					</table><p>Indian Oil Corporation (<a href="https://iocl.com/" target="_blank" rel="noopener">IOCL</a>) has entered into a joint venture agreement with <a href="https://www.everenviro.com/" target="_blank" rel="noopener">EverEnviro Resource Management</a> to convert organic waste into compressed biogas (CBG).</p>
<p>The agreement will pave the way for forming a 50:50 joint venture company to advance biofuel adoption nationwide.</p>
<p>The joint venture will focus on integrating advanced biogas technologies to convert organic waste into CBG, a cleaner and renewable energy source.</p>
<p>By leveraging their combined expertise, IOCL and EverEnviro aim to accelerate the deployment of CBG plants nationwide.</p>
<p>These initiatives complement IOCL long-term low-carbon development strategy and achievement of the operational Net Zero goal by 2046.</p>
<p>The National Bioenergy Program, under the Ministry of New and Renewable Energy, includes various initiatives aimed at biogas generation from FY 2021-22 to 2025-26. Phase-I of the program has been approved with a budget outlay of ₹8.58 billion (~$102.05 million), which provides for ₹1 billion (~$ 11.89 milion) for the Biogas Program to support the setting up of small (1 m3 to 25 m3 biogas per day) and medium size biogas plants i.e., above 25 m3 to 2500 m3 biogas generation per day for corresponding power generation capacity range of 3 kW to 250 kW from biogas or raw biogas for thermal energy/cooling applications.</p>
<p>Recently, another government-owned oil company, Bharat Petroleum, <a href="https://www.mercomindia.com/bpcl-to-develop-green-hydrogen-and-compressed-biogas-projects" target="_blank" rel="noopener">announced</a> a joint venture with Bengaluru-based GPS Renewables to develop CBG projects. Bharat Petroleum plans to construct, operate, and maintain CBG plants across India and sell CBG and its derivatives. Through this venture, it aims to meet its CBG blending obligation mandate.</p>
<p>Earlier this year, MNRE <a href="https://www.mercomindia.com/mnre-small-biogas-projects" target="_blank" rel="noopener">invited</a> proposals for innovative and new design or material-based small biogas projects with a daily generation capacity of 1 to 25 cubic meters. The ministry sought significant changes to existing designs for simple, efficient, cost-effective village-level biogas usage.</p>

The energy storage projects must have eight hours of discharge capability with a maximum of five hours of continuous discharge. The last day to submit the bids is April 15, 2024. Bids will be opened on the same day.</p>
<p><a href="https://www.mercomindia.com/viability-gap-funding-guidelines-battery-storage" target="_blank" rel="noopener"><strong>The Ministry of Power has issued the operational guidelines for the ₹94 billion (~$1.1 billion) program to provide viability gap funding of up to 40%</strong></a> to develop 4,000 MWh of battery energy storage systems capacity across the country. The program will run for three years, from 2023-24 to 2025-26, with budgetary support of ₹37.6 billion ($452 million). The project contract period, which will be between 10 and 12 years, will be awarded based on the build-own-operate model.</p>
<p><a href="https://www.mercomindia.com/cerc-approves-tariffs-ntpc-solar-projects" target="_blank" rel="noopener"><strong>The Central Electricity Regulatory Commission has approved tariffs discovered through competitive bidding for NTPC’s procurement of 1,250 MW</strong></a> power from grid-connected solar power projects under the “Program for Flexibility in Generation and Scheduling of Thermal/Hydro Power Stations through Bundling with Renewable Energy and Storage Power.” Three successful bidders selected by NTPC were Solairedirect Energy, ReNew Solar Power, and NTPC Renewable Energy.</p>

<p><a href="https://www.mercomindia.com/standards-labelling-program-solar-inverters" target="_blank" rel="noopener"><strong>The Bureau of Energy Efficiency has announced a Standards and Labeling Program for grid-connected solar inverters without storage to indicate their</strong></a> overall efficiency. The current minimum energy performance standard will be in force from March 15, 2024, to December 31, 2025. Introducing the endorsement label for grid-connected solar inverters is expected to lead to significant benefits, including an estimated energy saving of 21.1 billion kWh from the financial year 2024-25 to 2033-34.</p>
<p><a href="https://www.mercomindia.com/airports-authority-om-tender-solar-varanasi" target="_blank" rel="noopener"><strong>The Airports Authority of India has floated a tender for the annual operation and maintenance of a 1.2 MW ground-mounted solar power project for</strong></a> 24 months at the Lal Bahadur Shastri International Airport in Varanasi. The contract will also extend to the maintenance of electrical and mechanical installations at the site. The project’s estimated cost is ₹29 million (~$350,413). The last date to submit bids is April 8, 2024. Bids will be opened on April 22.</p>
<p><a href="https://www.mercomindia.com/bundelkhand-university-rooftop-solar-project" target="_blank" rel="noopener"><strong>Bundelkhand University in Jhansi, Uttar Pradesh, has invited bids from solar developers to set up a 1.2 MW grid-connected rooftop solar photovoltaic project</strong></a>. The project will be executed under the renewable energy service company model, where the developer will invest its funds and sell solar power to the university at pre-determined tariffs. The capacity can be extended up to 5 MW based on future requirements and system performance.</p>
<p><a href="https://www.mercomindia.com/indian-oil-epc-tender-solar-andhra" target="_blank" rel="noopener"><strong>Indian Oil Corporation has invited bids for the engineering, procurement, and construction contract for a 1 MW solar power project at Southern Region</strong></a> Pipelines in Chittoor, Andhra Pradesh. In addition to commissioning the project, the contract encompasses one year of complete operation and maintenance services following construction and an additional four years of extended operation and maintenance support.</p>

<p><a href="https://www.mercomindia.com/seci-%e2%82%b98-2-billion-to-solar-in-january-2023" target="_blank" rel="noopener"><strong>The Solar Energy Corporation of India (SECI) has paid out a total of ₹8.2 billion (~$99.4 million) to solar and wind developers for the power purchased in January 2022.</strong></a> This amount represented approximately 83.5% of the total payments made by SECI during the month. Further, the money released toward duties, payments, and reimbursements to solar and wind developers amounted to approximately ₹9.8 billion (~$119 million) in January.</p>
<p><a href="https://www.mercomindia.com/government-approves-iredas-ipo" target="_blank" rel="noopener"><strong>The Indian Renewable Energy Development Agency (IREDA) has received the cabinet nod for listing on stock exchanges after an Initial Public Offering (IPO) via a part sale of the government’s stake</strong></a> in the company. The approval was granted due to the recent change in capital structure in IREDA following the infusion of ₹15 billion (~$181.75 million) by the government early last year. Danu Wind Parks had filed a petition seeking the Commission to direct the DISCOM to pay a tariff of ₹4.76 (~$0.058)/kWh as agreed by the parties in the power purchase agreement (PPA) for the period from the commercial operation date (March 20, 2018) up to the date of disconnection (September 13, 2020).</p>
<p><a href="https://www.mercomindia.com/indian-oil-tender-om-5-mw-solar" target="_blank" rel="noopener"><strong>Indian Oil Corporation (IOC) has invited bids for the comprehensive annual rate contract for the operation and maintenance of a 5 MW solar power project at IOC’s Rawra facility in Jodhpur</strong></a>, Rajasthan, for a period of three years. A rate contract involves the supply of goods as well as the provision of labor and services. The contractor will be responsible for all types of preventive, scheduled, and breakdown maintenance with the objective of maximizing electricity generation.</p>
<p><a href="https://www.mercomindia.com/seg-solar-2-gw-module-manufacturing-facility-texas" target="_blank" rel="noopener"><strong>California-based solar module maker SEG Solar announced the acquisition of a manufacturing facility in Texas with the capacity to produce over 2 GW of solar modules.</strong></a> The company said the facility would have three state-of-the-art production lines allowing SEG to produce both TOPCON (tunnel oxide passivated contact) and high-efficiency n-type photovoltaic (PV) modules with 182 mm or 210 mm solar cells.</p>
<p><a href="https://www.mercomindia.com/us-announces-750-clean-hydrogen-technologies" target="_blank" rel="noopener"><strong>The U.S. Department of Energy has announced a grant of $750 million for research, development, and demonstration efforts to reduce the cost of clean hydrogen significantly.</strong></a> The funding, which is the first phase of the Biden Administration’s $1.5 billion Bipartisan Infrastructure Law, will aim to speed up the widespread use of clean hydrogen. The initiative aims to achieve the commercial-scale deployment of hydrogen during this decade, which is expected to help aid the country’s goal of achieving a 100% clean electrical grid by 2035 and net-zero carbon emissions by 2050.</p>
<p><a href="https://www.mercomindia.com/ballard-q4-net-loss-narrows-to-34-4-million" target="_blank" rel="noopener"><strong>The net loss of fuel cell and clean energy solutions provider Ballard Power Systems narrowed to $34.4 million in the fourth quarter of the financial year 2022 from a net loss of $43.8 million</strong></a> in the same quarter of 2021. Ballard attributed its net loss reduction to higher finance and other income of $27.1 million due to increased investment income of $8.8 million.</p>


Daily News Wrap-Up: Kerala’s 100 MW Solar Empanelment Tender

<p>The Indian Oil Corporation (<a href="https://iocl.com/" target="_blank" rel="noopener noreferrer">IOC</a>) has floated a tender for 15 hydrogen polymer electrolyte membrane (PEM) fuel cell electric buses to be supplied at its research and development center in Faridabad, Haryana.</p>
<p>The electric buses must be delivered in 144 weeks. IOC did not specify an earnest money deposit (EMD) requirement for the tender. The deadline for bid submission is January 25, 2020.</p>
<p>Successful bidders must supply 15 homologated buses, of which ten must be nine-meter-long buses, and five must be 12 meters long. The buses must be designed keeping the climatic and operational conditions prevalent in the Delhi-National Capital Region. Successful bidders must test the buses in collaboration with the IOC to ensure a mileage of 20,000 km and provide service and maintenance operations.</p>
<p>To be eligible to participate in the competitive bidding process, bidders must have supplied at least two electric buses as a direct sale order or ten buses on a gross contract basis in the country in the last five years. Applicants must have the facility to develop, manufacture, assemble, or fabricate PEM fuel cell stacks and systems in the country.</p>
<p>They are also expected to have met testing and certification requirements under the Central Motor Vehicle Rule, 1989 (CMVR) for at least one electric bus. Prospective bidders must also have had an annual turnover of ₹303.1 million (~$4.14 million) in the last three financial years.</p>
<p>Bidders are also expected to buy back the buses and submit a normalized buy-back cost for one unit at the time of bid submission, IOC said. It added that it would retain at least four buses for captive usage after completing the project.</p>
<p>In November 2020, the Bangalore Metropolitan Transport Corporation had invited bids to select a service provider to procure 300 electric buses on a gross cost contract model. The contract included operation and maintenance services.</p>
<p>A little earlier, the Kerala State Road Transport Corporation <a href="https://mercomindia.com/kerala-to-hire-electric-buses/" target="_blank" rel="noopener noreferrer">invited</a> bids for hiring 50 electric buses on wet lease for the Thiruvananthapuram zone under the Faster Adoption and Manufacturing of (Hybrid) Electric Vehicles-II (FAME II) program.</p>
