<p>Indraprastha Power Generation Co. Ltd. (<a href="http://ipgcl-ppcl.gov.in/">IPGCL</a>) has tendered 30 MW of grid-connected rooftop solar PV projects to be installed atop government buildings in the state of Delhi under CAPEX and RESCO models. The bid-submission deadline is June 25, 2018.</p>
<p>IPGCL tendered the capacity on behalf of the Energy Efficiency &amp; Renewable Energy Management Centre (EEREM Centre). The EEREM Centre is the nodal agency for rooftop solar projects in state of Delhi.</p>
<p>Of the tendered capacity, 3 MW will be developed under CAPEX mode and the remaining 27 MW under RESCO mode.</p>
<p>IPGCL has proposed three project categories under CAPEX model:</p>
<p>(A) 1 kW to 10 kW (500 kW)</p>
<p>(B) &gt;10 kW to 100 kW (1,000 kW) and above</p>
<p>(C) 100 kW (1,500 kW)</p>
<p>The minimum bid capacity is 300 kW for category A and 600 kW for category B. Bidders for category C CAPEX mode projects must bid for the entire 1,500 kW capacity being tendered.</p>
<p>IPGCL has proposed four project categories under RESCO model:</p>
<p>(A) 10 kW to 25 kW (1,000 kW)</p>
<p>(B) &gt;25 kW to 50 kW (2,000 kW)</p>
<p>(C) &gt;50 kW to 100 kW (20,000 kW)</p>
<p>(D) above 100 kW (4,000 kW)</p>
<p>The minimum bid capacity is 600 kW for category A, 1,200 kW for category B, 8,000 kW for category C, and 2,400 kW for category D.</p>
<p>After selection of the lowest (L1) bidder under RESCO and CAPEX models, L2 and L3 bidders will soon be asked to match the L1 tariff.</p>
<p>A single bidder can bid for both CAPEX and RESCO, as well as  the different categories mentioned under each mode.</p>
<p>The scope of work includes site survey, design, engineering, manufacturing, supply, storage, civil work, installation, testing, and commissioning of the grid-connected rooftop solar PV project.</p>
<p>Terms for projects under CAPEX model require successful bidders to provide operation and maintenance (O&amp;M) services  for a period of five years. For projects under RESCO model, successful bidders are to provide O&amp;M services for a period of 25 years after the commissioning of project.</p>
<p>The project commissioning time frame is nine months from the date of issue of letter of award (LoA).</p>
<p>According to MNRE, Delhi has ~67 MW of cumulative rooftop installed capacity as of March 2018.</p>
<p>Delhi’s major distribution company (DISCOM), <a href="http://www.bsesdelhi.com/HTML/index.html" target="_blank" rel="noopener">BSES</a> Rajdhani Power Ltd (BRPL), recently <a href="https://mercomindia.com/delhis-bses-launches-solar-city-initiative/" target="_blank" rel="noopener">launched</a> an initiative called Solar City in the national capital. This initiative falls in line with the union government’s endeavor to expand the use of green energy.</p>
<p><a href="https://mercomindia.com/delhi-ecbc-draft-rooftop-solar/" target="_blank" rel="noopener">Recently</a>, the Delhi government released its draft Delhi Energy Conservation Building Code (ECBC) 2018. The draft ECBC aims to create minimum requirements for the energy-efficient design and construction of commercial buildings in the national capital.</p>
<p>In the draft code, the government stresses the importance of installing renewable energy generation, mainly rooftop solar, on commercial buildings across the city.</p>
