SJVN Green Invites Bids for 1.5 GW ISTS-Connected Wind-Solar Hybrid Projects

SJVN Green Energy, a subsidiary of SJVN, has invited bids to select  developers to set up 1,500 MW of Interstate Transmission System (ISTS)- connected wind and solar hybrid power projects in India.

The last date for submitting bids is March 19, 2024. Bids will be opened on March 20.

Bidders have to submit ₹29,500 (~$356) as the cost of the tender document and ₹1.5 million (~$18,108) +18% GST as the bid processing fee.

Bidders have to submit an earnest money deposit (EMD) of ₹1.22 million (~$14,799.6)/MW of the quoted capacity.

SJVN will engage in a power purchase agreement with successful bidders to procure power for 25 years. The power obtained from these projects by SJVN is intended for sale to various entities within India.

Acting as an intermediary nodal agency/procurer, SJVN will facilitate the procurement of power from hybrid power developers or generators and subsequently sell this power to buying entities.

The implementation of these projects does not foresee any separate central financial assistance.

Bidders must offer a minimum power quantum of 50 MW or more for projects connected to ISTS. It is a prerequisite that the rated power capacity of one resource (wind or solar) constitutes at least 33% of the total contracted capacity, with a maximum power quantum of 750 MW.

Each bidder, along with its parent, affiliate, ultimate parent, or any group company, is required to submit a single bid offering a contracted capacity ranging from a minimum of 50 MW to a maximum of 750 MW. The quoted contracted capacity should be in multiples of 10 MW.

The tender proposes the promotion of commercially established and operational technologies to mitigate technology risks and ensure the timely commissioning of the Projects.

The wind turbines used in the projects must be type-certified models listed in the Revised List of Models and Manufacturers (RLMM) issued by the Ministry of New and Renewable Energy (MNRE).

The solar photovoltaic modules used in the projects must be included in List-I under the “Approved Models and Manufacturers of Solar Photovoltaic Modules.

Bidders are required to have a net worth equal to or greater than ₹12.26 million (~$147,997)/MW of the quoted capacity as of the last date of the previous financial year (FY 2022-23) or at least seven days before the bid submission deadline.

Recently, SJVN Green Energy invited bids to purchase or lease up to 1,000 acres of land in Assam for 28 years to develop 200 MW of solar power projects, including connectivity with the state transmission utility system.
