					</table><p>The Andhra Pradesh Electricity Regulatory Commission (<a href="https://aperc.gov.in/" target="_blank" rel="noopener">APERC</a>) has directed power distribution companies (DISCOMs) in the state to provide 24&#215;7 electricity supply to all consumer categories, except agricultural consumers.</p>
<p>For agricultural consumers, DISCOMs must supply power for the number of hours and at the times specified by the Andhra Pradesh government from time to time.</p>
<p>The directions apply to cities and towns with populations above 100,000, based on Census 2011 data and information submitted by the DISCOMs.</p>
<p>APERC also prescribed DISCOM-wise targets for the System Average Interruption Duration Index (SAIDI) and the System Average Interruption Frequency Index (SAIFI) for 33/11 kV feeders, excluding industrial feeders, supplying power to these urban centers.</p>
<p>The directions took effect from May 20, 2026.</p>
<p><strong>Background</strong></p>
<p>APERC said Regulation 7 of 2004 prescribed guaranteed standards, overall standards of performance, and compensation payable by distribution licensees for failure to meet service standards under Section 57 of the Electricity Act, 2003.</p>
<p>The regulation also specified reliability indices, including the System Average Interruption Duration Index, which measures the average duration of supply interruptions experienced by consumers, and the System Average Interruption Frequency Index, which measures the average number of interruptions experienced by consumers.</p>
<p>The Commission referred to the Electricity (Rights of Consumers) Rules, 2020, issued by the Ministry of Power. The rules state that distribution licensees must supply power 24&#215;7 to all consumers. They also allow State Electricity Regulatory Commissions to specify lower hours of supply for certain categories, such as agriculture.</p>
<p>The rules also require state regulators to specify reliability parameters, including SAIDI and SAIFI, and to prescribe trajectory-based targets to ensure a reliable 24&#215;7 power supply in towns with populations above 100,000.</p>
<p>APERC said the Ministry of Power also asked all State Electricity Regulatory Commissions to ensure compliance with the rules.</p>
<p>Following this direction, APERC collected information from the state’s DISCOMs on towns with populations above 100,000, year-wise SAIDI and SAIFI data for the previous five financial years, and proposed reliability trajectories for future years.</p>
<p><strong>Commission’s Analysis</strong></p>
<p>The cities and towns covered under Andhra Pradesh Eastern Power Distribution Company are Visakhapatnam, Kakinada, Rajamahendravaram, Vizianagaram, Eluru, Gudivada, Machilipatnam, Chirala, and Ongole.</p>
<p>The towns covered under Andhra Pradesh Central Power Distribution Company are Guntur, Tenali, Narasaraopet, Vijayawada, Mangalagiri, and Chilakaluripeta.</p>
<p>The areas covered under Andhra Pradesh Southern Power Distribution Company are Ananthapur, Kadapa, Proddatur, Kurnool, Nandyal, Nellore, and Tirupati.</p>
<p>For Andhra Pradesh Southern Power Distribution Company, APERC prescribed SAIDI and SAIFI targets of 25 hours and 15 minutes and 49 interruptions, respectively, for FY 2026 to FY 2027. The targets must improve to 24 hours, 30 minutes, and 33 interruptions, respectively, by FY 2031.</p>
<p>For Andhra Pradesh Central Power Distribution Company, APERC prescribed a reduction in SAIDI from 26 hours in FY 2026 to 25 hours and 15 minutes in FY 2030 to FY 2031. SAIFI must decline from 47 interruptions to 31 interruptions over the same period.</p>
<p>For Andhra Pradesh Eastern Power Distribution Company, APERC prescribed a reduction in SAIDI from 23 hours and 56 minutes in FY 2026 to FY 2027 to 23 hours and 51 minutes in FY 2030 to FY 2031. SAIFI must decline from 67 interruptions to 63 interruptions over the same period.</p>
<p>The Commission said DISCOMs would have to pay compensation to affected consumers as specified in the practice directions dated June 30, 2017.</p>
<p>APERC directed the DISCOMs to undertake system-strengthening measures, infrastructure augmentation, and the deployment of adequate skilled manpower and technology to meet the reliability indices.</p>
<p>The Commission said capital expenditure proposals must follow investment guidelines approved by it from time to time. The DISCOMs must also include compliance reports on these directions with the Standards of Performance information submitted to the Commission each quarter.</p>
<p>In April this year, APERC <a href="https://www.mercomindia.com/andhra-pradesh-power-regulator-defers-major-resource-plan-changes-of-discoms" target="_blank" rel="noopener">approved</a> the state distribution companies’ performance review petitions for the financial year 2025, allowing limited changes to future resource plans, such as revisions to demand, sales, and energy requirements, based on actual performance.</p>

					</table><p>The Tripura Electricity Regulatory Commission <a href="https://www.mercomindia.com/tripura-issues-third-amendment-to-2011-electricity-supply-regulations" target="_blank" rel="noopener">issued</a> the third amendment to the Tripura Electricity Regulatory Commission (Electricity Supply Code) Regulations, 2011. The amended regulations aim to incorporate the Indian government’s Ease of Living directives for consumers. They also address specific operational and regulatory requirements raised by the Tripura State Electricity Corporation and Tripura Renewable Energy Development Agency.</p>
<p>The Rajasthan Electricity Regulatory Commission <a href="https://www.mercomindia.com/rerc-allows-apraava-compensation-for-installing-bird-diverters-in-gib-habitat" target="_blank" rel="noopener">allowed</a> a wind power developer to claim compensation on a change-in-law event arising from expenses incurred on installing bird flight diverters at its 151.2 MW wind projects located in the Great Indian Bustard habitat. The Commission allowed carrying costs from the time the wind developer, Apraava Renewable Energy, filed the petition to the issuance of this order. The Commission also ordered that carrying costs will be recovered in annuity payments at a discount rate of 9%.</p>
<p>The Jaipur Vidyut Vitran Nigam <a href="https://www.mercomindia.com/rajasthan-allows-hybrid-inverters-in-rooftop-solar-systems-to-support-grid-stability" target="_blank" rel="noopener">issued</a> an order allowing consumers to install hybrid inverters alongside their rooftop solar systems under the net metering, gross net metering, and virtual net metering frameworks. The order highlights the growing importance of battery energy storage systems for grid stability, peak-load management, and power-quality improvement. The state distribution company said that, according to the Ministry of New and Renewable Energy’s guidelines, rooftop solar installations may include additional components such as battery storage, small wind hybrids, and solar tracker systems.</p>
<p>The Military Engineer Services <a href="https://www.mercomindia.com/military-engineer-services-floats-om-tender-for-3-mw-solar-project" target="_blank" rel="noopener">invited</a> bids for the comprehensive maintenance of a 3 MW solar power project at the Panagarh Military Station in West Bengal. The scope of work includes restoration and corrective maintenance of the solar project, including module reinstallation, inverter rehabilitation, cabling, earthing restoration, and lightning protection. The last date to submit bids is March 19, 2026. Bids will be opened on the following day.</p>
<p>U.S.-based solar tracker company Array Technologies’ fourth quarter 2025 revenue <a href="https://www.mercomindia.com/array-technologies-revenue-drops-17-8-in-q4-2025-net-loss-widens" target="_blank" rel="noopener">dropped</a> 17.8% year-over-year (YoY) to $226 million from $275 million. The revenue, however, exceeded analysts’ expectations by $14.63 million. Net loss for the quarter widened by 14.2% to $161 million from $141 million in the previous year. The company reported adjusted earnings before interest, taxes, depreciation, and amortization of $11.2 million, a 75.2% YoY decrease from $45.2 million.</p>

					</table><p>The Karnataka Electricity Regulatory Commission (<a href="https://kerc.karnataka.gov.in/en" target="_blank" rel="noopener">KERC</a>) has introduced a comprehensive Framework for Resource Adequacy to address the evolving challenges in the state&#8217;s power sector.</p>
<p>The framework aims to ensure a reliable electricity supply for consumers while adapting to the changing energy landscape.</p>
<p>KERC defines resource adequacy as the power system&#8217;s ability to meet the aggregate electrical demand and energy requirements of consumers at all times with a specified degree of reliability.</p>
<p>This definition encompasses both the ability to meet peak demand and maintain sufficient energy resources throughout the year.</p>
<p>The framework establishes a Planning Reserve Margin (PRM) of 15% above the forecasted peak demand. This margin accounts for uncertainties in demand forecasts, generator outages, and other system reliability factors.</p>
<p>KERC has outlined specific accreditation methodologies for different types of resources:</p>
<ul>
<li>Thermal Resources: Accredited based on their Unforced Capacity, which considers both their installed capacity and forced outage rates.</li>
<li>Variable Renewable Energy Resources: Accredited using the Effective Load Carrying Capability methodology, which assesses their contribution to system reliability.</li>
<li>Energy Storage Systems: Accredited based on their power capacity and duration, with higher accreditation for longer-duration storage.</li>
</ul>
<p>KERC will conduct yearly assessments to evaluate the state&#8217;s resource adequacy. These assessments will consider factors such as load forecasts, resource portfolios, and transmission constraints.</p>
<p>Load serving entities in Karnataka are required to demonstrate that they have procured sufficient resources to meet their share of the system-wide PRM.</p>
<p>This can be achieved through various means, including owned generation, power purchase agreements, or capacity market purchases.</p>
<p>The framework includes a robust compliance mechanism with penalties for entities that fail to meet their resource adequacy obligations. These penalties are designed to incentivize compliance and ensure system reliability.</p>
<p>KERC&#8217;s framework emphasizes the importance of long-term planning to address future reliability challenges. It also incorporates flexibility to adapt to changing market conditions, technological advancements, and evolving regulatory requirements.</p>
<p>By implementing the resource adequacy framework, KERC aims to maintain a reliable electricity supply for Karnataka&#8217;s consumers while promoting a diverse and resilient energy portfolio.</p>
<p>The framework&#8217;s adaptability ensures that it can evolve alongside the rapidly changing energy landscape, addressing both current and future challenges in the state&#8217;s power sector.</p>
<p>In February, he Ministry of Power <a href="https://www.mercomindia.com/ministry-urges-adequate-power-generation" target="_blank" rel="noopener">wrote</a> to all states and union territories to adhere to the Resource Adequacy Guidelines to ensure sufficient growth in power generation capacity in line with the rapidly increasing electricity demand in the country.</p>
