<p>The Punjab Energy Development Agency (<a href="https://www.peda.gov.in/" target="_blank" rel="noopener">PEDA</a>) has issued a notice inviting tender (NIT) to design, supply, lay, test, and commission an 11 kV cross-linked polyethylene (XLPE) transmission line for a 1,000 kW solar project at Jogger&#8217;s Park in Bathinda.</p>
<p>The last date for submission of bids is August 2, 2021; the bids will be opened on August 3, 2021.</p>
<p>Bidders are required to pay ₹5,000 (~$67) as a non-refundable tender document fee. PEDA had installed a 1 MW solar project at Jogger&#8217;s Park in Bathinda under the State Net Metering Policy. The project will generate power at 415 V, which would be further stepped up to 11 kV.</p>
<p>Winning bidders are expected to complete the project, including supply, erection, and testing of the transmission line, within 45 days from the date of the issue of the work order.</p>
<p>The winning bidder must furnish a performance bank guarantee to the amount equal to3 % of the work order value valid for 15 months from the date of issue of notification of award. The performance bank guarantee must be furnished within ten days from the date of issue of notification of award for approval of rates from the purchaser.</p>
<p>The Municipal Corporation of Bathinda has approved the laying of the complete high tension (HT) transmission line work. The civic body will release the payment to the winning bidder on the recommendation of PEDA as per the payment schedule.</p>
<p><strong>Scope of work</strong></p>
<p>According to the NIT, the generated solar power may be utilized for captive application, and the surplus power may be fed to the grid as per State Net Metering Policy. The Alternating Current Distribution Box (ACDB) has already been installed at the project site, near the inverter, and the electricity at these points will be at 415 V.</p>
<p>From this point, i.e., ACDB, the scope of work starts and includes laying of the 700-meter HT XLPE cable, transformer, and foundation, HT panel, earthing, two-pole structure, and all the civil works required at the site, along with the necessary interconnection to the existing HT system. The cable would be laid underground.</p>
<p>Any other equipment, material required for completion of work falls under the scope of the bidder. The bidder must visit the site and submit the certificate that they have visited the site.</p>
<p>Bidders must note that the rates quoted in the financial bid should be at site inclusive of all applicable taxes, octroi, design, supply, laying, testing, and commissioning of 11 kV HT XLPE cable for 1 MW solar project at Jogger&#8217;s Park, Bathinda, including a one-year warranty. The rates would be valid for 90 days from the date of opening the financial bid.</p>
<p><strong>Eligibility criteria</strong></p>
<p>Bidder should be a body incorporated in India under the Companies Act, 1956 or 2013; government-owned enterprises registered and incorporated in India and engaged in the business of power or infrastructure; limited liability partnership firms under the LLP Act 2008.</p>
<p>Proprietorship firms and partnership firms with valid Goods and Services Tax (GST) number are also allowed to participate in the bidding process. Engineering, procurement, and construction companies, manufacturers, suppliers, and system integrators of solar photovoltaic power projects that have not been debarred or blacklisted by any government organization for design, manufacture, supply, installation, and commissioning of different capacity solar projects are eligible for this tender.</p>
<p>However, consortiums are barred from bidding.</p>
<p>The prospective bidder should hold a valid Class-I Electrical Contractor Licence issued by the chief electrical inspector. The bidder must have completed laying transmission line work for a 1 MW grid-connected project in the last three years, i.e., April 1, 2018, onwards.</p>
<p>The bidder must have an annual turnover of ₹5 million (~$67,002) in any of the last three financial years, i.e., April 1, 2018, onwards.</p>
<p>Earlier in March, PEDA had <a href="https://mercomindia.com/renewable-energy-consultants-in-punjab/" target="_blank" rel="noopener">invited</a> online applications from consultants to provide project monitoring services for the upcoming renewable energy projects in the state. The projects will be developed on a build, own, and operate basis.</p>
