					</table><p>PFC Consulting Limited (<a href="https://www.pfcclindia.com/" target="_blank" rel="noopener">PFCCL</a>) has invited bids to build an inter-state transmission system (ISTS) for the evacuation of power from Rajasthan renewable energy zones (REZ) on a build, own, operate, and transfer (BOOT) basis.</p>
<p>These zones are Ph-IV (Part- 1) (Bikaner Complex): PART-C and PART-D.</p>
<p>The last date for the submission of bids is May 8, 2023. Bids will be opened on the same day.</p>
<p>The scope of the work includes building 765/400/220kV Bikaner-III and 765/400kV Neemrana-II substations and interconnections between Bikaner-III PS and Bikaner (PG)/Bikaner-II PS through 400kV lines.</p>
<p>Additionally, a 765kV high-capacity corridor, namely Bikaner-III-Neemrana-II-Bareilly (PG), and 400kV interconnections with Gurgaon (PG), Sohna Road, and Kotputli has be implemented for further dispersal of power from Bikaner-III PS.</p>
<p>Bidders must obtain the tender documents by paying a non-refundable fee of ₹500,000 (~$6,068) plus 18% GST.</p>
<p>They must furnish ₹280 million (~$3.3 million) as an earnest money deposit.</p>
<p>The successful bidder will have to furnish a performance bank guarantee of ₹420 million (~$5 million). The performance guarantee will be valid for up to three months after the scheduled commercial operation date of the project.</p>
<p>The bidder should have a transmission license from the regulator.</p>
<p>The successful bidder, who will acquire 100% equity shares of a special purpose vehicle, will be responsible for owning, financing, developing, designing, engineering, procuring, constructing, commissioning, operating, and maintaining the project, as well as providing transmission service.</p>
<p>Bidders should quote the transmission charges according to the pre-specified structure mentioned in the tender documents.</p>
<p>They must either be a company incorporated under the relevant laws or a consortium of companies, with one of the companies acting as the lead member of the bidding consortium.</p>
<p>Further, bidders must either have experience in developing infrastructure sector projects with an aggregate capital expenditure or should have received aggregate payments of no less than ₹14 billion (~$169 million) in the past five years, but with each project&#8217;s capital expenditure being no less than ₹2.8 billion (~$34 million).</p>
<p>Bidders should have a net worth of not less than ₹5.6 billion (~$67.9 million) in any of the last three financial years. Their net worth in any of the past three financial years should not be negative.</p>
<p>In November 2022, PFC Consulting <a href="https://www.mercomindia.com/bids-ists-projects-western-region-expansion-plan" target="_blank" rel="noopener">invited</a> bids to set up ISTS projects under the Western Region Expansion Program on a build, own, operate, and transfer basis.</p>
<p>Earlier, PFC Consulting had <a href="https://mercomindia.com/bids-interstate-transmission-system-evacuate-40-gw-renewables/" target="_blank" rel="noopener">invited</a> bids to develop an ISTS network to evacuate 20 GW of power from the renewable energy zone in Rajasthan under Phase-III, Part-A1.</p>

PFC Invites Bids to Evacuate Renewable Energy from Rajasthan

<p>The Ministry of New and Renewable Energy (<a href="https://mercomindia.com/kusum-1-75-mn-solar-pumps-solarize-1-mn-water-pumps/" target="_blank" rel="noopener noreferrer">MNRE</a>) has issued a clarification for the Pradhan Mantri Kisan Urja Suraksha evam Uttham Mahabhiyan (PM-KUSUM) program which states that the distribution companies (DISCOMs) can pass on the procurement-based incentive (PBI) given to them by the central government under Component- A of the program to the renewable project owners to get more competitive tariff.</p>
<p>The MNRE’s clarifications further state that the implementing agencies can invite a single bid under Component-A of the program based on a pre-fixed levelized tariff for the installation of projects for all the distribution sub-stations in the state or within the DISCOM area.</p>
<p>The ministry has also clarified that the solarization of pumps above 7.5 HP will be allowed but the Central Financial Assistance (CFA) will be limited to the cap of 7.5 HP (up to 30%).</p>
<p>Amidst growing disappointment among the stakeholders, the Energy Efficiency Services Limited (EESL) has <a href="https://mercomindia.com/kusum-1-75-mn-solar-pumps-solarize-1-mn-water-pumps/" target="_blank" rel="noopener noreferrer">invited</a> bids for off-grid solar water pump systems across India. The National Solar Energy Federation of India has been <a href="https://mercomindia.com/kusum-1-75-mn-solar-pumps-solarize-1-mn-water-pumps/" target="_blank" rel="noopener noreferrer">opposing</a> the program mandate of using domestic solar cells in solar modules used for the solar pump installations and also <a href="https://mercomindia.com/kusum-1-75-mn-solar-pumps-solarize-1-mn-water-pumps/" target="_blank" rel="noopener noreferrer">wrote</a> to the Minister of Power, suggesting several modifications.</p>
<p>The Cabinet Committee on Economic Affairs approved the launch of the <a href="https://mercomindia.com/kusum-1-75-mn-solar-pumps-solarize-1-mn-water-pumps/" target="_blank" rel="noopener noreferrer">KUSUM</a> program, which will provide ₹334.22 billion (~$4.69 billion) in central financial support under the KUSUM program. In all, 181,200 solar pumps are to be installed across the country, categorized under clusters in each state.</p>
<p>In November 2019, MNRE had <a href="https://mercomindia.com/mnre-issues-framework-installing-solar-pumps-kusum/" target="_blank" rel="noopener noreferrer">mentioned</a> that one million grid-connected agricultural pumps of individual capacity up to 7.5 HP are targeted to go solar by 2022 under Component-C of the program. Later in July 2019, it <a href="https://mercomindia.com/kusum-1-75-mn-solar-pumps-solarize-1-mn-water-pumps/" target="_blank" rel="noopener noreferrer">issued</a> a memorandum for state-wise renewable energy capacity allocation under the KUSUM program for the country’s farmers.</p>
<p>The program has been divided into three components and aims to add a solar capacity of 25,750 MW by 2022.</p>

<li>The first component under the program includes the installation of 10,000 MW of decentralized ground-mounted grid-connected renewable power projects.</li>
<li>The second component will be the installation of 1.75 million standalone solar-powered agriculture pumps.</li>
<li>The third component is the solarization of 1 million grid-connected solar-powered agriculture pumps.</li>
</ul>
<p>The latest guidelines also suggest that adequate measures should be taken to ensure transparency and objectivity while allocating capacities.</p>
