					</table><p>Real estate developer <a href="https://www.brookfieldproperties.com/en/" target="_blank" rel="noopener">Brookfield Properties</a> has said tenants in four office campuses it owns in the Delhi-NCR are sourcing 40% of their energy requirements from its 550 MW solar project in Bikaner, Rajasthan, under the interstate transmission system (ISTS) arrangement.</p>
<p>Brookfield said in a regulatory filing that the transition to solar energy will impact tenant spaces in its four office spaces in Gurugram and Noida, which total 1.4 million square feet (MSF).</p>
<p>The move is expected to reduce more than 20,000 metric tons of CO2 annually.</p>
<p>Brookfield Properties is part of Brookfield Group, which invests in renewable energy and transition assets.</p>
<p>Brookfield’s Bikaner solar power project will cater to the energy requirements of consumers in the commercial &amp; industrial (C&amp;I) segment. The equity investment for the project Bikaner was provided by Brookfield Global Transition Fund, which is focused on investments that aim to accelerate the global transition to a net-zero carbon economy while delivering risk-adjusted solid returns to investors.</p>
<p>Brookfield has invested in platforms that comprise a portfolio of over 25 GW of wind and solar assets in operation, construction, and development.</p>
<p>Explaining its decision to shift to renewable energy, the company said, “At the time we acquired Candor TechSpace, two of the Delhi properties in the Gurgaon suburb (G1 and G2) had energy demands that exceeded the grid power supplied by nearly 30%. At the time, the difference was being made up of diesel generators.</p>
<p>“While common in India, there were several reasons why we wanted to move away from this type of power supply. First, diesel generators have high maintenance costs and even higher environmental impacts &#8211; including lower efficiency and quality of power &#8211; meaning the properties frequently deal with power failures and outages due to generator fatigue. Second, there was a risk that the generators could be overused, and the system could permanently cease due to continuous use versus only being used backup power. Finally, diesel power typically costs 1.5 to 2 times that of traditional grid electricity, which was passed on to tenants,” Brookfield said.</p>
<p>The company undertook a four-year upgrade &#8211; in coordination with six local and governmental agencies &#8211; to diversify the campuses’ energy supply and reduce operating costs.</p>
<p>Brookfield Properties said it is on track to achieve 100% green power across India&#8217;s 55 MSF portfolio by 2027.</p>
<p>In May, Brookfield Asset Management and Brookfield Renewable Partners <a href="https://mercomindia.com/brookfield-microsoft-ai-demand" target="_blank" rel="noopener">signed</a> a global framework agreement with tech giant Microsoft to develop over 10.5 GW of new renewable power capacity, such as wind and solar farms, by 2030.</p>

					</table><p>The Bikaner Division — Electrical, <a href="https://nwr.indianrailways.gov.in/" target="_blank" rel="noopener">North Western Railway</a>, has issued a tender for a cumulative capacity of 2,068 kW grid-connected rooftop solar power systems at railway residential quarters.</p>
<p>The last date to submit bids is August 23, 2024. Bids will be opened on the same day.</p>
<p>Bidders must submit an earnest money deposit of ₹604,700 (~$7,215). The advertised value of the tender is ₹9.09 million (~$108,122). The project should be completed within four months.</p>
<p>The scope of work covers the supply, installation, testing, and commissioning of 2,068 kW on-grid solar projects at railway residential areas in the Bikaner Division. It also includes a wall-mounted type inverter, SPV array, module mounting structure, power conditioning unit, MPPT, controls, protections, interconnecting cables, switch gears, and the required features to improve the grid power.</p>
<p>Bidders should have a valid electrical contractor license issued by the government.</p>
<p>They should have also completed any one of the following during the last seven years –</p>
<ul>
<li>Three similar works, each costing not less than the amount equal to 30% of the tender&#8217;s advertised value</li>
<li>Two similar works, each costing not less than the amount equal to 40% of the tender&#8217;s advertised value</li>
<li>One similar work, each costing not less than the amount equal to 60% of tender&#8217;s advertised value</li>
</ul>
<p>Bidders must have a minimum average annual contractual turnover of V/N or V whichever is less; where V= advertised value of the tender in rupees and N= number of years prescribed for the completion of work. The average annual contractual turnover will be calculated as an average of total contractual payments in the previous three financial years, as per the audited balance sheet.</p>
<p>In June, the Hyderabad Division, Electrical—South Central Railway, <a href="https://www.mercomindia.com/south-central-railway-invites-bids-2-7-mw-rooftop-solar-systems" target="_blank" rel="noopener">issued</a> a tender for 2.742 MW of rooftop solar systems of different capacities at station buildings, residential buildings, and level crossings and a ground-mounted 300 kW solar project.</p>
<p>In May, the South Central Railway <a href="https://www.mercomindia.com/southern-railway-invites-bids-for-rooftop-solar-projects-in-chennai" target="_blank" rel="noopener">invited</a> bids for setting up grid-connected rooftop solar projects of a cumulative capacity of 1.55 MW at various service buildings and railway colonies in the Chennai Division.</p>

					</table><p>The International Finance Corporation (<a href="https://www.ifc.org/en/home" target="_blank" rel="noopener">IFC</a>) will partially finance a 550 MW solar power project being developed by <a href="https://www.brookfield.com/" target="_blank" rel="noopener">Brookfield Asset Management</a> in Bikaner, Rajasthan, with a $105 million investment.</p>
<p>The investment will be through long-term non-convertible debentures assigned to the project&#8217;s special purpose vehicles, which will implement the project.</p>
<p>The project will be connected to the inter-state transmission system of India&#8217;s green energy corridor.</p>
<p>Brookfield will provide commercial and industrial (C&amp;I) consumers with solar power at competitive tariffs through long-term power purchase agreements and merchant markets via power exchanges.</p>
<p>&#8220;Through our partnership with Brookfield, IFC aims to facilitate the broader uptake of clean energy by demonstrating the viability of large-scale renewable energy generation and sale to pan-India corporate and industrial clients through the interstate transmission system,&#8221; said Imad N. Fakhoury, IFC&#8217;s Regional Director for South Asia.<strong> </strong></p>
<p>&#8220;The novel procurement options underscore the role of hybrid transactions in scaling up investments in renewables, increasing market competitiveness, and offsetting the energy sector&#8217;s carbon footprint—key to achieving India&#8217;s climate goals,&#8221; he said.</p>
<p>Nawal Saini, Managing Director, Renewable Power &amp; Transition, Brookfield, said, &#8220;We are pleased to collaborate with IFC, sharing a common goal through this strategic partnership. The corporate appetite for clean energy is growing in India, with over 5 GW of renewable capacity added for the C&amp;I sector in the last 12 months alone. By leveraging our operational expertise, we plan to continue to expand our renewable and energy transition footprint in India, focusing on both state utility and C&amp;I segments in the country.&#8221; said.</p>
<p>The IFC has <a href="https://www.mercomindia.com/blended-finance-indias-transition-clean-energy-ifc" target="_blank" rel="noopener">advocated</a> the concept of blended finance to bolster India&#8217;s transition to clean energy by attracting greater private investment into impactful climate initiatives. Blended finance involves the integration of concessional funds from governments and philanthropic organizations with funds from development finance institutions such as the IFC.</p>
<p>In March, IFC <a href="https://www.mercomindia.com/grasim-secures-ifc-for-decarbonization-initiatives" target="_blank" rel="noopener">invested</a> ₹12.5 billion (~$150.3 million) in Grasim Industries to help its decarbonization initiatives.</p>


IFC Invests $105 Million in Brookfield’s 500 MW Solar Project in Rajasthan

					</table><p>Jodhpur Vidyut Vitran Nigam (<a href="https://energy.rajasthan.gov.in/jdvvnl/#/home/dptHome" target="_blank" rel="noopener">JDVVNL</a>) has floated eight tenders to install and commission  415 grid-connected solar power projects with a total capacity of 1.123 GW in various subdivisions of Bikaner District Circle under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) program for feeder-level solarization.</p>
<p>The projects will be developed under the renewable energy service company (RESCO) model.</p>
<p>The selected developers must oversee the projects’ operation and maintenance for 25 years.</p>
<p>Depending on the specific needs, the project developers must install either the 33 kV or 11 kV line to connect the solar projects with the corresponding 33/11 kV substation. This installation encompasses the establishment of the bay, breakers, and metering system at the substation.</p>
<p>The estimated project cost is ₹35 million (~$420,529)/MW.</p>
<p>Bidders must submit ₹100,000 (~$1,202)/MW of the quoted capacity as an earnest money deposit for all the tenders.</p>
<p>Successful bidders must furnish ₹500,000 (~$6,008)/MW of the allotted capacity as a performance bank guarantee.</p>
<p>A power purchase agreement (PPA) for 25 years at the levelized tariff approved by the <a href="https://rerc.rajasthan.gov.in/" target="_blank" rel="noopener">Rajasthan Electricity Regulatory Commission</a> will be executed between the selected bidder and Rajasthan Urja Vikas Nigam (<a href="https://energy.rajasthan.gov.in/ruvks/#/home/dptHome" target="_blank" rel="noopener">RUVNL</a>) within seven days of the submission of the performance bank guarantee.</p>
<p>The projects must be commissioned within nine months of signing the PPA.</p>
<p>For landowners, farmers, and individuals possessing land for the project, a declaration confirming ownership of assets valued at a minimum of 20% of the total cost of the quoted capacity must be provided.</p>
<p>To qualify for the tenders, bidders must demonstrate a minimum average annual turnover of at least 30% of the total cost of the quoted capacity over the last three financial years.</p>
<p>Only well-established and currently operational technologies will be considered to minimize technological risks and ensure the project’s timely completion.</p>
<p>JDVVNL has mandated the use of domestically manufactured modules that are included in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.</p>
<p>For any delay in payment of monthly bills by RUVNL beyond its due date, a late payment surcharge will be payable to the solar power generator at the rate of 1.25% per month on the outstanding amount calculated on a day-to-day basis.</p>
<p>The selected bidder should provide a minimum generation guarantee corresponding to a capacity utilization factor of 19% with respect to the AC capacity of the solar projects.</p>
<p><strong>Tender for 193.64 MW </strong></p>
<p>JDVVNL has invited bids for installing and commissioning 69 grid-connected solar power projects with a total capacity of 193.64 MW in the Bajju, Deshnok, and Kolayat subdivisions.</p>
<p>The last date to submit the bids is December 4, 2023. Bids will be opened on December 6.</p>
<p><strong>Tender for 117.96 MW </strong></p>
<p>JDVVNL has issued a tender for installing and commissioning 41 grid-connected solar power projects with a total capacity of 117.96 MW in the Loonkaransar and Rural Bikaner subdivisions.</p>
<p>The last date to submit the bids is December 6, 2023. Bids will be opened on December 8.</p>
<p><strong>Tender for 140.98 MW </strong></p>
<p>Under this tender, bids have been invited for installing and commissioning 49 grid-connected solar power projects with a total capacity of 140.98 MW in the Napasar subdivision.</p>
<p>The last date to submit the bids is December 11, 2023. Bids will be opened on December 13.</p>
<p><strong>Tender for 117.3 MW </strong></p>
<p>Bids have been invited for installing and commissioning 49 grid-connected solar power projects with a total capacity of 117.3 MW in the Chhatargarh and Khajuwala subdivisions.</p>
<p>The last date to submit the bids is December 13, 2023. Bids will be opened on December 15.</p>
<p><strong>Tender for 129.26 MW </strong></p>
<p>JDVVNL has issued a tender for installing and commissioning 49 grid-connected solar power projects with a total capacity of 129.26 MW in the Jasrasar and Nokha subdivisions.</p>
<p>The last date to submit the bids is December 18, 2023. Bids will be opened on December 20.</p>
<p><strong>Tender for 125.76 MW </strong></p>
<p>JDVVNL has floated a tender for installing and commissioning 46 grid-connected solar power projects with a total capacity of 125.76 MW in the Rural Nokh subdivision.</p>
<p>The last date to submit the bids is December 20, 2023. Bids will be opened on December 22.</p>
<p><strong>Tender for 131.28 MW </strong></p>
<p>Bids have been invited for installing and commissioning 50 grid-connected solar power projects with a total capacity of 131.28 MW in the Upani subdivision.</p>
<p>The last date to submit the bids is December 22, 2023. Bids will be opened on December 27.</p>
<p><strong>Tender for 166.38 MW </strong></p>
<p>JDVVNL has floated a tender for installing and commissioning 62 grid-connected solar power projects with a total capacity of 166.38 MW in the Sri Dungargarh-II subdivision.</p>
<p>The last date to submit the bids is December 27, 2023. Bids will be opened on December 29.</p>
<p>Recently, JDVVNL <a href="https://www.mercomindia.com/jodhpur-discom-150-mw-solar-kusum" target="_blank" rel="noopener">invited</a> bids to develop 66 solar power projects with an aggregate capacity of 150.26 MW under Component-C of the KUSUM program in Bawari and Hatundi subdivisions of Mathania Division under Jodhpur Circle.</p>
<p>Earlier, JDVVNL had <a href="https://www.mercomindia.com/jodhpur-tenders-1-5-gw-solar-projects-kusum" target="_blank" rel="noopener">floated</a> eight tenders for installing and commissioning 562 grid-connected solar power projects with a total capacity of 1.515 GW in various subdivisions of Jodhpur District Circle under the KUSUM program.</p>

					</table><p>Jodhpur Vidyut Vitran Nigam (<a href="https://energy.rajasthan.gov.in/jdvvnl/#/home/dptHome" target="_blank" rel="noopener">JDVVNL</a>) has floated two tenders to develop 65.96 MW solar power projects across its different subdivisions in Bikaner under the Component C of the Pradhan Mantri Kisan Urja Suraksha Evam Utthan Mahabhiyan (PM-KUSUM) program for feeder level solarization.</p>
<p>The two tenders include 34.24 MW solar power projects across Khajuwala and Chattargarh subdivisions of Khajuwala Division under Bikaner (DC) circle and 31.72 MW solar power projects in Bajju, Lunkaransar, and rural Bikaner subdivisions of DD-I Bikaner and DD-II Bikaner division under the Bikaner (DC) circle.</p>
<p>The scope of work involves planning, surveying, supplying, installing, testing, initiating, and maintaining the projects for 25 years under the Renewable Energy Service Company (RESCO) model.</p>
<p>It also includes establishing 33 kV or 11 kV lines to connect the project to various 33/11 kV substations and implementing a remote monitoring system (RMS).</p>
<p>The last date for the submission of bids is September 26, 2023. Bids will be opened on September 29.</p>
<p>The estimated cost of the projects under each of the tenders is ₹35 million (~$420,790)/ MW.</p>
<p>Bidders must submit ₹100,000 (~$1,202)/ MW of the quoted capacity as an earnest money deposit.</p>
<p>The successful bidder must submit a performance bank guarantee (PBG) of ₹500,000 (~$6,010)/per MW of the allotted capacity.</p>
<p>A power purchase agreement is to be signed between the chosen bidders and the buyer &#8211; Rajasthan Urja Vikas Nigam Limited (<a href="https://energy.rajasthan.gov.in/ruvks/" target="_blank" rel="noopener">RUVNL</a>), within seven days of submitting the PBG, covering a 25-year duration and based on the tariff set by the Rajasthan Electricity Regulatory Commission (<a href="https://rerc.rajasthan.gov.in/" target="_blank" rel="noopener">RERC</a>).</p>
<p>The project must be commissioned within nine months of signing the PPA, followed by operation and maintenance for 25 years.</p>
<p>Individuals who own land, farmers, or any individuals possessing suitable land for the project as the sole bidder must furnish an affidavit certifying ownership of movable and immovable assets amounting to at least 20% of the total cost of the quoted capacity by the bidder.</p>
<p>Other entities, such as firms, must demonstrate a minimum annual average turnover equivalent to 30% of the total quoted capacity cost during the last three financial years.</p>
<p>Earlier, JDVVNL had <a href="https://www.mercomindia.com/rajasthan-bids-295-mw-solar-projects-kusum" target="_blank" rel="noopener">floated</a> three tenders for installing and commissioning 108 grid-connected solar power projects with a total capacity of 295.32 MW in various subdivisions of Hanumangarh Circle under Component C of the PM-KUSUM program for feeder-level solarization.</p>
