					</table><p>Central Electronics (<a href="https://celindia.co.in/" target="_blank" rel="noopener">CEL</a>) has invited global expressions of interest (EoIs) to empanel consultants for a 1.25 GW solar cell and module manufacturing plant, 100 MW data centers, Assembly, Testing, Marking, and Packaging (ATMP) semiconductor plants, a rare earth permanent magnet plant, and satellite manufacturing and testing plants.</p>
<p>The last date to submit bids is October 21, 2026. Bids will be opened the following day.</p>
<p>CEL intends to set up diverse, state-of-the-art facilities across India under a public-private partnership (PPP) model.</p>
<p>For the solar cell and module manufacturing plant, the consultant will provide technical support, design &amp; engineering, preparation of detailed project reports (DPRs), sourcing, tender evaluation, establishment of the manufacturing plant, certifications, and evaluation of global original equipment manufacturing technology transfer terms.</p>
<p>For data centers, the consultant will provide technical support, design &amp; engineering, preparation of DPRs &amp; tenders, sourcing, evaluation of tenders, establishing a manufacturing plant, certifications, and tie-up with PPP vendors; the data centers must be Uptime Institute or ANSI/TIA-942-C Tier III certified for both design and constructed facilities.</p>
<p>For the satellite manufacturing plant, the consultant will provide technical support, design &amp; engineering, preparation of DPRs &amp; tenders, sourcing, tender evaluation, establishing a manufacturing plant, certifications, tie-ups with PPP vendors, navigating aerospace regulatory compliance, clean-room design specifications, and strategic tie-ups with global space OEMs.</p>
<p>For ATMP semiconductor plants, the consultant will provide technical support, design &amp; engineering, preparation of DPRs &amp; tenders, sourcing, tender evaluation, establishing a manufacturing plant, certifications, and tie-ups with PPP vendors.</p>
<p>Similarly, for the rare earth permanent magnet plant, the consultant will provide technical support, design &amp; engineering, preparation of DPRs &amp; tenders, sourcing, tender evaluation, establishment of a manufacturing plant, certifications, and tie-ups with PPP vendors.</p>
<p>Bidders must have provided comprehensive consultancy services in the last five years for at least two turnkey projects in domains aligned with CEL’s portfolio.</p>

					</table><p>The Solar Energy Corporation of India (<a href="https://www.seci.co.in/" target="_blank" rel="noopener">SECI</a>) has invited expressions of interest (EoIs) to identify carbon dioxide (CO₂) sources for green urea and RFNBO-compliant green methanol production in India.</p>
<p>The EoI is divided into two parts:</p>
<p>Part 1 covers carbon dioxide sourcing for RFNBO-compliant green methanol, in which only certain categories of CO₂, as recognized under applicable EU regulations, may be used if the methanol is intended for export to or use in the European market.</p>
<p>Part II covers CO₂ sourcing for green urea, which is intended primarily for the domestic market, and, subject to the preferences indicated in Section 6, all credible sources of CO₂ may be considered.</p>
<p>The last date to submit bids is September 17, 2026. Bids will be opened on the following day.</p>
<p><strong>Part I: CO₂ Sourcing for RFNBO-Compliant Green Methanol</strong></p>
<p>Biogenic CO₂</p>
<p>CO₂ of biogenic origin, for example, from fermentation in distilleries, biogas/biomethane upgrading, sugar and ethanol production, pulp and paper processing, or biomass-based power and process plants, is treated as a genuinely renewable carbon source and does not carry any regulatory sunset date. This is considered a future-proof source for RFNBO-compliant methanol.</p>
<p>Direct Air Capture</p>
<p>CO₂ captured directly from ambient air is likewise treated as a future-proof, fully eligible source with no applicable sunset date, though it remains a costlier, less mature technology at scale.</p>
<p>Industrial Point-Source (Fossil) CO₂</p>
<p>CO₂ captured from fossil-based industrial processes may be used, but only where it originates from an installation covered by the EU Emissions Trading System or an equivalent carbon pricing mechanism recognized for this purpose, and only where the emission has not already received a separate credit or benefit under other provisions of law.</p>
<p><strong>Part II: CO₂ Sourcing for Green Urea </strong></p>
<p>Unlike green methanol, green urea produced under this exercise is intended primarily for domestic consumption and is not, at this stage, subject to EU carbon-source eligibility rules. SECI is therefore interested in understanding the availability of CO₂ from all credible sources, including but not limited to:</p>
<ul>
<li>Fertilizer plants (including existing urea/ammonia units)</li>
<li>Petroleum refineries</li>
<li>Cement plants</li>
<li>Steel and metallurgical plants</li>
<li>Ethanol and distillery units</li>
<li>Pulp and paper industries</li>
<li>Waste-to-energy facilities</li>
<li>Biomass-based projects and biogas/biomethane plants</li>
<li>Direct Air Capture (DAC) facilities</li>
<li>Any other industrial process generating a usable CO₂ stream as a byproduct.</li>
</ul>
<p>In March this year, SECI <a href="https://www.mercomindia.com/seci-signs-deals-for-supply-of-724000-tpa-green-ammonia-to-fertilizer-units" target="_blank" rel="noopener">signed</a> six agreements with manufacturers to supply 670,000 tons per annum of green ammonia to fertilizer companies, out of the allocated capacity of 724,000 tons per annum.</p>
<p>Earlier, SECI <a href="https://www.mercomindia.com/seci-commissions-first-project-under-green-hydrogen-mission" target="_blank" rel="noopener">announced</a> the commissioning of the first green hydrogen production facility under the National Green Hydrogen Mission, with SECI serving as the implementing agency for green hydrogen production (Mode-1, Tranche-I).</p>


SECI Seeks Carbon Dioxide Sources for Green Urea and Green Methanol

<p>The United States Bureau of Land Management (<a href="https://www.blm.gov/" target="_blank" rel="noopener">BLM</a>) has invited expressions of interest to lease 89,589 acres of public land in solar energy zones (SEZs) to develop solar projects in Colorado, New Mexico, and Nevada.</p>
<p>The last date to submit expressions of interest is January 20, 2022.</p>
<p>In Colorado, the agency is expected to lease 9,712 acres in Antonio Southeast SEZ, 1,064 acres in DeTilla Gulch SEZ, and 2,650 acres in Los Mogotes East SEZ. In Nevada, it would lease 25,069 acres in Dry Lake Valley North SEZ, 4,569 acres in Gold Point SEZ, and 16,534 acres in Millers SEZ. Afton SEZ’s 29,964 acres is expected to be leased for solar energy projects in New Mexico.</p>
<p>According to the BLM, around 870,000 acres of land have been prioritized for solar energy development out of 245 million acres of public land it manages. The allocated land for projects could support over 100 GW of solar capacity if 8.5 acres of land is needed to develop a 1 MW solar project. The generated power from these solar projects could meet the power needs of over 29 million households. In addition to the prioritized land for solar, the agency maintained 19 million additional acres as open for potential solar development.</p>
<p>Earlier this month, Platte River Power Authority, a U.S.-based power utility company, <a href="https://mercomindia.com/us-based-utility-issues-solar-plus-storage/" target="_blank" rel="noopener">issued</a> a request for proposals (RfP) to acquire 250 MW of solar and/or co-located battery storage projects. The power utility would acquire projects expected to start power delivery on January 1, 2025, with guaranteed commercial operation dates no later than June 1, 2025.</p>
<p>The U.S. <a href="https://mercomindia.com/us-adds-5-7-gw-solar-capacity-q2-2021/" target="_blank" rel="noopener">installed</a> a record 5.7 GW of solar capacity in Q2 2021, a 45% year-over-year increase compared to the same period last year, Solar Energy Industries Association and Wood Mackenzie said in a joint report.</p>
<p>According to a report by Lawrence Berkeley National Laboratory (LBNL), the pipeline of solar capacity in the U.S. at the end of 2020 <a href="https://mercomindia.com/us-pipeline-solar-projects-battery-storage/" target="_blank" rel="noopener">was</a> around 460 GW. Of this, 160 GW or 34% of projects include battery storage facilities.</p>


Bids Invited to Lease 89,589 Acres of Land to Develop Solar Projects in the US

<p>The Government of Western Australia has received 65 expressions of interest (EoI) for producing and exporting hydrogen at the greenfields Oakajee Strategic Industrial Area.</p>
<p>The strong response follows the global call for EoI <a href="https://mercomindia.com/western-australia-bids-renewable-hydrogen/" target="_blank" rel="noopener noreferrer">issued</a> in September 2020 for companies to produce renewable hydrogen, for domestic and commercial use, at the Oakajee Strategic Industrial Area.</p>
<p>The tender was issued after the government brought forward the Western Australian Renewable Strategy goals from 2040 to 2030. It also provided a $28 million investment to help develop a renewable hydrogen sector in the state.</p>
<p>To develop the project, EoIs came from developers in Australia, Germany, Japan, Korea, India, Spain, the U.K., the U.S., and France. Ten of the bidders could be classified as ‘supermajors’ with global reach and market capitalization in billions of dollars.</p>
<p>In all, 16% of all bidders showed interest in developing and funding the entire supply chain that covers Oakajee as a strategic hub to produce and export renewable hydrogen. While other bidders expressed their interest in providing sections of the supply chain, including technology, manufacturing key components, and key water and energy utilities.</p>
<p>Alannah MacTiernan, Regional Development Minister of Western Australia, said, “The strong response to the Oakajee EoI process confirmed the strong global appetite for renewable hydrogen and the potential of the Mid-West region. We look forward to working with the companies that expressed interest in this opportunity to bring the production of renewable hydrogen in Western Australia.”</p>
<p>The government said the primary assessments suggested that Oakajee Strategic Industrial Area, located 23 kilometers north of Geraldton in Western Australia, could generate 1.25 GW of solar and 250 MW of wind energy.</p>
<p>According to Rystad Energy research, the global pipeline of utility-scale green hydrogen developments, projects with capacities greater than 1 MW <a href="https://mercomindia.com/over-60-gw-green-hydrogen-projects/" target="_blank" rel="noopener noreferrer">exceeded</a> 60 GW, with 87% of this capacity coming from gigawatt-scale projects.</p>
<p>In September 2020, Australia’s Minister for Energy and Emissions Reduction, Angus Taylor, <a href="https://mercomindia.com/australia-invest-low-emission-technologies/" target="_blank" rel="noopener noreferrer">said</a> the government is expected to invest $18 billion through new investments in low emission technologies over the next ten years to reduce carbon emissions.</p>
