, Karnataka Industrial Areas Development Board, and Kanara Chambers of Commerce and Industries — catering mainly to the petrochemicals industry and other sectors such as manufacturing, services, trading, and warehousing. MSEZL is a power distribution licensee and supplies power to SEZ units inside the Mangalore Special Economic Zone.</p>
<p>The scope of work includes setting up the solar power project on multiple rooftop spaces identified within the premises of MSEZ.</p>
<p>Bidders must pay ₹17,700 (~$228) towards the cost of bidding documents and submit ₹3.31 million (~$42,715) as bid security.</p>
<p>Successful bidders must remit performance security of ₹6.63 million (~$85,430) within ten days of receiving the LoA. Successful bidders must also submit an energy supply guarantee equivalent to six months tariff for the contracted capacity within ten days after the start of commercial operation of the project.</p>
<p>The bidder must participate in the bid process considering the fiscal benefits available under the SEZ Act. The successful bidder must set up the project as a separate SEZ unit to avail of the said fiscal benefits. Further, the successful bidder for setting up a separate SEZ unit shall enter into a separate lease agreement to lease the rooftop on which the solar project is to be installed. They must pay an annual lease rent of ₹131,000 (~$1,687) per acre of the rooftop leased.</p>
<p>To be eligible, the bidders must have completed three similar works with a capacity not less than 1.6 MW each, two similar works with a capacity not less than 2 MW each, or one similar work of not less than 3.2 MW during the last seven years ending April 30, 2022. Bidders should have operated and maintained the project and supplied power for at least three years during the last seven years.</p>
<p>Bidders must have an average annual turnover of ₹50 million (~$643,949) in the last three financial years ending March 31, 2021. Bidders must submit annual reports for the preceding three years to fulfill the above financial criteria and a separate certificate issued by a chartered accountant showing the annual turnovers for the last three financial years. Bidders must have a positive net worth as per the annual report for the latest financial year ending March 31, 2021.</p>
