					</table><p>Indian solar exports rose 227% year-over-year (YoY) to $1.8 billion (~₹152.6 billion) in CY 2023 from $561 million (~₹46.4 billion), according to recent data published by the <a href="https://commerce.gov.in/" target="_blank" rel="noopener">Department of Commerce</a>.</p>
<p>Solar photovoltaic modules accounted for 97.4% of the annual solar exports, while solar cells accounted for the remaining 2.6%.</p>
<p>The U.S. was the top buyer of Indian solar cells and modules, accounting for 97.3% of the exports in 2023. After imposing the anti-dumping and anti-circumvention duties on Chinese solar modules, the U.S. Department of Commerce <a href="https://www.mercomindia.com/us-circumvention-inquiries-solar-products-china" target="_blank" rel="noopener">clarified</a> the scope of the anti-circumvention probe, allowing the import of solar modules made outside of Southeast Asia. These duties and clarifications have enabled Indian solar manufacturers to increase module shipments to the U.S.</p>

<p><strong>Solar Imports in 2023</strong></p>
<p>India imported $5 billion (~₹416.8 billion) worth of solar cells and modules in 2023, the highest in a year. The imports rose 89.3% from $2.6 billion (~₹218.5 billion) in 2022.</p>
<p>Solar modules accounted for 60.7% of the annual solar imports, while solar cells accounted for the remaining 39.3%.</p>
<p>The primary reasons for the surge in imports include the Ministry of New and Renewable Energy&#8217;s suspension of the ALMM order for projects commissioned until March 2024, lower module costs, and the planned commissioning of a large pipeline of solar projects in the first quarter of 2024.</p>
<p>China was the largest supplier of solar photovoltaic products to India, accounting for 58% of the total imports, followed by Vietnam (16.6%) and Malaysia (11.7%). Thailand, Hong Kong, and Cambodia were the other major suppliers, accounting for 5.6%, 3.5%, and 3.1% of the total imports, respectively.</p>

<p><strong>Solar Exports in Q4 2023</strong></p>
<p>In the fourth quarter (Q4) of 2023, Indian solar exports fell 35.7% to $349.4 million (~₹29.1 billion) from $543.8 million (~₹45.5 billion) in Q3 2023. Exports were down 5.8% YoY from $371 million (~₹30.4 billion).</p>
<p>The U.S. remained the top export destination in Q4 2023, accounting for 93.5% of the overall export value. However, Indian solar shipments to the U.S. saw a 38.2% QoQ decline.</p>
<p><strong>Solar Imports in Q4 2023</strong></p>
<p>Solar cells and modules amounting to over $2 billion (~₹171 billion) were imported in Q4 2023, a QoQ increase of 69.1% from $1.2 billion (~₹101.6 billion). Imports were up 383.3% YoY from $425 million (~₹34.9 billion).</p>
<p>Solar cells accounted for 20.9% of the quarter&#8217;s imports compared to 40.8% in Q3 2023, whereas solar modules&#8217; import share increased to 79.1% from 59.2% in the previous quarter.</p>
<p>The MNRE allowed developers to procure solar modules from manufacturers not included in ALMM until March 31, 2024. As the deadline approached, developers accelerated their cell and module procurement to complete their projects on time.</p>
<p>In Q4 2023, China accounted for 69% of India&#8217;s solar imports compared to 50.2% in Q3. Imports from China totaled $1.4 billion (~₹116.9 billion), a 55.2% QoQ growth.</p>

Indian Solar Exports Grow 227% YoY in 2023, Imports up 89%

<p><a href="https://www.bgrimmpower.com/en" target="_blank" rel="noopener noreferrer">B.Grimm Power Public Company Limited</a> has announced that its wholly-owned subsidiary, B.Grimm Solar Power 1 Company Limited, has completed the acquisition of Ray Power Supply Company Limited.</p>
<p>In a filing to the Stock Exchange of Thailand, the company has announced that the deal now been granted approval from the relevant authorities in Cambodia. B.Grimm is one of the oldest and largest infrastructure developers in Thailand.</p>
<p>In a letter dated November 18, 2019, the company had announced that B.Grimm Solar had entered into a share purchase agreement to acquire all the shares of Ray Power.</p>
<p>Cambodia is grappling with an ever-increasing demand for electricity. Despite having an abundance of solar radiation, Cambodia is lagging in the generation of power from renewable sources, and the country has a solar generation capacity of only 10 MW.</p>
<p>This latest announcement comes in the wake of the company’s investment in a ground-mounted solar project being developed in Serie Saophoan, Banteay Meanchey Province of Cambodia.</p>
<p>In 2018, the Asian Development Bank (<a href="https://adb.org/" target="_blank" rel="noopener noreferrer">ADB</a> ) had <a href="https://mercomindia.com/adb-invest-b-grimm-green-bond-thailand-solar/" target="_blank" rel="noopener noreferrer">announced that it would invest</a> 5 billion Thai baht ($155 million) in B.Grimm Power through 5-year and 7-year green bonds. These green bonds were the first certified climate bonds to be issued in Thailand. The proceeds from the bond were to help finance renewable energy projects in Thailand. The proceeds were to be reserved for nine operational solar power projects with a total capacity of 67.7 MW and seven solar projects under construction with a total capacity of 30.8 MW.</p>
<p>In the same year, B.Grimm Power also entered into a power purchase agreement with Electricity of Vietnam for solar projects totaling <a href="https://mercomindia.com/b-grimm-power-80-percent-stake-solar-vietnam/" target="_blank" rel="noopener noreferrer">257 MW</a> in the country. The project is located in Phu Yen Province of Vietnam. B.Grimm Power had acquired an 80% stake in Vietnamese firm Phu Yen TTP Joint Stock Company. Phu Yen TTP, Joint Stock Company, is involved in developing the 257 MW solar PV project.</p>
<p><a href="https://mercomindia.com/thai-vietnamese-firms-420-mw-solar-project/" target="_blank" rel="noopener noreferrer">In July 2018</a>, B.Grimm Power and Vietnam’s Xuan Cau also signed a development cooperation agreement for the 420 MW solar PV project located in Tay Ninh, south-west of Vietnam.</p>

Thailand’s B.Grimm Acquires Ray Power Supply to Develop a Solar Farm in Cambodia

<p>The Asian Development Bank (<a href="https://www.adb.org/" target="_blank" rel="noopener noreferrer">ADB</a>) has approved a $7.64 million loan to support the construction of a 100 MW solar park in Cambodia.</p>
<p>This loan is in support of the ‘National Solar Park Project’ which will help the country develop renewable energy resources, diversify its energy mix, and improve the competitiveness of its economy.</p>
<p>In addition to ADB’s loan, the financing package for the project includes an $11 million loan and a $3 million grant from the Strategic Climate Fund, specifically through the Scaling Up Renewable Energy Program.</p>
<p>Also included in it is a $500,000 technical assistance grant provided by the Republic of Korea e-Asia and Knowledge Partnership Fund to support the capacity development of Electricite du Cambodge (EDC), Cambodia&#8217;s national electricity utility, as well as the Electricity Authority of Cambodia, the national electricity regulator, in solar PV technology and solar park planning.</p>
<p>The project was prepared with the help of grants from the governments of Canada and Singapore. The National Solar Park Project will enable EDC to construct a 100 MW solar power park and other related facilities, including access roads, fencing, and drainage systems, in Kampong Chhnang Province. The project will also build a transmission system connecting to the main grid near Phnom Penh, which will allow the project to supply power to the national grid.</p>
<p>The solar power projects that will be part of the 100 MW solar park will be bid out to independent power producers in two phases, with the first phase aimed at a capacity of 60 MW. ADB’s Office of Public-Private Partnership is working as a transaction advisor to assist EDC to design and conduct an open and competitive bidding process.</p>
<p>“Having reliable, sustainable, and affordable energy sources is crucial for the economic development of a rapidly expanding country such as Cambodia,” said ADB Principal Climate Change Specialist Pradeep Tharakan.</p>
<p>“ADB’s assistance will not only help diversify Cambodia’s energy mix through solar power development but also help the country meet its greenhouse gas emissions reductions target, as per the Paris climate agreement,” added Tharakan.</p>
<p>Despite having an abundance of solar radiation, the current solar generation capacity in the country is only 10 MW. ADB’s studies show that Cambodia can add about 200 MW of solar power to the grid by 2021, using available technology and without disrupting the grid.</p>
<p>In <a href="https://mercomindia.com/cambodia-bids-60-mw-solar-project/" target="_blank" rel="noopener noreferrer">February 2019</a>, <a href="http://www.edc.com.kh/" target="_blank" rel="noopener noreferrer">Electricite du Cambodge</a> invited bids to implement a 60 MW solar project in the country’s Kampong Chhnang province through an international competitive bidding process. The <a href="https://mercomindia.com/hybrid-rooftop-floating-solar-cambodia/" target="_blank" rel="noopener noreferrer">same month</a>, Mercom also reported that Cleantech Solar would develop 10 MW of hybrid floating and rooftop solar power project for Chip Mong Insee Cement Corporation (CMIC) facility at Kampo, Cambodia.</p>

ADB to Provide $7 Million to Support a 100 MW Solar Park Project in Cambodia

<p>Cleantech Solar will develop a 10 MW of hybrid floating and rooftop solar power project for Chip Mong Insee Cement Corporation (CMIC) facility at Kampo, Cambodia.</p>
<p>Out of 10 MW solar project, 2.8 MW floating solar power project will be built on CMIC’s reservoir, and 7 MW solar project will be installed across multiple rooftops of the cement factory.</p>
<p>The project is expected to generate 297 GWh of clean energy and reduce 197,000 tons of CO<sub>2</sub> emissions during its lifetime.</p>
<p>“We are committed to be a trusted company that is both environmentally and socially responsible. Adopting solar is an important step for us to help meet our energy requirements while at the same time reduce our CO<sub>2</sub> emissions”, said Meng Leang, Chairman of Chip Mong Insee Cement Corporation.</p>
<p>Raju Shukla, founder of Cleantech Solar said, “In addition to environmental and social benefits, such as cutting emissions and promoting corporate social responsibility, the economic benefits of sourcing renewables will also include cost savings, long-term price stability and security of supply.”</p>

10 MW Hybrid Rooftop and Floating Solar Project to be Developed in Cambodia

<p><a href="http://www.edc.com.kh/" target="_blank" rel="noopener">Electricite du Cambodge</a> (EDC), an electricity utility in Cambodia has invited bids to implement a 60 MW solar project in the country’s Kampong Chhnang province through an international competitive bidding process. The project will be developed on a build own operate (BOO) basis.</p>
<p>The solar project is expected to support and boost the construction of solar photovoltaic (PV) power projects in Cambodia to help address the country&#8217;s need to expand low-cost power generation and diversify the power generation mix with an increase in the percentage of clean energy.</p>
<p>This project is in the initial phase of a 100 MW capacity solar power park, an associated substation and a transmission interconnection system to supply power to the national grid in the region.</p>
<p>The scope of work for the project includes developing, designing, financing, building, operating and maintaining the 60 MW solar energy project. The EDC will purchase the power generated from the project under a long-term power purchase agreement (PPA) to be executed between EDC and the developer. The ceiling tariff for bids is $0.076/kWh.</p>
<p>Proposals submitted are to be accompanied by an irrevocable and unconditional standby letter of credit or bank guarantee of $500,000 issued by a bank or financial institution licensed to do business in Cambodia.</p>
<p>The last day for submission of bids is May 17, 2019.</p>
