SJVN Invites Bids for 3.6 MW Rooftop Solar Projects in Multiple States

SJVN has issued two requests for selection (RfS) to set up 3.6 MW of rooftop solar projects on union government buildings in several states.

The solar projects will be installed on buildings of the Ministry of Agriculture and Farmers Welfare, the Ministry of Chemicals and Fertilizers, the Ministry of Commerce and Industry, the Ministry of Consumer Affairs, Food and Public Distribution, the Ministry of Personnel, Public Grievances and Pensions, and the Ministry of Women and Child Development.

Bids must be submitted by August 14, 2025. Bids will be opened on the same day.

Tender 1

This tender is for a cumulative capacity of 1.4 MW. The solar projects must be set up in Uttarakhand, Arunachal Pradesh, Assam, Meghalaya, Tripura, Mizoram, Manipur, Nagaland, Jammu and Kashmir, Himachal Pradesh, and Andaman and Nicobar Islands.

Successful bidders for this tender must furnish an earnest money deposit of ₹1,100 (~$13)/kW.

Tender 2

This tender is for a cumulative capacity of 2.2 MW. The solar projects must be set up in Gujarat, Maharashtra, and Madhya Pradesh.

Successful bidders for this tender must furnish an earnest money deposit of ₹1,000 (~$12)/kW.

Tender fee for both RfS is ₹5,900 (~$68).

The scope of work entails the design, supply, storage, civil works (including construction materials and water), installation, testing, and commissioning of the solar projects. It also involves providing comprehensive operations and maintenance services for 25 years.

Selected bidders must conduct a site survey, prepare a feasibility report, and provide warranties for the projects. They must also obtain net metering and grid connectivity, as well as permits, approvals, licenses, and insurance.

Cells and modules used in the projects must be from the Approved List of Models and Manufacturers.

Bidders empaneled with SJVN will be considered qualified under the general eligibility criteria. Only their financial eligibility will be calculated.

Non-empaneled bidders must have designed, supplied, installed, and commissioned rooftop, ground-mounted, or floating solar projects with a minimum cumulative installed capacity of 500 kW within the last seven years. At least one of these projects must have had a minimum capacity of 100 kW.

Bidders must have an average annual turnover of ₹16,500 (~$191)/kW in the last three financial years for Tender 1, and ₹15,000 (~$173)/kW for Tender 2.

Recently, SJVN issued three tenders for setting up 7.82 MW of rooftop solar projects with battery storage on union government buildings across the country’s eastern, southern, and northern regions under the PM Surya Ghar: Muft Bijli Yojana.
