					</table><p>HPCL Renewable and Green Energy (<a href="https://hprgel.in/" target="_blank" rel="noopener">HPRGE</a>) has issued a tender to set up a central monitoring and analytics system for four renewable energy projects with a cumulative capacity of 3.3 GW across various states.</p>
<p>Bids must be submitted by June 20, 2025. Bids will be opened on the same day.</p>
<p>Bidders must submit an earnest money deposit of ₹2.5 million (~$29,180.65).</p>
<p>The four renewable energy projects are 629 MW of ground-mounted solar installations, 2,665.5 MW of rooftop solar sysems, a 46 MW wind project, and a 1 MW solar project in the LNG Terminal Chhara, Gujarat.</p>
<p>The scope of work involves deriving insights from data collected from HPRGE&#8217;s renewable energy projects. It also includes providing a centralized asset performance monitoring software solution that can integrate with HPRGE’s solar and wind farms.</p>
<p>The solution will serve as a single source for compiling data from equipment, sensors, and/or supervisory control and data acquisition systems across wind and solar projects. These projects include battery storage and firm and dispatchable energy projects.</p>
<p>The software solution must provide performance analytics and visualization capabilities. It must also support data import to a cloud-hosted central solution.</p>
<p>Selected bidders must retrieve data through open platform communications (OPC), and store the data at the project site for a minimum of 30 days. They must also store data at cloud databases with zero loss, create dashboards, perform analytics, monitor individual systems, oversee overall system performance, define user hierarchy levels, and provide perpetual data availability.</p>
<p>The OPC server will be made available to the bidders by HPRGE.</p>
<p>Bidders must satisfy any of the following criteria over the last seven years:</p>
<ul>
<li>They must have completed three similar works, each costing at least ₹46.4 million (~$541,592)</li>
<li>They must have completed two similar works, each costing at least ₹58.1 million (~$678,158)</li>
<li>They must have completed one similar work, costing at least ₹92.9 million (~$1.2 million)</li>
</ul>
<p>Similar work refers to designing and implementing a performance monitoring and analytics system (with both hardware and software capabilities) for any BSE/NSE-listed companies in India.</p>
<p>Bidders must have an annual average financial turnover of ₹34.8 million (~$448,256) in the last three years.</p>

					</table><p>HPCL Renewable and Green Energy (HPRGE), a subsidiary of Hindustan Petroleum Corporation (<a href="https://www.hindustanpetroleum.com/pages/Renewable-Energy" target="_blank" rel="noopener">HPCL</a>), has invited bids for the engineering, procurement, and construction of a 5 MW/10 MWh Battery Energy Storage System (BESS) project at Nachna Reservoir in Jaisalmer district, Rajasthan.</p>
<p>Bids must be submitted by June 23, 2025. Bids will be opened on the same day.</p>
<p>Bidders must furnish an earnest money deposit of ₹1 million (~$11,640). The successful bidder must submit a performance bank guarantee equivalent to 5% of the contract value. The guarantee must be valid for 23 months.</p>
<p>The scope of work encompasses the design, engineering, procurement, construction, testing, and commissioning of the BESS. Comprehensive operation and maintenance (O&amp;M) services must be provided for 12 years.</p>
<p>The O&amp;M scope includes a one-year defect liability period, followed by 11 years of O&amp;M services.</p>
<p>All electronic systems must carry a warranty for 12 years.</p>
<p>The project’s key components include a battery system with a minimum of 6,000 cycles, liquid-cooled battery containers, a power conditioning system, and an energy management system (EMS).</p>
<p>A 9 MW/11.5 MW floating solar project is currently under implementation at the Nachna site. This project is designed for power evacuation through a behind-the-meter mechanism at the 33 kV level. Of the total generated power, 5 MW is being continuously consumed at the location itself.</p>
<p>To maximize the utilization of this energy, provisions can be planned for charging and discharging the energy storage system using power from the existing floating solar panels</p>
<p>The scope of work for this project entails coordinating with the floating solar contractor, obtaining the necessary technical interface inputs, and aligning the construction and commissioning schedules accordingly.</p>
<p>Successful bidders must also supply power quality monitoring meters at designated feeders to ensure seamless communication with the EMS.</p>
<p>Additionally, the interconnection between the BESS project equipment and the floating solar project must include separate metering arrangements, panels, and safety tripping systems. These systems must be designed and installed in compliance with applicable standards and approved by HPRGE.</p>
<p>Bidders must have completed the design, engineering, supply, construction, erection, testing, and commissioning of BESS or solar-BESS hybrid systems with EMS, with a minimum capacity of 1 MWh at a single location, including at least one year of comprehensive O&amp;M services.</p>
<p>Bidders must have an average annual turnover of at least ₹40.5 million (~$471,420) over the last three financial years ending March 31, 2025.</p>
<p>In December 2024, HPCL <a href="https://www.mercomindia.com/hpcl-solar-power-project-in-gujarat" target="_blank" rel="noopener">issued</a> a tender for designing, supplying, installing, and commissioning a 1.2 MW ground-mounted solar power project at its Palanpur-Vadodara pipeline in Gujarat.</p>
<p>In October 2024, HPCL <a href="https://www.mercomindia.com/hpcl-invites-bids-for-hydrogen-at-visakh-refinery" target="_blank" rel="noopener">invited</a> bids for the supply of 5,000 tons of green hydrogen per year to its Visakh Refinery for 25 years.</p>

					</table><p>HPCL Renewable and Green Energy (HPRGE), a subsidiary of Hindustan Petroleum Corporation (<a href="https://www.hindustanpetroleum.com/" target="_blank" rel="noopener">HPCL</a>), has invited bids for the engineering, procurement, and construction (EPC) packages of three floating solar projects.</p>
<p>The projects are:</p>
<ul>
<li>9 MW floating solar project in Jaisalmer, Rajasthan.</li>
<li>14 MW floating solar project in Balotra, Rajasthan.</li>
<li>2 MW floating solar project in Visakhapatnam, Andhra Pradesh.</li>
</ul>
<p>Selected developers must undertake the projects’ operation and maintenance for ten years.</p>
<p>The last day to submit the bids is October 15, 2024. Bids will be opened on the same day.</p>
<p>The electricity generated from the Jaisalmer project can be transmitted to the consumption site using intra-state open access, utilizing the state’s transmission and distribution network, or under a behind-the-meter system. For the Balotra and Visakhapatnam projects, electricity can be consumed onsite using a behind-the-meter system.</p>
<p>Bidders for the Jaisalmer project must have an average annual financial turnover of at least ₹72.6 million ($866,441) over the last three years. The required turnover for the Balotra project is ₹97.5 million ($1.16 million), and for the Visakhapatnam project, at least ₹9 million (~$107,410) over the same period.</p>
<p>For the Jaisalmer and Balotra projects, bidders must have experience in executing an EPC contract for a grid-connected floating solar power project of at least 1 MW, including the balance of system. For the Visakhapatnam project, bidders must have experience with a grid-connected floating solar power project of at least 500 kW, including the balance of system.</p>
<p>This experience may include the supply of solar modules, with or without transmission line work, and should cover at least three months of comprehensive operation and maintenance.</p>
<p>The solar modules to be used in the projects must comply with the latest Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.</p>

					</table><p>HPCL Renewable and Green Energy (HPRGE), a subsidiary of Hindustan Petroleum Corporation (<a href="https://www.hindustanpetroleum.com/" target="_blank" rel="noopener">HPCL</a>), has invited bids for land and EHV transmission system package for the development of ISTS-connected solar power projects of 600 MW in Gujarat, Maharashtra, Andhra Pradesh, Rajasthan, Karnataka, and Tamil Nadu.</p>
<p>The last date for the submission of bids is June 21, 2024. Bids will be opened the same day.</p>
<p>The scope of work includes identifying and arranging the required land and designing, engineering, supplying, constructing, erection, and commissioning the EHV transmission system up to the ISTS substation.</p>
<p>This excludes the pooling substation at the solar project end but includes bay construction at the grid substation for a 600 MW capacity.</p>
<p>The scope encompasses three years of operation and maintenance of the transmission system and EHV bays at the ISTS substation.</p>
<p>Each project and location will have a capacity of 300 MW.</p>
<p>Bidders must arrange land for the solar project for at least 29 years and 11 months from the date it is allotted to HPGRE.</p>
<p>The land can be leased government land, private land, or a combination of both. The land parcel must be contiguous at a single location. Bidders must propose a lease or sublease for 30 years for a total of 1,200 acres.</p>
<p>They must offer land according to the specification of a minimum of 4 acres per MW.</p>
<p>The proposed land must not be within Great Indian Bustard zones, coastal regulation zones, or prohibited ranges of any wildlife-protected areas, forest areas, or defense establishments.</p>
<p>There should be no government restrictions on setting up the solar power project on the proposed land.</p>
<p>Bidders must submit an earnest money deposit of ₹1 million (~$11,969).</p>
<p>Successful bidders must furnish a performance bank guarantee of 5% of the EPC contract price (excluding land lease and O&amp;M contract value) within two weeks of issuing the letter of award.</p>
<p>Bidders must have experience completing similar works in India over the past ten years.</p>
<p>This experience should include the following for grid-connected solar PV projects/ solar parks or wind projects/ wind parks with a capacity of 50 MW or higher at a single location:</p>
<ul>
<li>Arrangement of land for the project.</li>
<li>Obtaining technical feasibility approval for power evacuation through an STU/ISTS substation.</li>
</ul>
<p>The capacity to be quoted by the bidder in each schedule is 300 MW, which corresponds to approximately 1,200 acres of land.</p>
<p>The average annual financial turnover for the last three years, ending on March 31, 2024, should meet the following requirements: For Schedule 1, with a proposed capacity of 300 MW, the turnover should be at least ₹80 million (~$957,526).</p>
<p>For Schedule 2, with a proposed capacity of 300 MW, the turnover should also be at least ₹80 million (~$957,526). If Schedule 1 and Schedule 2 are combined for a total proposed capacity of 600 MW, the turnover should be at least ₹160 million (~$1.9 million).</p>

<p>The last day to submit the bids is May 30, 2024. Bids will be opened on the same day.</p>
<p>Bidders must submit an earnest money deposit of $105.5 million (~$1.26 million).</p>
<p>Selected bidders must submit 2% of the EPC contract value as performance security within 15 days from the bid acceptance. They must also submit 5% of the operation and maintenance (O&amp;M) contract value as a bank guarantee.</p>
<p>The scope of work involves identifying and transferring land leases to HPRGEL, organizing grid connectivity at the ISTS substation, and performing all EPC works with open category type modules, including power evacuation system and telemetry to the interconnecting grid substation. Bidders must also conduct performance testing to demonstrate guaranteed generation at the interconnection point and supply mandatory spares.</p>
<p>They must also undertake the O&amp;M of the complete solar project, including the switchyard and power evacuation system, until the interconnecting grid substation, for ten years after the defect liability period.</p>
<p>Bidders should have completed at least one similar work order of a minimum of ₹16.52 billion (~$197.86 million), two similar works each of ₹10.33 billion (~$123.72 million), or three similar works each of ₹8.26 billion (~$98.92 million) during any of the last seven years.</p>
<p>Bidders should also have carried out O&amp;M for a solar project of a minimum of 25 MW at a single location project for at least one year from the commissioning date.</p>
<p>The average annual turnover of the bidders should be at least ₹6.2 billion(~$74.25 million) during the last three financial years.</p>
<p>Only solar modules registered in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy must be used in the projects.</p>
