SJVN Invites Bids for 1.2 GW ISTS-Connected Wind-Solar Hybrid Projects

SJVN has invited bids to select developers to set up 1,200 MW of Interstate Transmission System (ISTS)-connected wind-solar hybrid power projects in India.

The last date for submitting bids is August 28, 2024. Bids will be opened on August 30.

Bidders have to submit ₹29,500 (~$353) as the cost of the tender document and ₹1.5 million (~$17,955) +18% GST as the bid processing fee.

They must submit an earnest money deposit of ₹1.22 million (~$14,603)/MW of the quoted capacity.

SJVN will engage in a power purchase agreement with successful bidders to procure power for 25 years. The power obtained from these projects by SJVN is intended for sale to various entities within India.

It will facilitate power procurement from hybrid power developers or generators and sell this power to buying entities as an intermediary procurer.

The implementation of these projects does not foresee any separate central financial assistance.

Bidders must offer a minimum power quantum of 50 MW or more for projects connected to ISTS. It is a prerequisite that the rated power capacity of one resource (wind or solar) constitutes at least 33% of the total contracted capacity, with a maximum power quantum of 400 MW.

Each bidder, along with its parent, affiliate, ultimate parent, or any group company, must submit a single bid offering a contracted capacity ranging from a minimum of 50 MW to a maximum of 400 MW. The quoted contracted capacity should be in multiples of 10 MW.

The tender proposes to promote commercially established and operational technologies to mitigate technology risks and ensure the timely commissioning of the projects.

The wind turbines used in the projects must be type-certified models listed in the Revised List of Models and Manufacturers issued by the Ministry of New and Renewable Energy (MNRE).

The solar photovoltaic modules used in the projects must be included in MNRE’s List-I under the Approved Models and Manufacturers of Solar Photovoltaic Modules.

The bidders’ net worth must not be less than ₹12.26 million (~$146,752)/MW as of the date at least seven days before the bid submission due date.

The bidders’ minimum annual turnover should have been at least ₹18.39 million (~$220,129)/MW of the quoted capacity during the last financial year.

The internal resource generation capability in the form of profit before depreciation, interest, and taxes should be at least ₹3.68 million (~$44,049)/MW of the quoted capacity as of the last day of the previous financial year.

Bidders should have an approval letter from the lending institutions committing a line of credit for a minimum of ₹7.66 million (~$91,690)/MW of the quoted capacity toward meeting the working capital requirement of the project.
