SJVN, Scatec India, and O2 Power Win SECI’s 1.2 GW Wind Tender

SJVN, Scatec India II BV, and O2 Power have won Solar Energy Corporation of India’s (SECI) auction for 1.2 GW interstate transmission system (ISTS)-connected wind power projects (Tranche-XIII).
SJVN won 100 MW quoting a tariff of ₹2.90 (~$0.035)/kWh, and Scatec India 300 MW at ₹2.95 (0.036)/kWh. O2 Power won 200 MW at ₹2.95 (~$0.036)/kWh.
Blupine Energy quoted 300 MW at a tariff of ₹3.10 (~$0.037)/kWh, and EDF Renewables quoted 300 MW at ₹3.14 (~$0.038)/kWh. But both these bids did not qualify as they were above the L1+2% tariff cut-off criteria per the tender. The capacity allotted in the auction was 600 MW.
The tender was floated by SECI in January this year.
Wind project developers will be responsible for acquiring the land for the projects.
SECI had stated that the declared annual capacity utilization factor (CUF) must not be less than 22%. Developers should maintain generation to achieve an annual CUF of 80%-120% of the declared value during the 25 years of the power purchase agreement.
Only certified wind turbine models listed in the ‘Revised List of Models and Manufacturers’ issued by the Ministry of New and Renewable Energy will be allowed to be deployed under the program.
In May this year, NTPC Renewable, Halvad Renewables (EDF Renewables), JSW Neo Energy, and Torrent Power were declared winners in SECI’s auction for the 1.2 GW ISTS-connected wind power projects (Tranche-XII).
NTPC Renewables had won 200 MW quoting a tariff of ₹2.89 (~$0.037)/kWh and EDF 300 MW at ₹2.93 (~$0.038)/kWh. JSW had won 300 MW at ₹2.94 (~$0.038), and Torrent Power 300 MW quoting ₹2.94 (~$0.038)/kWh.
According to Mercom’s India Solar Tender Tracker, SECI has tendered 17.5 GW of wind projects under Tranche I to XIII.
