SJVN Issues Empanelment Tender for Rooftop Solar Projects Under PM Surya Ghar

SJVN has invited expressions of interest to empanel vendors to commission grid-connected rooftop solar power projects on government buildings under PM Surya Ghar: Muft Bijli Yojana.

The projects will use capital expenditure and renewable energy service company models.

The empanelment will be for 18 months from issuing letters of empanelment. The empanelment period may be extended at SJVN’s discretion.

The last date to submit the bids is August 8, 2024. Bids will be opened on the same day.

Bidders must furnish ₹5,900 (~$70) towards document cost.

The selected vendors will be responsible for preparing site surveys, feasibility reports, access, design, supply, storage, civil works, installation, testing, and commissioning of solar power projects on government buildings.

This includes ministries, departments, autonomous bodies, subordinate offices, and central public sector enterprises of 18 union ministries and departments and three state governments.

Selected vendors must also provide comprehensive operation and maintenance of the projects, covering warranty, wear and tear, overhauling, machine breakdown, insurance, and replacement of defective parts.

Bidders must have commissioned grid-connected rooftop solar projects of at least 500 kW in the last seven years. Of this, at least one project should have been of 400 kW or higher capacity, at least two projects should have been of 250 kW or higher capacity each, or at least three projects should have been of 200 kW or higher capacity each.

The reference projects must have operated for at least a year before the bid submission date.

Capacity below 10 kW at a single installation will not be considered in the cumulative installed capacity.

Renewable Energy Implementing Agencies designated by the Ministry of New and Renewable Energy, including SJVN, issued 35.51 GW of project tenders until December 2023, against the 50 GW target for the financial year 2023-24. According to Mercom’s India Solar Tender Tracker, SJVN accounted for ~13% of the total capacity tendered during the period.
