					</table><p>Hindustan Petroleum Corporation (<a href="https://www.hindustanpetroleum.com/" target="_blank" rel="noopener">HPCL</a>) is investing over ₹14 billion (~$168.12 million) to build a Second Generation (2G) bio-refinery plant in Bathinda, Punjab, using paddy straw to produce ethanol as part of the government’s Ethanol Blending Program (EBP).</p>
<p>About 100,000 Metric Tons (MT) of biomass will be secured for the 2G ethanol plant this year. The plant is set to be commissioned by the end of this year.</p>
<p>The plant is designed to produce 100 kiloliters of ethanol per day, using 570 MT of paddy straw daily (equivalent to 200,000 MT annually) when it operates at full capacity.</p>
<p>The Commission for Air Quality Management (CAQM) oversees the plant&#8217;s construction progress and recently conducted a review.</p>
<p>HPCL is collaborating with the Punjab state government to streamline biomass procurement. Agreements with self-help groups in Bathinda and nearby areas have mobilized 23,000 MT of paddy straw.</p>
<p>The plant is expected to reduce paddy straw burning in Punjab, especially in the Bathinda district. Paddy stubble burning cases in Bathinda have dropped from 880 in 2022 to 294 between September 15 and November 1 this year.</p>
<p>In June, the government <a href="https://www.mercomindia.com/government-extends-loan-for-ethanol-projects" target="_blank" rel="noopener">extended</a> the loan disbursement timeline for ethanol projects until September 30, 2023, offering a 6% interest subvention for five years to accommodate the complex application processing and coordination required with multiple agencies.</p>
<p>This supports the expansion of ethanol production capacity to 12.44 billion liters, aiming to strengthen the agricultural economy, reduce reliance on imported fossil fuels, and achieve a 20% blending rate by 2025.</p>
<p>Last May, HPCL, BPCL, and IOCL collaboratively <a href="https://www.mercomindia.com/daily-news-wrap-up-oil-companies-sign-agreement-petrol-program" target="_blank" rel="noopener">established</a> a long-term purchase agreement for upcoming ethanol plants across India. They signed tripartite-cum-escrow agreements with major banks to ensure that payments received by the ethanol plants service bank debt and enable ethanol blending with petrol under the EBP Program.</p>

Bids will be opened on September 14. The ceiling tariff for the tender has been set as ₹2.75 (~$0.033)/kWh.</p>
<p><a href="https://www.mercomindia.com/ntpc-invites-bids-wind-power-project-in-gujarat" target="_blank" rel="noopener"><strong>NTPC Renewable Energy, a wholly owned subsidiary of NTPC, has invited bids to develop a 110 MW interstate transmission system-connected wind energy project at Khavda NTPC Renewable Energy Park, Gujarat.</strong></a> The scope of the work involves the design, engineering, micro-siting, manufacture, supply, erection, installation, testing, and commissioning of the latest Revised List of Models &amp; Manufacturers-listed wind turbine generators with a rating of 2.7 MW or more.</p>
<p><a href="https://www.mercomindia.com/hindustan-petroleum-tenders-module-supply-epc" target="_blank" rel="noopener"><strong>Hindustan Petroleum Corporation has issued two empanelment tenders. The first tender is for empanelling engineering, procurement, and construction, including operations and maintenance contractors</strong></a> to set up solar power projects, and the second one is to empanel module suppliers for the bulk procurement of solar modules. The empanelment will be pan-India and valid for two years. The last day to submit the bids for both tenders is August 23, 2023. Bids will be opened on the same day.</p>
<p><a href="https://www.mercomindia.com/sunruns-q2-net-loss-solar-system-sales-drop" target="_blank" rel="noopener"><strong>United States-based residential solar, battery storage, and energy services company Sunrun recorded a net loss of $340.72 million during Q2 2023, a year-over-year increase of 62.4% compared to $209.76 million.</strong></a> During Q2 of 2023, the company generated a revenue of $590.19 million, marking a modest YoY increase of 1%. Revenue from sales of solar energy systems and products decreased by 11% to $288 million, a decline of $36.7 million, compared to the corresponding period in 2022.</p>
<p><strong><a href="https://www.mercomindia.com/us-three-offshore-wind-energy-areas-central-atlantic" target="_blank" rel="noopener">The U.S. Bureau of Ocean Energy Management has announced three final offshore wind energy areas (WEAs) in Delaware, Maryland, and Virginia, potentially supporting between 4 and 8 GW</a></strong> of energy generation if fully developed. The total area of the three WEAs is approximately 356,550 acres. The area under WEA A-2 covers 101,767 acres and is 26 nautical miles (nm) from Delaware Bay. WEA B-1 covers 78,285 acres and is about 23.5 nm offshore of Ocean City, Maryland. WEA C-1 covers 176,506 acres and is positioned about 35 nm from the mouth of the Chesapeake Bay offshore Virginia.</p>

					</table><p>Hindustan Petroleum Corporation (<a href="https://www.hindustanpetroleum.com/" target="_blank" rel="noopener">HPCL</a>) has invited bids from consultants to conduct a feasibility study for developing a 100-150 MW wind-solar hybrid project with a battery energy storage system (BESS) on vacant land for captive use in Andhra Pradesh.</p>
<p>The last date to submit the bids is July 13, 2022. Bids will be opened on the same day.</p>
<p>Bidders must submit ₹200,000 (~$2,560) as an earnest money deposit. The successful bidder must submit a composite performance bank guarantee equivalent to 3% of the project value.</p>
<p>The consultant must submit a detailed draft report within 15 days from the purchase order issuance and submit the final feasibility report incorporating all the changes seven days later.</p>
<p>HPCL has vacant land at Anantpuram Solar Park in Andhra Pradesh for project development.</p>
<p>Only &#8216;Class I&#8217; and &#8216;Class II local suppliers&#8217; will be eligible to submit bids for this tender. However, preference will be given only to &#8216;Class-I local suppliers.&#8217; The local content requirement to categorize a bidder as a &#8216;Class-I local supplier&#8217; is a minimum of 50%, and a &#8216;Class-II local supplier&#8217; is 20%.</p>
<p>The bidder should have successfully completed similar works with a minimum capacity of 50 MW in India in the last seven years ending the last day of the month previous to the one in which applications are invited.</p>
<p>Similar works mentioned above mean carrying out the techno-commercial feasibility study for developing wind-solar hybrid power projects under open access regulation for client&#8217;s self-use or third party sale, which have been commissioned and are operational with or without the route survey for power evacuation till the injection point.</p>
<p>Alternatively, similar works mean the consultant should have carried out project management consultancy or detailed engineering for developing wind-solar hybrid power projects under open access regulation for client&#8217;s self-use or third-party sale, which have been commissioned and are operational.</p>
<p>The average annual financial turnover during the last three years ending March 31, 2022, should be at least ₹1.8 million (~$23,043).</p>
<p>The consultant must study various options available for technology selection for the proposed project development and suggest the best technology available for the solar at the particular land site.</p>
<p>They must also estimate energy generation from the proposed hybrid project based on the solar resource assessment of the site, wind conditions at the location, and technology &amp; design considerations.</p>
<p>The consultant should prepare the power evacuation report, including the study of the present electrical connection with the grid and an assessment of various feasible methods of power evacuation through grid interconnection.</p>
<p>They should also give details of all open access charges applicable to wheel the power generated from solar at the proposed sites to our consumption location in the state.</p>
<p>In July this year, HPCL <a href="https://mercomindia.com/hpcl-invites-bids-consultants-solar/" target="_blank" rel="noopener">issued</a> a tender to select a project management consultant to supervise a 10 MW ground-mounted solar project at Ankleshwar, Gujarat.</p>
<p>Earlier, HPCL had <a href="https://mercomindia.com/consultants-study-feasibility-captive-solar-projects-hpcl-sites/" target="_blank" rel="noopener">invited</a> bids from consultants for a feasibility study to develop solar projects for captive use on vacant lands at its operating locations across the country.</p>

Consultancy Tender for 100-150 MW Wind-Solar Hybrid Project With Battery Storage

<p>Two Oil majors of India, The Indian Oil Corporation Limited (<a href="https://www.iocl.com/" target="_blank" rel="noopener">IOCL</a>), an Indian state owned oil and gas company and Hindustan Petroleum Corporation Ltd (<a href="http://www.hindustanpetroleum.com/" target="_blank" rel="noopener">HPCL</a>) have launched  electric vehicle (EV) charging stations in Nagpur in their company operated fuel stations. The IOCL in collaboration with Indian transportation network company <a href="https://www.olacabs.com/" target="_blank" rel="noopener">Ola</a> launched its first EV charging station at one of its petrol/diesel stations. The EV charging facility is set up at IOCL’s company-owned, company-operated (COCO) fuel station at RBI Square, Nagpur, Maharashtra.</p>
<p>HPCL launched the EV charging station at its fuel station located at Lakadganj, old Bhandara Road, Nagpur. This development is a witness to the fact that <a href="https://mercomindia.com/competition-heating-india-ev-sector/" target="_blank" rel="noopener">competition is heating up</a> in the Indian EV sector.</p>
<p>“As India’s leading oil refiner and marketer, IOCL considers promoting ecological sustainability as part of its core business. Thus, this partnership with Ola is the right step forward as we re-imagine how India will commute in the coming years. We applaud Ola for building the Electric Vehicle eco-system from a nascent stage in Nagpur and are happy to collaborate with them in their efforts,” said Murali Srinivasan, Executive Director IOCL.</p>
<p>“EVs have the ability to solve some of the key issues we are currently facing with respect to vehicular pollution and air quality; and as a large-scale mobility platform, Ola can bring about a catalytic change,” added Srinivasan.</p>
<p>IOCL and HPCL have a vast network of fuel stations across the country and access to the remotest corners of India. Behemoths like IOCL, HPCL developing EV charging stations with access to such a wide network of fuel stations will be important for EVs to take off in India as access to charging stations is the most important need right now.</p>
<p>EV is the next big <a href="https://mercomindia.com/electric-vehicles-opportunity-india/" target="_blank" rel="noopener">Cleantech</a> opportunity in India and as of now many innovative deals are coming through setting a good precedent.</p>
<p>This is Ola’s second venture in the EV sector after it launched a pilot project for which ACME provided EcoCharge Battery Swapping &amp; Charging Stations. Nagpur is one of the first cities to embrace the EV ecosystem. Recently, <a href="https://mercomindia.com/fortum-nbcc-develop-ev-charging-infrastructure-across-india/" target="_blank" rel="noopener">Fortum India </a>signed a memorandum of understanding (MoU) with the Nagpur Municipal Corporation to set up EV charging infrastructure in the city of Nagpur.</p>
