					</table><p>China Petroleum and Chemical Corporation<a href="http://www.sinopecgroup.com/group/en/" target="_blank" rel="noopener"> Sinopec</a> launched its first green hydrogen demonstration project with an investment of ¥5.7 billion (~$828 million) in the Inner Mongolia Autonomous Region recently.</p>
<p>The project named “Inner Mongolia Erdos wind-solar green hydrogen project” is estimated to reduce carbon emissions by 1.43 million tons annually and contribute ¥600 million (~$87.17 million) to Gross Domestic Product.</p>
<p>The scope covers wind and photovoltaic power generation, power transmission and transformation, hydrogen production by water electrolysis, hydrogen storage, and transport.</p>
<p>The installed generating capacity of wind and solar power will reach 450 MW and 270 MW respectively. The hydrogen production by water electrolysis will achieve a capacity of 30,000 tons annually, and the hydrogen storage capacity will reach 288,000 standard cubic meters.</p>
<p>The produced green hydrogen will be utilized for carbon reduction initiatives for the adjacent ZTHC Energy intensive coal processing pilot project in Erdos.</p>
<p>Ma Yongsheng, Chairman of Sinopec, said, “The project is of great significance to guaranteeing China&#8217;s energy security, building new energy systems, and advancing green energy and low-carbon development in Inner Mongolia, leading towards a new, high-quality development roadmap that prioritizes ecological conservation and green development”.</p>
<p>The company claimed the project is the world’s largest in the green hydrogen coal-chemical field and will expand China’s global green hydrogen production capacity, promote the development of the green hydrogen industry chain and advance China’s green energy goals.</p>
<p>The project follows Sinopec’s hydrogen development roadmap after its green hydrogen pilot project in Kuqa Xinjiang in 2021.</p>
<p>The company said it would continue advancing hydrogen energy industry chain development in China with innovative technologies.</p>
<p>Recently, solar module maker JA Solar <a href="https://mercomindia.com/ja-solar-build-5-9-billion-polysilicon-in-china/" target="_blank" rel="noopener">signed</a> a strategic cooperation framework agreement with the Ordos municipal government in China’s Inner Mongolia to build a low-carbon industrial park for the photovoltaic industry cluster.</p>
<p>China’s annual export of solar photovoltaic products such as polysilicon wafers, cells, and modules, <a href="https://mercomindia.com/chinas-solar-exports-jump-80-2022/" target="_blank" rel="noopener">surpassed</a> $51 billion in 2022, a year-over-year increase of 80.3%. China’s export performance is noteworthy as it has come despite the import barriers erected by several countries to restrict the entry of Chinese products last year.</p>

China’s Sinopec Launches $828 million Green Hydrogen Project

					</table><p>Solar module maker <a href="https://www.jasolar.com/html/en/" target="_blank" rel="noopener">JA Solar</a> has signed a strategic cooperation framework agreement with the Ordos Municipal government in China’s inner Mongolia region to build a low-carbon industrial park for the photovoltaic (PV) industry cluster.</p>
<p>The company plans to invest ¥40 billion (~$5.9 billion) for the cluster. The PV industry cluster, once complete, will have facilities to produce 10,000 tons of silicon, 20 GW each of ingots and wafers, 30 GW of photovoltaic cells, and 10 GW of solar modules.</p>
<p>The company said signing the agreement with the city municipal government aligns with JA Solar’s strategic future production capacity planning.</p>
<p>The solar module manufacturer said they would use the local resources while taking advantage of the policies in place to expand the company’s production capacity, broaden its presence in the photovoltaic industry and enhance its core competitiveness.</p>
<p>JA Solar also said it would build a technology research and development center and a facility for smart manufacturing.</p>
<p>The company expects this will improve its technical capabilities and build a demonstration base for the regional photovoltaic industry.</p>
<p>Ordos Municipal government will be responsible for all the relevant environmental impact and other safety assessments, land use, and approvals for setting up the facilities. The municipal government will also implement the project under the “One Enterprise, One Policy” program to expedite the commencement of the project.</p>
<p>JA Solar recently <a href="https://mercomindia.com/ja-solar-supply-modules-875-mw-solar-project-qatar/" target="_blank" rel="noopener">signed</a> a deal with Samsung C&amp;T, a South Korea-based construction and engineering company, to supply photovoltaic modules for the largest solar project in Qatar. It is likely to be operational in 2024. Under the agreement, JA Solar will supply over 1.6 million DeepBlue 3.0 modules to the project.</p>
<p>The company was one of the leading module suppliers to the Indian solar market in the first half of the calendar year 2022, according to Mercom’s recently released <a href="https://mercomindia.com/product/mercoms-india-solar-market-leaderboard-1h-2022-market-shares-and-profiles" target="_blank" rel="noopener">India Solar Market Leaderboard 1H 2022</a>.</p>

JA Solar to Build $5.9 Billion Polysilicon, Module Cluster in China

<p>The <a href="https://www.developmentaid.org/#!/donors/view/147124/ministry-of-energy-mongolia" target="_blank" rel="noopener">Ministry of Energy</a>, Government of Mongolia, has invited bids for the engineering, procurement, and construction (EPC) of a 10 MW solar power project at Moron in Mongolia.</p>
<p>The last date to submit the bids is October 20, 2021, and bids will be opened on the same day.</p>
<p>The bidders must establish that they have the financial resources to meet or exceed the total requirement of the contract of $2,247,500.</p>
<p>Bidders must have, in the role of a contractor, a management contractor, or a member of the joint venture, successfully executed one solar project with a minimum capacity of 10 MW in the last five years. The project should have been in successful operation for the last two years.</p>
<p>Also, the bidder should have experience in detailed engineering design for at least one solar project with a minimum capacity of 10 MW in the last five years that has been in successful operation for the last two years.</p>
<p>The bidder should also have experience operating and maintaining a solar power project with a minimum capacity of 10 MW in the last five years. The project should have been in successful operation for the last two years.</p>
<p>The minimum average annual turnover of the bidder should be at least $18 million (~₹1.33 billion) during the last three financial years. The bidders must establish that they have the financial resources to meet or exceed the total requirement of the contract of $2,247,500.</p>
<p>As per the tender documents, the Government of Mongolia has received financing from the Asian Development Bank (<a href="https://www.adb.org/" target="_blank" rel="noopener">ADB</a>) toward the cost of upscaling renewable energy sector projects, part of which will be used for the payments under this contract.</p>
<p>In November last year, Mongolia&#8217;s Ministry of Energy <a href="https://mercomindia.com/mongolia-floats-epc-tender-solar-altai/" target="_blank" rel="noopener">invited</a> bids for a 10 MW solar power project in the Altai region. It was an EPC tender.</p>
<p>Earlier, ADB had <a href="https://mercomindia.com/adb-lend-battery-energy-storage-mongolia/" target="_blank" rel="noopener">approved</a> a $100 million (~₹7.4 billion) loan to help expand its supply of renewable energy in Mongolia through a 125 MW advanced battery energy storage system. The project&#8217;s total cost is $114.95 million (~₹8.51 billion), of which $3 million (~₹222.03 million) is co-financed by a grant from ADB&#8217;s High-Level Technology Fund, financed by the Government of Japan. The government of Mongolia will provide $11.95 million (~₹884.43 million) toward the project&#8217;s cost, which is due for completion in September 2024.</p>

Mongolia Floats EPC Tender for a 10 MW Solar Project at Moron

<p><strong>Goa&#8217;s state government has <a href="https://timesofindia.indiatimes.com/city/goa/state-signs-renewable-energy-mou-with-german-company/articleshow/81621448.cms?utm_source=twitter.com&amp;utm_medium=social&amp;utm_campaign=TOIDesktop" target="_blank" rel="noopener">signed</a> a memorandum of understanding with German-based Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) </strong>to develop a state energy plan for a 100% renewable energy roadmap under the Indo-German Program on &#8216;Access to Energy in Rural Areas.&#8217; The MoU has been signed on the advise of the Ministry of New and Renewable Energy (MNRE), with an aim to create a strategic unit to develop, maintain and implement the multi-sectoral action plan.</p>
<p><strong>The Board of Directors of NHPC Limited has <a href="https://www.bseindia.com/xml-data/corpfiling/AttachLive/26082815-f448-494e-985f-506ed8a69b5f.pdf" target="_blank" rel="noopener">approved</a> a Joint Venture (JV) Company to develop the Ratle Hydroelectric Project (850 MW) </strong>in the Chenab River Basin in the Union Territories of Jammu and Kashmir. <p><strong>EPC (Engineering, Procuring &amp; Construction) consultants, Black &amp; Veatch will <a href="https://www.businesswire.com/news/home/20210318005440/en/Black-Veatch-to-Assess-Feasibility-of-World%E2%80%99s-Largest-Green-Hydrogen-Plant" target="_blank" rel="noopener">undertake</a> feasibility studies central to developing the world&#8217;s largest green hydrogen plant</strong>. When operational, Enegix Energy&#8217;s Base One facility in Ceará, Brazil, will produce more than 600 million kilograms of green hydrogen annually. The highly ambitious new-build electrolysis facility will be powered entirely by renewable energy, initially 3.4 gigawatts of solar and onshore wind. Ceará’s potential for renewable energy generation, coupled with access to a strategic deep-sea port to facilitate the export of hydrogen, were key to the choice of the scoped 500-hectare site for the US$ 5.4 billion investment.</p>
<p><strong>Japanese NGK Insulators, based in Nagoya, has <a href="https://www.ngk-insulators.com/en/news/20210322_10947.html" target="_blank" rel="noopener">announced</a> that it has won an order for NAS batteries for storing electrical energy for the Ministry of Energy of Mongolia</strong>. The order was received jointly with JGC Corporation, headquartered in Yokohama, Japan, and MCS International LLC, headquartered in Ulaanbaatar, Mongolia. The NAS batteries will be used in Mongolia&#8217;s first solar power plant construction project with an adjoining battery energy storage system, as part of the Upscaling Renewable Energy Sector Project.</p>

Daily News Wrap-Up: Goa Signs MoU With GIZ for 100% Renewable Energy Roadmap

<p>Mongolia’s <a href="https://www.developmentaid.org/#!/donors/view/147124/ministry-of-energy-mongolia" target="_blank" rel="noopener noreferrer">Ministry of Energy</a> has invited bids for a 10 MW solar power project in the country&#8217;s Altai region. The offering is open for bidders from eligible source countries of ADB.</p>
<p>The last date to submit the bids is December 11, 2020, and the bids will be opened on the same date.</p>
<p>To participate in the bidding process, the bidder should have developed two similar solar power projects with 10 MW (AC) capacity each in the last five years. The project should have been installed in similar climatic conditions and been in operation for at least two years. The bidder should also have experience related to the detailed engineering design for two solar projects of 10 MW (AC) each in the last five years. Apart from this, the bidder should have experience in the operation and maintenance (O&amp;M) of two solar projects of 10 MW (AC) each in the previous five years.</p>
<p>Regarding the financial criteria, the bidder&#8217;s average annual turnover should not be less than $19.5 million (~₹1.45 billion). The bidder should also demonstrate that it has the necessary financial resources to meet the $2.4 million (~₹178.5 million) contract value.</p>
<p>In April this year, ADB <a href="https://mercomindia.com/adb-lend-battery-energy-storage-mongolia/" target="_blank" rel="noopener noreferrer">approved</a> a $100 million (₹7.43 billion) loan to expand the supply of renewable energy in Mongolia through a 125 MW advanced battery energy storage system. The project&#8217;s total cost was $114.95 million (~₹8.5 billion), of which $3 million (~₹223.19 million) is co-financed by a grant from ADB&#8217;s High-Level Technology Fund, financed by the Government of Japan.</p>
<p>Earlier, ADB and Asia&#8217;s Private Infrastructure Fund (LEAP) had <a href="https://mercomindia.com/adb-loan-15-mw-solar-projects-mongolia/" target="_blank" rel="noopener noreferrer">signed</a> an agreement to provide an $18.7 million (~₹1.39 billion) loan to develop 15 MW of solar power project in Mongolia. The solar power project is located in the Khushig valley located in Tuv Aimag (province).</p>

Mongolia Floats EPC Tender for a 10 MW Solar Power Project in Altai

<p>The Asian Development Bank (<a href="https://www.adb.org/" target="_blank" rel="noopener noreferrer">ADB</a>) has approved a $100 million loan to help expand its supply of renewable energy in Mongolia through a 125 MW advanced battery energy storage system (BESS).</p>
<p>The total cost of the project is $114.95 million, of which $3 million is co-financed by a grant from ADB’s High-Level Technology Fund, financed by the Government of Japan. The government of Mongolia will provide $11.95 million towards the cost of the project, which is due for completion in September 2024, states ADB’s press release.</p>
<p>“The BESS will be resilient to Mongolia’s cold climate and equipped with a battery energy management system enabling it to be charged entirely by renewable electricity. This will then discharge clean electricity to supply peaking power in the central energy system grid. The project will also provide a regulation reserve to integrate additional renewable energy capacity in the transmission grid,” states the ADB.</p>
<p>James Lynch, director of ADB’s East Asia Department, said, “Mongolia is among the highly coal-dependent developing member countries of ADB, and its energy sector is the largest contributor to its greenhouse gas emissions, accounting for about two-thirds of the total.”</p>
<p>He further added that the project would lead to the decarbonization of the energy system in the country with increased penetration of renewable energy.</p>
<p>In its press release, ADB added that in 2018, coal-fired combined heat and power projects contributed to 93% of total power generation in the electricity grid. Mongolia’s renewable energy potential &#8211; such as wind and solar &#8211; is estimated to be equivalent to 2,600 GW, which could fully meet the country’s future power demand.</p>
<p>Further, ADB has pointed out that the country’s potential to generate renewable energy has not been realized.</p>
<p>Meanwhile, the government of Mongolia aims to increase the share of renewable energy in total installed capacity from about 12% in 2018 to 30% by 2030, in line with the State Policy on Energy, 2015-2030.</p>
<p>According to the statement, the country’s renewable energy capacity will be increased through the project, which, after completion, will supply 44 GWh of clean peaking power annually. The project will support the integration of an additional 859 GWh of renewable electricity into the energy system grid, avoiding 842,039 tons of carbon dioxide emissions annually by 2025.</p>
<p>The project will also help strengthen the capacity of the National Dispatching Center to handle power dispatch and grid operations and of the National Power Transmission Grid to operate and maintain the system.</p>
<p>As the energy demand in the Asia and Pacific region grows, ADB is trying to improve the regional energy systems in the Pacific.</p>
<p>In December 2019, it was reported that ADB was <a href="https://mercomindia.com/adb-1-billion-clean-energy-pacific-region/" target="_blank" rel="noopener noreferrer">planning</a> to roll out nearly $1 billion of energy investments across the region during the 2019-2021 period.</p>

ADB to Lend $100 Million for a 125 MW Battery Energy Storage System in Mongolia

<p>The Asian Development Bank (<a href="https://www.adb.org/" target="_blank" rel="noopener">ADB</a>)) and Asia’s Private Infrastructure Fund (LEAP) have signed an agreement to provide an $18.7 million loan to develop 15 MW of solar power project in Mongolia.</p>
<p>The loan agreement has been signed with Sermsang Power Corporation Public Company Limited (SSP) and Tenuun Gerel Construction (TGC), under which they will build, operate, and maintain the solar projects.</p>
<p>The solar power project is located in the Khushig valley located in Tuv aimag (province) Sergelen soum (county). It will supply power to Mongolia’s central grid system which delivers power to over 80 percent of the country’s energy demand.</p>
<p>“This project uniquely incorporates climate-resilient technical solutions from the private sector to accommodate Mongolia’s cold and dry climate. The project also benefits from the transfer of operational knowledge and advanced technology from Japan and Thailand in developing and operating solar power plants,” said Michael Barrow, Director General of ADB’s Private Sector Operations Department.</p>
<p>The solar project is likely to generate 22.3 GWh of electricity annually and lower Mongolia’s carbon emissions by 26,400 tons per year. It will also help the government increase the share of renewable energy in the total installed capacity from 12 percent in 2017 to a targeted 20 percent by 2023 and 30 percent by 2030.</p>
<p>“For SSP, this project is not only an important milestone for investment in renewable power projects in Asia but also reflects our philosophy in developing ecologically sustainable projects,” said Varut Tummavaranukub, CEO of SSP.</p>
<p>LEAP was established in 2016 to finance ADB-supported infrastructure projects in Asia and the Pacific and fill financing gaps and increase access. The fund is supported by the Japan International Cooperation Agency and is managed by ADB’s Private Sector Operations Department.</p>

Asian Development Bank to Provide $18.7 Million for 15 MW of Solar Projects in Mongolia

<p>The Asian Development Bank (ADB) has signed a loan agreement with the Government of Mongolia under which it will be providing $60.6 million for distributed renewable energy projects in the country.</p>
<p>The loan and grant agreements were signed by Minister of Finance Khurelbaatar Chimed and ADB Country Director for Mongolia Yolanda Fernandez Lommen in Ulaanbaatar. Representatives from the Ministry of Energy and Mongolian Tax Authority witnessed the event.</p>
<p>The loan towards renewable energy is to develop a 41 MW distributed renewable energy system—a first-of-its-kind in Mongolia—using solar photovoltaic (PV) and wind energy with advanced battery storage technology and energy management systems.</p>
<p>The project will result in the supply of clean and reliable electricity to about 260,000 people in remote and less-developed towns in western Mongolia, who currently rely on high-cost and high-polluting carbon-intensive electricity.</p>
<p>ADB’s funding of $40 million is supplemented by grant co-financing; $14.6 million from the Strategic Climate Fund under the scaling up renewable energy program in low-income countries; and $6 million from the Japan Fund for the joint crediting mechanism. The Government of Mongolia is contributing $5.6 million to the project.</p>
<p><a href="https://mercomindia.com/adb-assistance-bangladesh-off-grid-solar/" target="_blank" rel="noopener">In July 2018</a>, <a href="https://adb.org/" target="_blank" rel="noopener">ADB</a> announced that it will give $20 million loan to Bangladesh under its Power System Efficiency Improvement Project for the furtherance of off-grid solar solutions in the country. The loan was coupled with $25.44 million in grant financing to encourage off-grid solar photovoltaic (SPV) pumping for agricultural irrigation. The grant included $22.4 million from the Scaling up Renewable Energy in Low Income Countries Program, which comes under its Strategic Climate Fund, and another $3 million from the Clean Energy Fund for Output-based Aid under the ADB-administered Clean Energy Financing Partnership Facility.</p>
<p>ADB is also supporting Sri Lanka’s rooftop solar PV sector via a loan of <a href="https://mercomindia.com/sri-lanka-50-million-db-rooftop-solar/" target="_blank" rel="noopener">$50 million</a>. The goal of the program was to support the government’s “Battle for Solar Power Programme” to achieve the target of installing solar projects worth 200 MW by 2020 and 1,000 MW by 2025.</p>
<p>In February, ADB provided a <a href="https://mercomindia.com/adb-loan-renewable-asean/" target="_blank" rel="noopener">$235 million</a> loan to B. Grimm Power Public Company Limited for the expansion of renewable energy projects in the member countries of the Association of Southeast Asian Nations (ASEAN). Previously, the bank also administered a $20 million loan provided by the Canadian Climate Fund for the private sector in Asia under the Clean Energy Financing Partnership Facility.</p>
