					</table><p>Arunachal Pradesh Energy Development Agency (<a href="https://apeda.nic.in/" target="_blank" rel="noopener">APEDA</a>) has invited bids to commission 500 DC solar water pumping systems of 2 HP to 7.5 HP capacity at various locations in the state under the Component B of Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM KUSUM) program.</p>
<p>The systems should carry a warranty and include annual maintenance contracts for five years.</p>
<p>The project’s estimated cost is ₹173.95 million (~$2.09 million).</p>
<p>The pumps must be commissioned within 120 days of receiving the work order.</p>
<p>The last day to submit the bids is February 23, 2024. Bids will be opened on the same day.</p>
<p>The quantity and capacity of the pumps required are as follows:</p>
<ul>
<li>120 units of 2 HP surface pumps</li>
<li>63 units of 2 HP submersible pumps</li>
<li>160 units of 3 HP surface pumps</li>
<li>77 units of 3 HP submersible pumps</li>
<li>35 units of 5 HP surface pumps</li>
<li>35 units of 5 HP submersible pumps</li>
<li>5 units of 7.5 HP surface pumps</li>
<li>5 units of 7.5 HP submersible pumps</li>
</ul>
<p>Bidders must submit tender fees of ₹5,000 (~$60) and earnest money deposit of ₹3.47 million (~$41,785).</p>
<p>Selected bidders should submit 10% of the total contract value as performance security within 15 days of the issue of the letter of intent.</p>
<p>Bidders must have supplied and installed either 100 solar pumps in the north-eastern states or 500 solar water pumps in any other Indian state to any central government, state government, public sector undertakings, or government agencies within the last three years.</p>
<p>Pump manufacturers must submit documentary evidence such as work completion certificates, award letters, or work orders for supplying solar water pumps to successful bidders who secured contracts through a tender process from either the state or central government.</p>
<p>Bidders must have a minimum cumulative turnover equivalent to the project’s estimated cost during the last three years.</p>
<p>They must submit the latest technical performance test certificate for solar modules, pumps, pump controllers, and connecting cables.</p>
<p>Bidders must have a service center either in Arunachal Pradesh or the nearest place in Assam to attend to the complaints immediately.</p>
<p>If a complaint is not rectified within five days from the date of complaint received, a penalty of ₹500 (~$6)/ pump/ day will be imposed for the first three days, and after that ₹1,000 (~$12)/ pump/ day will be imposed till the pump is put back to satisfactory working condition. This amount will be recovered from the running bills of the bidder.</p>
<p>The pumps should be operated with a solar module array of a minimum capacity of 900 Wp to 22,500 Wp. The power output of individual modules in the array should be at least 300 Wp.</p>
<p>The modules must be warranted for output wattage, which should not be less than 90% of the rated wattage at the end of 10 years and 80% at the end of 25 years.</p>
<p>In September, the Odisha Renewable Energy Development Agency <a href="https://www.mercomindia.com/odisha-seeks-pumps-under-kusum-program/" target="_blank" rel="noopener">invited</a> bids for commissioning off-grid solar water pumping systems of 1 HP -7.5 HP capacities.</p>

Arunachal Pradesh Invites Bids to Commission 500 Solar Water Pumps

<p>The Arunachal Pradesh Energy Development Agency (APEDA) has introduced a tender for over 1 MW of off-grid solar photovoltaic (PV) projects to be installed in the state. Through this tender, 46 off-grid solar systems of capacity 25 kW each will be set up across the state.</p>
<p>The bid submission deadline is July 5, 2019, with the entire capacity divided into four packages. Packages 1,2, and 3 consists of 12 off-grid solar PV projects of 25 kW each and the fourth package consists of 10 off-grid solar PV projects of 25 kW each.</p>
<p>When contacted, an Arunachal Pradesh Energy Development Agency (APEDA) official informed that a single bidder could bid for a maximum of two packages. As these off-grid solar PV projects will be set up on government buildings across Arunachal Pradesh, they will also receive a central government subsidy.</p>
<p>The scope of work includes the design, manufacture, supply, installation, testing, and commissioning of the off-grid solar PV projects. The successful bidder will also be responsible for the maintenance of the off-grid solar PV projects for five years.</p>
<p>In states like Arunachal Pradesh and Jharkhand, where the terrain is tough for developing large-scale solar PV projects, off-grid solar systems is a feasible option. <a href="https://mercomindia.com/maharashtra-ep-solar-tender-offgrid/" target="_blank" rel="noopener noreferrer">Recently</a>, the Maharashtra Energy Development Agency (<a href="https://www.mahaurja.com/meda/" target="_blank" rel="noopener noreferrer">MEDA</a>) also issued a tender for 4,664 kW of off-grid solar PV projects to be developed across the state.</p>
<p>Recently, Minister for Power, R.K. Singh, informed the Lok Sabha that so far, solar microgrids of 2299.2 kW aggregate capacity have been installed in 73 villages of the country with financial support. Singh also informed the members that under the ‘Solar Off-Grid and Decentralized Applications Program,’ the ministry has provided financial support of nearly 30% of the cost for the installations in rural areas of the country.</p>

Arunachal Pradesh Floats Tender for Over 1 MW of Off-Grid Solar Projects

<p>The Solar Energy Corporation of India (SECI) has <a href="http://seci.gov.in/upload/files/what_new/news/583d85e0b979dNewMicrosoftWordDocument.pdf" target="_blank" rel="noopener noreferrer">invited</a> a global tender on behalf of Arunachal Pradesh Energy Development Agency (APEDA) to electrify 1,058 off-grid villages in the state by installing 300 Wp solar power packs. The project will be developed under the <a href="http://www.ddugjy.gov.in/mis/portal/index.jsp" target="_blank" rel="noopener noreferrer">Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY)</a>, a Government of India program aimed at empowering power projects and providing continuous power supply to rural India. SECI has mandated a six-month period for project completion, starting from the date the project is awarded. The developer offering the lowest rate(s) (L1) will be the successful bidder. A total of 16,000 solar power packs of 300 Wp will be installed.</p>
<p>The scope of work includes, site survey, planning, design, engineering, assembly manufacturing, testing, supply, loading, transportation, unloading, insurance, delivery at site, handling, storage, installation, testing and commissioning, including operation &amp; maintenance of the system for five years and documentation of all items/materials required to complete the electrification work.</p>
<p>The successful bidders, who execute the agreement with SECI for the work, will have to furnish a security deposit equivalent to 10 percent of the total value of the contract in the form of a performance bank guarantee valid for a period of 60 months from the date of issuance of Letter of Award. The SECI has reserved the right at the time of awarding the contract to increase or decrease the quantity up to +/- 15 percent of goods and locations of supply without any change in price or other terms and conditions.</p>
<p>The SECI has also put forth guidelines regarding the payment to the developers:</p>
<p>The initial 80 percent of the value of work done will be paid after it is duly certified by the concerned village head or any other authorized person nominated by SECI that the solar power packs have been installed.</p>
<ul>
<li>Out of the remaining 20 percent, 10 percent of the value of work done will be paid after establishing of service center(s) in each district of Arunachal Pradesh in which solar power packs and street lighting systems are installed and commissioned.</li>
<li>The balance 10 percent payment will be released at the rate of 2 percent at the end of each year for five years, on satisfactory performance and timely submission of quarterly performance report. However, this can be released immediately after installation and commissioning of the system against bank guarantee of 2 percent each valid for the first, second, third, fourth and fifth years.</li>
</ul>
<p>“Arunachal Pradesh has very tough terrain and it is hard to install grid-connected solar. These solar power packs are the solution as they are both power-efficient and cost-efficient. The government will not have to spend on grid-connectivity and transmission. It will also lead to these villages becoming power-independent to an extent,” commented a SECI official.</p>
