					</table>Solar Energy Corporation of India (<a href="https://www.seci.co.in/" target="_blank" rel="noopener">SECI</a>) has invited bids to select an agency for conducting a geotechnical study and topography survey for a solar power project at the Mithakari site in South Andaman.
The geotechnical investigation will be carried out to provide the designer with sufficiently accurate information about the substrata profile and relevant parameters at the site based on which the foundation for the solar power project and other associated facilities will be designed.
A topographical survey will be conducted to assess the site topography and preparation of contour maps for further usage in designing the solar power project’s layout.
The last date to submit the bids is August 4, 2023. Bids will be opened on the same day.
Bidders must submit ₹40,000 (~$487.45) as an earnest money deposit.
Within 30 days from the issuance of the notification of award, the successful bidder must furnish an unconditional and irrevocable contract performance security which should be 5% of the contract value and should be valid up to seven months from the date of signing of the contract agreement.
The project must be completed within four months of signing the contract agreement.
To be eligible, the bidder should be accredited by the National Accreditation Board for Testing and Calibration Laboratories (NABL). Also, they should have at least three years of experience providing similar services to the central government, state governments, public sector undertakings, nationalized banks, or reputed organizations.
Further, the bidder should have completed one similar work costing not less than ₹1.51 million (~$18,401), or two similar projects, each costing not less than ₹944,000 (~$11,504), or three similar works, each costing not less than ₹755,000 (~$9,201).
Out of the similar projects undertaken by the contractor, at least one should have been for the central government, state government, autonomous bodies, or public sector undertaking.
They should have among their clients reputed institutes, centers, or corporates in the public or private sector for whom they have been providing similar services.
The minimum average annual turnover of the bidder should be at least ₹755,000 (~$9,201) during the last three financial years.
Also, the net worth of the bidder for the last financial year should be positive.
The bidder should have a minimum working capital of ₹472,000 (~$5,752). If the bidder’s working capital is inadequate, the bidder should have a letter from the lending bank confirming the availability of a line of credit for an amount equal to or greater than ₹472,000 (~$5,752).
In 2020, SECI had <a href="https://www.mercomindia.com/seci-announces-4-mw-floating-solar-battery-energy-storage-andaman" target="_blank" rel="noopener">issued</a> a Request for Selection (RfS) for setting up 4 MW of grid-connected floating solar projects in northern Andaman.

SECI Floats Tender to Conduct Geotechnical Study for Solar Project in Andaman

<a href="http://www.jakson.com/" target="_blank" rel="noopener">Jakson Group</a> emerged as the winner in NTPC’s auction for the comprehensive operations and maintenance (O&amp;M) of a 250 MW solar project in Andhra Pradesh and a 5 MW solar project in Andaman and Nicobar Islands.
Jakson Group will monitor the site for preventive and corrective maintenance issues, including project performance and regular upkeep of various project components and equipment, warranty claims, spare parts inventory, and other onsite ground services.
NTPC had <a href="https://mercomindia.com/ntpc-tender-maintenance-255-mw-solar-projects/" target="_blank" rel="noopener">issued</a> the tender for O&amp;M for the 250 MW solar project in Andhra Pradesh and a 5 MW solar project in Andaman and Nicobar Islands in February 2022.
The company said it will commence the operations and maintenance services on June 1, 2022, for the 250 MW Andhra project and from December 1, 2022, for the 5 MW Andaman project. The O&amp;M contract is for three years.
The 250 MW Ananthapuram Ultra Mega Solar Power Project is spread across 1298.27 acres at NP Kunta Solar Park in the Satya Sai district of Andhra Pradesh. The project was commissioned in May 2016. The 5 MW grid-connected solar project is covered over 25 acres at Garacharma in Port Blair, Andaman and Nicobar. The project was commissioned in April 2013.
Jakson Solar <a href="https://mercomindia.com/tata-power-solar-fourth-partner-sunsure-leading-rooftop-solar-2021/" target="_blank" rel="noopener">emerged</a> as one of the top solar rooftop solar companies in India in the calendar year 2021, according to Mercom’s recently released <a href="https://mercomindia.com/product/mercoms-india-solar-market-leaderboard-2022-market-shares-and-profiles/" target="_blank" rel="noopener">India Solar Market Leaderboard 2022</a>.
Jakson Group recently <a href="https://mercomindia.com/jakson-wins-ntpcs-om-tender/" target="_blank" rel="noopener">won</a> NTPC Limited’s auction for O&amp;M of the 260 MW solar project at the Bhadla Solar Park in Rajasthan. The company said it will commence the three-year operations and maintenance service on May 13, 2022.
Jakson Group was one of the winners in NTPC‘s <a href="https://mercomindia.com/lt-amara-raja-jakson-winners-bos-auction/" target="_blank" rel="noopener">auction</a> for a balance of systems package for the 735 (3*245) MW Nokh solar project in Rajasthan. It quoted the lowest bid of ₹17.86 million (~$238,333) to provide a balance of systems package for the third block of 245 MW.
The company is present across the solar value chain, manufacturing solar modules, providing rooftop solar solutions, utility-scale EPC, or having company-owned IPPs. Jakson&#8217;s O&amp;M business has a strong presence in more than 16 states, and its portfolio has grown up to 1.6 GW in 2022.
According to Mercom’s <a href="https://mercomindia.com/product/india-solar-tender-tracker/" target="_blank" rel="noopener">India Solar Tender Tracker</a>, NTPC has floated O&amp;M tenders for 930 MW solar power projects.

Jakson Wins NTPC’s O&M Tender for 255 MW of Solar Projects

<a href="https://www.ntpc.co.in/" target="_blank" rel="noopener">NTPC Limited</a> has invited bids for the comprehensive maintenance of the 250 MW solar project at Ananthapuram in Andhra Pradesh and the 5 MW solar power project in Andaman for three years.
NTPC intends to finance the contract package through domestic commercial borrowings or own sources.
The last date to submit the bids is March 1, 2022. Bids will be opened on March 3.
Interested bidders will have to submit an amount of ₹5 million (~$66,299) as an earnest money deposit. The contract period is 36 months.
To participate in the bidding process, the bidder should have executed a contract for installation and commissioning of at least one grid-connected solar power project of 150 MW or above capacity during the last seven years as on the bid opening date.
Alternatively, the bidder should have executed a contract for operation &amp; maintenance of at least one grid-connected solar power project of 150 MW or above capacity for at least one year during the last seven years as on the bid opening date.
The average annual turnover of the bidder should not be less than ₹163.2 million (~$2.16 million) during the last three financial years as of the bid submission date.
Also, the bidder’s net worth should not be less than 100% of the paid-up share capital as on the last day of the preceding financial year.
If the bidder does not satisfy the financial criteria on its own, its holding company would be required to meet the stipulated turnover requirements.
NTPC has stated that only Class-I local suppliers can participate in this tender. The local content requirement to categorize a bidder as a ‘Class-I local supplier’ is a minimum of 50%.
Any bidder from a country that shares a land border with India as specified in the bidding document will be eligible to bid in this tender only if the bidder is registered with the competent authority.
Last December, NTPC <a href="https://mercomindia.com/ntpc-floats-om-tender-260-mw-solar-projects-rajasthan/" target="_blank" rel="noopener">invited</a> bids for the comprehensive O&amp;M of its 260 MW solar project at the Bhadla Solar Park in Rajasthan for three years.
Earlier, NTPC had <a href="https://mercomindia.com/ntpc-om-tender-15-mw-solar-project-madhya-pradesh/" target="_blank" rel="noopener">invited</a> bids for the O&amp;M of a 15 MW solar power project at Jayant, Singrauli in Madhya Pradesh.
According to Mercom’s <a href="https://mercomindia.com/product/india-solar-tender-tracker/" target="_blank" rel="noopener">India Solar Tender Tracker</a>, NTPC has so far floated O&amp;M tenders for 315 MW of solar power projects.

NTPC Floats Tender for Maintenance for 255 MW of Solar Projects

The Energy Efficiency Services Limited (<a href="https://www.eeslindia.org/" target="_blank" rel="noopener noreferrer">EESL</a>) has invited bids for 7.5 MW of rooftop solar projects on various government buildings in the union territory of Andaman.
Besides the design, supply, construction, erection, testing, and commissioning of the projects, the successful bidders will also have to take care of the operation and maintenance services for ten years.
The last date for the submission of bids is October 20, 2020, and the pre-bid meeting will take place on September 29, 2020.
The tender has been divided into two lots. Lot 1 covers northern Andaman with a cumulative capacity of 2.68 MW, and Lot 2 covers middle Andaman with a total capacity of 4.7 MW.
Interested bidders will have to submit an amount of ₹3.3 million (~$44,860) for Lot 1 and ₹5.8 million (~$78,845) for Lot 2 as the earnest money deposit (EMD).
As per the tender document, preference will be given to micro and small enterprises (MSEs), with 25% of the total quantity of the tender being earmarked for MSEs. Out of the 25% target of annual procurement from MSEs, 4% and 3% will be reserved for procurement from MSEs owned by SC/ST entrepreneurs and women entrepreneurs.
To take part in the bidding process, the bidder should be three years old as on the date of the publication of the tender. To participate in Lot 1, the bidder should have completed one work order of 2.1 MW or two work orders of 1.3 MW each, or three work orders of 1 MW each.
For participation in Lot 2, the bidder should have completed one work order of 3.8 MW, or two of 2.3 MW each, or three work orders of at least 1.9 MW each. The bidder should submit a satisfactory performance record of at least a 50 kW project in the last six months.
Regarding the financial criteria, the average annual turnover of the bidder for participating in Lot 1 should be ₹49.6 million (~$674,262) and ₹88 million (~$1.19 million) for Lot 2 in the previous three financial years.
The bidder should be profitable in any two out of the last three financial years. The net worth of the bidders on the last day of the preceding financial year should not be less than 100% of the paid-up share capital.
The bidder will have to procure 100% of solar modules and 40% of other components like inverters and others from domestic manufacturers only. Only those bidders who comply with the minimum local content requirement will be allowed to participate in the bidding process.
In August this year, EESL <a href="https://mercomindia.com/eesl-tender-solar-projects-maharashtra/" target="_blank" rel="noopener noreferrer">issued</a> a tender for 279 MW of solar projects across Maharashtra. The project will be partially funded through the corpus India has received from KFW, the German state-owned development bank.
Earlier, EESL had <a href="https://mercomindia.com/eesl-empanel-consultants-solar-projects/" target="_blank" rel="noopener noreferrer">invited</a> bids to empanel consultants for a detailed project report for solar power projects in West Bengal, Bihar, Jharkhand, and northeastern states of India.
Previously, Mercom had <a href="https://mercomindia.com/eesl-empanel-consultants-solar-projects/" target="_blank" rel="noopener noreferrer">reported</a> that EESL had issued a tender for 20 MW of grid-connected rooftop solar power projects. The rooftop projects will be installed atop various buildings in Andhra Pradesh.

EESL’s Tender for 7.5 MW of Rooftop Solar on Government Buildings in Andaman

The Solar Energy Corporation of India (<a href="https://www.seci.co.in/" target="_blank" rel="noopener noreferrer">SECI</a>) has once again extended the deadline for its 4 MW floating solar project tender with 2 MW/1MWh battery energy storage system (BESS). The projects are slated to be developed at the Kalpong dam in North Andaman’s Diglipur.
The last date for the submission of bids has been extended to June 30, 2020, and the techno-commercial bid opening will be held on July 03, 2020. The earlier date for the submission of bids was set for June 15, 2020. SECI had <a href="https://mercomindia.com/seci-extends-bidding-deadline-andaman/" target="_blank" rel="noopener noreferrer">extended</a> the bid submission deadline to June 15, 2020, from May 18, 2020, set previously.
This is not the first time SECI extended the bid submission deadline for the project. It had earlier <a href="https://mercomindia.com/seci-extends-deadline-solar-battery-storage/" target="_blank" rel="noopener noreferrer">extended</a> the deadline for the project to May 18, 2020, from May 4, 2020. Before that, it had <a href="https://mercomindia.com/seci-extends-deadline-to-submit-bids/" target="_blank" rel="noopener noreferrer">revised</a> the deadline from February 13, 2020, to May 4, 2020.
In January this year, SECI had <a href="https://mercomindia.com/seci-announces-4-mw-floating-solar-battery-energy-storage-andaman/" target="_blank" rel="noopener noreferrer">issued</a> a request for selection for the setting up of 4 MW of grid-connected floating solar power projects at the Kalpong dam. The projects will be developed on a build-own-operate basis. The interested bidders must pay ₹5.4 million (~$76,243.9) as the earnest money deposit. The maximum tariff payable to the developer has been set at ₹8 (~$0.11)/kWh for 25 years. This is inclusive of all statutory taxes, duties, levies, and cess applicable currently.
According to the tender documents, interested bidders are permitted to submit a single bid for the project. The projects are to be designed for interconnection with the nearest electricity department at a voltage level of 33 kV. The selected bidder will be expected to allocate an annual capacity utilization factor, not less than 17%.
Recently, SECI also once again <a href="https://mercomindia.com/another-bidding-deadline-solar-projects-telangana/" target="_blank" rel="noopener noreferrer">extended</a> the bid submission deadline for three projects in Telangana. The deadlines were extended for the 34 MW (AC) ground-based, 32 MW (AC) overburden dump based, and 15 MW (AC) floating solar power projects to be developed at the Singareni Collieries Company Limited (<a href="https://scclmines.com/scclnew/index.asp" target="_blank" rel="noopener noreferrer">SCCL</a>) in Telangana.
Previously, it <a href="https://mercomindia.com/seci-floating-solar-lakshadweep-battery-storage/" target="_blank" rel="noopener noreferrer">notified</a> an extension in the bid submission deadline for a 20 MW (AC) floating solar PV power project with 60 MWh BESS at the union territory of Lakshadweep. The scope of work for the project included the design, engineering, supply, construction, testing, and commissioning of the 20 MW floating solar PV power project with 60 MWh BESS.

Another Bidding Extension for 4 MW Andaman Floating Solar Project with Energy Storage

The Solar Energy Corporation of India (<a href="https://seci.co.in/">SECI</a>) has extended the last date submit bids for 4 MW of grid-connected floating solar power projects with 2 MW of battery energy storage systems (BESS). The projects will be developed at Kalpong Dam, Diglipur, North Andaman. The new deadline is May 4, 2020.
SECI also added that the techno-commercial bid opening would be carried out starting May 7, 2020. It had initially been issued the <a href="https://mercomindia.com/seci-announces-4-mw-floating-solar-battery-energy-storage-andaman/" target="_blank" rel="noopener noreferrer">request for selection (RfS) documents</a> for these projects in January, with the bid submission deadline on February 13, 2020.
The scope of work includes the design, engineering, manufacture, dispatch, transportation, and storage of all equipment and materials such as the adequate capacity of solar PV modules with suitable ratings. The solar modules must qualify for the latest edition of the IEC (International Electrotechnical Commission) qualification test or an equivalent by the Bureau of Indian Standards (BIS) standards.
Interested bidders are expected to pay ₹5.4 million (₹71,194). The projects will be developed on a build-operate-own (BOO) basis. SECI also set the maximum tariff payable to the developer at ₹8 (0.105)/kWh for 25 years, inclusive of all statutory taxes, duties, levies, and cess applicable currently.
SECI also stated that the project should achieve financial closure within a year from the effective date of the power purchase agreement (PPA). The timeline for the scheduled commissioning of the project is 18 months. In case of a delay in commissioning beyond 24 months, the total performance bank guarantee will be encashed by the agency.
Under the RfS, SECI had proposed to promote only commercially established, and operational technologies to minimize the technology risk and to achieve the timely commissioning of the project and expects the successful bidder to confirm the selection of technology at the time of financial closure.
Recently, Mercom <a href="https://mercomindia.com/seci-issues-tender-15-mw-floating-solar/" target="_blank" rel="noopener noreferrer">reported</a> that the Solar Energy Corporation of India invited bids for 15 MW of floating solar projects at Singareni Collieries Company Limited (SCCL) in the state of Telangana. The projects will be implemented at two different sites – a 10 MW project at the STPP storage reservoir, and a 5 MW system at the Dorli site on the SCCL premises.
Earlier, the Kerala State Electricity Board Limited (KSEB) <a href="https://mercomindia.com/kerala-floating-solar-wind-projects/" target="_blank" rel="noopener noreferrer">approved</a> 50 MW of floating solar power projects at Kollam district under the Ultra Mega Renewable Energy Power Parks (UMREPP) program of the Ministry of New and Renewable Energy (MNRE). It has also agreed to take up 72 MW of wind power projects in Palakkad district by the National Hydroelectric Power Corporation (NHPC).
In the recent past, there have been several tender announcements for floating solar projects across states and union territories. According to Mercom’s <a href="https://mercomindia.com/product/india-solar-project-tracker/" target="_blank" rel="noopener noreferrer">India Solar Project Tracker</a>, over 400 MW of floating solar projects are currently under the development pipeline across India.

SECI Extends Deadline to Submit Bids for 4 MW Floating Solar Project With Battery Storage

There has been a steady uptick in solar plus storage tenders in India lately. The Rajasthan Electronics and Instruments Limited (<a href="http://www.reiljp.com/indexE.html" target="_blank" rel="noopener noreferrer">REIL</a>), a public-sector enterprise operating in the electronics, information technology, and renewable energy segment, is the latest government agency to issue a tender to set up 1.7 MW of solar photovoltaic (PV) projects with battery energy storage system (BESS) in Andaman and Nicobar islands.
This is an engineering procurement construction (EPC) tender, and the bid-submission deadline is May 4, 2019. A pre-bid meeting will be held on April 10, 2019. Bidders are required to pay bid security of ₹5 million (~$0.072 million).
The projects will be developed on a turnkey basis. The scope of work includes the design, engineering, procurement, supply, packing, forwarding, transportation, unloading, storage at the site, site development, construction, erection, installation of equipment, testing and commissioning along with the associated transmission system.
A 1 MW solar PV project with 0.5 MW/0.5 MWh (at the point of coupling) BESS will be set up in Havelock Island while another 0.7 MW solar PV project with 0.5 MW/0.5 MWh (at the point of coupling) BESS will be set up in Neil Island.
The successful bidder will need to provide ten years of operation and maintenance services. The selected contractor will also have to install and set up the communication infrastructure to provide telemetry data to the state load dispatch center (SLDC).
The bidder needs to also install and set up an ‘Energy Forecasting System’ to forecast the energy generation by the project at both of the locations on the island. The successful bidder will have to run the project for one year after commissioning for performance demonstration for the final acceptance. After that, the 10-year operation and maintenance contract will begin.
Solar, coupled with battery energy storage, is gaining traction in the country. <a href="https://mercomindia.com/seci-tenders-14-mw-solar-42-mw-bess/" target="_blank" rel="noopener noreferrer">For instance</a>, the Solar Energy Corporation of India (<a href="http://seci.co.in/" target="_blank" rel="noopener noreferrer">SECI</a>) has recently issued a tender for setting up 14 MW of solar power projects with 42 MWh battery energy storage system (7MW/21MWh each) in Leh and Kargil division. Both Leh and Kargil will have a 7 MW solar project with battery storage of 21 MWh each.

Tender Issued for 1.7 MW of Solar with Battery Energy Storage in Andaman and Nicobar

Neyveli Lignite Corporation (<a href="https://www.nlcindia.com/new_website/index.htm" target="_blank" rel="noopener">NLC</a>) India has tendered 20 MW of grid-connected solar photovoltaic (PV) project with Battery Energy Storage System (BESS) to be developed on the island of Andaman &amp; Nicobar.
The bid-submission deadline is March 27, 2018.
Mercom had <a href="https://mercomindia.com/nlc-scraps-20mw-bess-auction/" target="_blank" rel="noopener">previously reported</a> that NLC India had scrapped the auction of 20 MW solar with BESS that was conducted by it in October 2017.
The capacity tendered comprises two projects of 10 MW each with 8 MWh BESS. While one 10 MW project will be developed at Attam Pahad, the other will be developed at Dolly Gunj of the island.
The scope of work includes the design, engineering, manufacture, inspection, supply, insurance, transport, storage, installation, testing and commissioning of the projects.
The successful developer will also be required to provide warranty of one year as well as the Operation and Maintenance (O&amp;M) services for a 10-year period after the end of the warranty period.
The estimated project completion timeframe is 18 months from the date of award of contract. This is a global tender and NLC India has fixed ₹16.3 million (~$249,506) as the Earnest Money Deposit (EMD) for this tender. The pre-bid meeting date is March 14, 2018.
An NLC India official told Mercom, “Last month, we had scrapped the previously auctioned 20 MW solar with 28 MWh BESS. This new tender is for the same solar capacity but with different BESS capacity.”
According to Mercom’s <a href="https://mercomindia.com/product/india-solar-project-tracker/" target="_blank" rel="noopener">India Solar Project Tracker</a>, NLC India has installed solar capacity of 140 MW and a solar project pipeline of 1.2 GW.
In the <a href="https://mercomindia.com/mahindra-susten-lowest-l1-bidder-nlc-india-bess-auction/" target="_blank" rel="noopener">previous auction</a>, Mahindra Susten had emerged as the lowest bidder by quoting a project cost of ₹2.988 billion (~$45.6 million) to develop the 20 MW solar project along with the required BESS of 28 MWh.
